05/06/1986 - Minutes r MINUTES111 APPROVED SHADE TREE ADVISORY BOARD MEETING May 6, 1986 FEB ' 3 1987 7: 00 p.m. CITY RECORDER Present: Steve Schwab Forester JoAnne Milner (2) Bob Burke (5) Orson Gibb (4) Milton Fulmer (7) Mary Pat Matheson (1) Kathie Anderson (6) Vern Jorgenson Planning/Zoning Peter Lassig (8) Max Peterson City Engineer Jennifer Harrington (3) Karen Salisbury Parks Michael Bird (9) John Swain Parks An informal, 1st meeting of the newly developed Shade Tree Advisory Board was held at the Salt Lake City Parks & Recreation Building on May 6, 1986 . Information was distributed regarding the Board members and their length of term to serve on the Board. Steve Schwab also distributed a copy of the Shade Tree Ordinance adopted on September 17, 1985, creating the Board; the 1949 Report of the Salt Lake City Shade Tree Commission; and an intro- duction sheet of the Tree City USA program. Mr. Peter Lassig was excused for a previously scheduled commitment. The 1st order of business was to set a time and date for regularly scheduled monthly Board meetings. It was decided to meet on the 1st Tuesday of each month at 6 :00 p.m. . A more central location fOr the meeting was requested; there- fore, the next meeting of the Board will be held in the Planning & Zoning Commission Chambers, Room 414 of the City & County Building. That also being the same night as the City Council Meeting, the ex officio members of the Board were asked to send a designee to the Board meeting if a conflict should arise. The Oath of Office needs to be administered as soon as possible. Mr. Schwab will make arrangements for this to be taken care of possibly at the next scheduled meeting of the Board. Mr. Schwab read through the Powers and Duties of the Board as stated in the Shade Tree Ordinance. Specific matters of concern will be discussed and voted on in the June meeting. 4 • Shade Tree Advisory Board Page 2 May 6, 1986 The most prominent item the Board has to address is to develop a city ordinance. Within one year of the effective date of the ordinance creating the Shade Tree Board (adopted September 17, 1985) the Board is to recommend an ordinance regulating the planting, maintenance, and removal of trees on city property. Mr. Schwab said three months is not sufficient time to draw up an ordinance. It could possibly take a full year. Jennifer Harrington suggested that by the June meeting, Steve have a projected outline of how long it may take and then if necessary, petition for an extention of time considering the fact that the Board was not organized until May of 1986 and the ordinance was adopted in September of 1985, thus leaving only three months to accomplish the recommendation of an ordinance as stated. It was suggested that the Board research ordinances from other cities to use as a basis for a Salt Lake ordinance. Mr. Schwab stated a need to collect any ordinances that currently exist that relate to landscaping, trees, width of parking strips, etc. i. e. Planning & Zoning. Bob Burke suggested using the zoning ordinances as a model. Some items of discussion for the June meeting will be: 1) Questions &/or suggestions for an ordinance 2) Suggestions for rules & policies of the Board members. 3) Suggestions for responsibilities of the Chairperson and Vice-Chairperson 4) Issues of concern from each district 5) An overview of the Salt Lake City Shade Tree Division: the staff, the budget, and the state of trees in Salt Lake. Special meetings may be called if necessary. Five (5) members constitute a quorum. Mary Pat Matheson suggested a need for some type of Shade Tree identification cards for the Board members. Mr. Schwab will check on the possibility of supplying cards. Three ring binders will be provided for the members of the Board. Steve Schwab presented a short film on Arbor Day and the Tree City USA program. 411 S Shade Tree Advisory Board Page 3 May 6, 1986 Elections were held for Chairperson and Vice-Chairperson. Since most of the Board members were not acquainted with each other, it was decided that drawing names would be the most equitable way to choose the first officers .
