05/08/2003 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH THURSDAY, MAY 8 , 2003 The City Council of Salt Lake City, Utah, met in Regular Session on Thursday, May 8, 2003 at 7:26 p.m. in Room 326, City Council Office, City County Building, 451 South State. The following Council Members were present: Carlton Christensen Van Turner Eric Jergensen Jill Remington Love Nancy Saxton Dave Buhler Dale Lambert Rocky Fluhart, Chief Administrative Officer; Edwin Rutan, City Attorney; Cindy Gust-Jenson, Executive Council Director; and Beverly Jones, Deputy City Recorder, were present. Councilmember Christensen presided at and conducted the meeting. UNFINISHED BUSINESS #1. RE: Setting the date of May 20, 2003 at 7:00 p.m. to accept public comment and consider adopting a resolution adopting the budget of the Municipal Building Authority of Salt Lake City for Fiscal Year 2003-2004. ACTION: Councilmember Buhler moved and Councilmember Jergensen seconded to recess as the City Council and convene as the Municipal Building Authority, which motion carried, all members voted aye except Councilmember Turner who was absent for the vote. Councilmember Buhler moved and Councilmember Saxton seconded to set the date, which motion carried, all members voted aye except Councilmember Turner who was absent for the vote. Councilmember Saxton moved and Councilmember Lambert seconded to adjourn as the Municipal Building Authority and reconvene as the City Council, which motion carried, all members voted aye except Councilmember Turner who was absent for the vote. RE: Adopting a motion authorizing the Council Vice Chairperson to sign an agreement with Rick Giardina and Associates, Inc. for an economic analysis of issues relating to retail development on Main Street and in the Gateway Shopping District. View Attachment Councilmember Christensen recused himself and left the room. Councilmember Love conducted this portion of the meeting. ACTION: Councilmember Buhler moved and Councilmember Jergensen seconded to adopt a motion, which motion carried, all members voted aye except Councilmember Christensen who was recused. DISCUSSION: Councilmember Buhler asked if part of the cost would be paid by the Redevelopment Agency (RDA) . Councilmember Lambert said the cost would be split half and half. Cindy Gust-Jenson said a Letter of Engagement estimated the cost at approximately $14, 000. Councilmember Lambert said information from objective sources was needed to assist the Council in making a decision. Councilmember Saxton said all information needed to be made public. She said there was misinformation concerning Nordstrom's. She said a fact sheet could be released as information was obtained. Councilmember Jergensen said he agreed. He said he was in favor of an analysis for Main Street. He said there had been no in-depth discussion on the effect of Gateway to Main Street. He said it was important to receive advice from an entity not related to either party. (C 03-270) CONSENT AGENDA ACTION: Councilmember Jergensen moved and Councilmember Love seconded to adopt the Consent Agenda including the final budget for Fiscal Year 2003-2004 with sub-items A-P and Item No. 2, which motion carried, all members voted aye, except Councilmember Lambert who voted nay. DISCUSSION: Councilmember Lambert said he felt May 20, 2003 was too early for public comment on the various public issues. #1. (B 03-1) a) Setting the date of May 20, 2003 at 7:00 p.m. to accept public comment and consider adopting an ordinance appropriating necessary funds to implement for Fiscal Year 2003-2004 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the 100 Series City employees, dated on or about July 1, 2002. (0 02-14) b) Setting the date of May 20, 2003 at 7:00 p.m. to accept public comment and consider adopting an ordinance appropriating necessary funds to implement for Fiscal Year 2003-2004 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1004 of the American Federation of State, County and Municipal Employees (AFSCME) representing the 200 Series City employees, dated on or about July 1, 2002. (0 02-15) c) Setting the date of May 20, 2003 at 7:00 p.m. to accept public comment and consider adopting an ordinance appropriating necessary funds to implement for Fiscal Year 2003-2004 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and Local 1645 of the International Association of Firefighters representing the 400 Series City employees, dated on or about July 1, 2002. (0 02-17) d) Setting the date of May 20, 2003 at 7 :00 p.m. to accept public comment and consider adopting an ordinance appropriating necessary funds to implement for Fiscal Year 2003- 2004 the provisions of the Memorandum of Understanding between Salt Lake City Corporation and the Salt Lake Police Association, International Union of Police Associations, Local 75, AFL-CIO, representing the 500 Series City employees, dated on or about July 1, 2002. (0 03-12) f) Setting the date of May 20, 2003 at 7:00 p.m. to accept public comment and consider adopting an ordinance approving the Compensation Plan for 800 Series employees. (0 03-13) g) Setting the date of May 20, 2003 at 7 :00 p.m. to accept public comment and consider adopting an ordinance approving the Compensation Plan for 900 Series employees. (0 03-14) h) Setting the date of May 20, 2003 at 7 :00 p.m. to accept public comment and consider adopting an ordinance approving the Compensation Plan for Un-Classified employees.
