11/01/2016 - Minutes MINUTES OF THE REDEVELOPMENT AGENCY SALT LAKE CITY TUESDAY, NOVEMBER 1 , 2016 The Board of Directors of the Redevelopment Agency of Salt Lake City, met on Tuesday, November 1,2016 at 7:11 p.m. in Room 315,Council Chambers,City County Building,451 South State. Roll Call. The following members of the Board of Directors of the Redevelopment Agency of Salt Lake City were present: Charlie Luke Derek Kitchen James Rogers Erin Mendenhall Stan Penfold Lisa Adams The following members of the Board of Directors of the Redevelopment Agency of Salt Lake City were absent: Andrew Johnston Cindy Gust-Jenson, Council Executive Director; Jennifer Bruno, Council Executive Deputy Director; Jacqueline Biskupski, Mayor; Patrick Leary, Mayor's Chief of Staff; Margaret Plane, City Attorney; and Kory Solorio,Assistant City Recorder; were present. 7:11:4 7 PM Councilmember Penfold moved and Councilmember Kitchen seconded to recess as the City Council and convene as the Board of Directors of the Redevelopment Agency, which motion carried, all members present voted aye. Public Hearing 1. Accept public comment regarding the Second Amendment to the 2016-2017 Redevelopment Agency Budget, including a proposal for Housing Funds as discussed by the Board at the July Board meeting, as well as a review of Agency funds budgeted in previous years. View Attachment Mr. George Chapman expressed his concern that the public is not being given the opportunity to provide input on the site selection of the homeless resource centers. He asked that the Mayor and the City Council fulfill their promises and urged them to allow the public to weigh in on the site selection before anything is finalized. Mr. Glenn Bailey applauded the changes and the effort to bring housing back to the forefront of the RDA's budget and mission. He stated it is an excellent start, but more needs to be done and more funding is necessary to make a real impact. He stated he is in favor of the changes to the Transit Station Area ordinance to include affordable housing. He encouraged the City to consider inclusionary zoning, strategies, and incentives and requested a long-term commitment from the City to meet the housing needs of the City. 1 MINUTES OF THE REDEVELOPMENT AGENCY SALT LAKE CITY TUESDAY, NOVEMBER 1 , 2016 Jason Mathis from the Downtown Alliance said he echoes the comments provided by Mr. Chapman and Mr. Bailey and that the Downtown Alliance & Chamber are supportive and feel affordable housing is an important component for Downtown's continued development. He asked that as amendments to the RDA's budget are considered, it is also important to remember commitments that have already been made. He asked if the Board is unable to fulfill those commitments it find other mechanisms to fulfill them, specifically funding for infrastructure in the Station Center area and improvements to Pioneer Park. Mr. Mathis also thanked the City Council for its commitment to find a solution for impact fees and encouraged the Council to extend the moratorium until a plan for impact fees is in place. 7:18:2 3 PM Director Penfold made a motion to continue the public hearing the November 15, 2016 Board meeting at 2:00 PM and moved to adjourn as the Board of Directors of the Redevelopment Agency and reconvene as the City Council. Director Rogers seconded the motion. Upon roll call the motion carried, all directors present voted aye.
