Noon meeting and evening meetings
The City Council/Board of Canvassers /Governing Body of Salt Lake City, Utah, met in
a Special Meeting on Monday, November 10, 2003, at 12:15 p.m. in Room 326, City Council
Chambers, City County Building, 451 South State, Salt Lake City, Utah.
The following were present:

The following were absent:
Mayor Ross C. "Rocky" Anderson, Dave Buhler and Dale Lambert
Gary Mumford; Council Deputy Director/Senior Legislative Auditor; Boyd Ferguson
Assistant City Attorney; Larry Spendlove; Assistant City Attorney; Richard Scott,
Chapman and Cutler; Jan Drake, Chapman and Cutler; Ken Cowley, City Recorder; Sonya
Skyles, Election Coordinator; and Chris Meeker, Chief Deputy City Recorder; were
present.
Councilmember Christensen presided at and conducted the meeting.
UNFINISHED BUSINESS
#1. RE: The Board of Municipal Canvassers for Salt Lake City will meet at the
usual place of meeting of the municipal legislative body to canvass the election
returns pursuant to Utah Code Ann. 20A-4-303. The Salt Lake City Recorder will be
directed to forward the ballots to the Salt Lake County Clerk to be counted
electronically. The City Recorder will be directed to prepare a canvass. This meeting
will be recessed and reconvened at the same location at 7:00 p.m. Monday, November 10,
2003.
Councilmember Jergensen moved and Councilmember Love seconded to recess as the
City Council, which motion carried, all members present voted aye except Council Members
Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Love seconded to convene as the
Board of Canvassers with the Mayor, which motion carried, all members present voted
aye except the Mayor and Council Members Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Turner seconded to direct the
absentee ballots and provisional ballots of the November 4, 2003 Municipal Election to
be counted electronically by the Salt Lake County Clerk and to direct the City
Recorder' s Office to prepare a canvass, which motion carried, all members present voted
aye except the Mayor and Council Members Buhler and Lambert who were absent.
Councilmember Saxton moved and Councilmember Love seconded to adjourn as the
Board of Canvassers, which motion carried, all members present voted aye, except the
Mayor and Council Members Buhler and Lambert who were absent.
Councilmember Love moved and councilmember Jergensen seconded to reconvene as
the City Council which motion carried, all members present voted aye, except Council
Members Buhler and Lambert who were absent.

#2. The City Council convened in a special City Council meeting in conjunction with
the Mayor as the governing body of Salt Lake City to canvass the returns of the general
obligation bond propositions pursuant to Utah Code Ann. § 11-14-11 and to consider
adopting a resolution relating to the Special Bond Election held in Salt Lake City,
Salt Lake County, Utah, on November 4, 2003 to determine the issuance of general
obligation bonds of the City, in an aggregate amount of not to exceed $47, 600, 000;
providing for the counting of the valid absentee ballots; and providing for related
matters. The Salt Lake City Recorder will be directed to forward the ballots to the
Salt Lake County Clerk to be counted electronically. The City Recorder will be directed
to prepare a canvass. The meeting will be recessed and reconvened at the same location
at 7:00 p.m. Monday, November 10, 2003.
Councilmember Love moved and Councilmember Saxton seconded to recess as the City
Council, which motion carried, all members present voted aye except Council Members
Buhler and Lambert who were absent.
Councilmember Love moved and Councilmember Jergensen seconded to convene as the
Governing Body with the Mayor, which motion carried, all members present voted aye
except the Mayor and Council Members Buhler and Lambert who were absent.
Councilmember Love moved and Councilmember Jergensen seconded to direct the
absentee ballots and provisional ballots of the November 4, 2003 Special Bond Election
to be counted electronically by the Salt Lake County Clerk and to direct the City
Recorder's Office to prepare a canvass, and to adopt Resolution 53 of 2003, which
motion carried, all members present voted aye except the Mayor and Council Members
Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Love seconded to adjourn as the
Governing Body, which motion carried, all members present voted aye, except the Mayor
and Council Members Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Turner seconded to reconvene as
the City Council, which motion carried, all members present voted aye, except Council
Members Buhler and Lambert who were absent.

COMMENTS
The following turned in comment cards regarding portable signs in certain zoning
districts. Camille Jackman, Rachel David, Naima Nawabi, Kristen Ireland, Hana Wright,
John Holbrook, Katrina Mustoe, Larry Orton.
The following turned in comment cards regarding various topics such as the
maintenance of trees in Salt Lake City, education, living in the downtown area,
alternative bike path on Main Street, recycling programs, impounded cars, Nordstroms,
the elderly, and cultural art. Scott Gilberg, Antonia Vazquez, Michelle Doherty,
Monica Soto, Michael Wooton, Sara Jenson, Jamie Peterson, Meagan Smuin, Hana Probic.
UNFINISHED BUSINESS
#1 The Mayor and City Council convened as the Board of Canvassers at their
regular meeting place to adopt a motion accepting the City Recorder's statement from
the abstract of the votes constituting the canvass of the Salt Lake City Municipal
Election held November 4, 2003 for the offices of Mayor and Council Members of Council
Districts 2, 4, and 6.
Councilmember Jergensen moved and Councilmember Love seconded to recess as the City
Council, which motion carried, all members present voted aye except Council Members
Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Love seconded to convene as the
Board of Canvassers with the Mayor which, motion carried, all members present voted
aye except the Mayor and Council Members Buhler and Lambert who were absent.
Sonya Skyles briefed the Council regarding the official results of the General
Election held on November 4, 2003. She referred to a spreadsheet which listed the
results of the automatic tabulation from the Salt Lake County Clerk' s Office. She also
presented the judges report for the Special Bond Election. She said the form had been
completed by the election judges from each polling location. She said the judges had
recorded the list of names of any challenged persons.
Councilmember Love moved and Councilmember Jergensen seconded to adopt the
canvass which motion carried, all members present voted aye, except the Mayor and
Council Members Buhler and Lambert who were absent.
Councilmember Love moved and Councilmember Turner seconded to adjourn as the
Board of Canvassers, which motion carried, all members present voted aye, except the
Mayor Council Members Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Turner seconded to reconvene as
the City Council, which motion carried, all members present voted aye, except Council
Members Buhler and Lambert who were absent.

promulgating the results of a special bond election held in Salt Lake City, Salt Lake

County, Utah on November 4, 2003 to determine the issuance of general obligation bonds
of the City, in an aggregate amount of not to exceed $47, 600,000; ratifying and
confirming acts done in connection therewith; and providing for related matters.
Councilmember Jergensen moved and Councilmember Turner seconded to recess as the City
Council, which motion carried, all members present voted aye except Council Members
Buhler and Lambert who were absent.
Councilmember Love moved and Councilmember Turner seconded to convene as the
Governing Body with the Mayor, which motion carried, all members present voted aye
except the Mayor and Council Members Buhler and Lambert who were absent.
Richard Scott said the record would show the count of the absentee and provisional
ballots. He said the outcome of the election did not change with this count.
Councilmember Jergensen asked Mr. Scott what the next step was for the Council
with regard to the bond. Mr. Scott said the Council would need to authorize the
issuance of the bonds with a resolution.
Councilmember Love moved and Councilmember Jergensen seconded to adopt Resolution
54 of 2003, which motion carried, all members present voted aye, except the Mayor and
Council Members Buhler and Lambert who were absent.
Councilmember Jergensen moved and Councilmember Love seconded to adjourn as the
Governing Body, which motion carried, all members present voted aye, except the Mayor
and Council Members Buhler and Lambert who were absent.
Councilmember Saxton moved and Councilmember Turner seconded to reconvene as the
City Council, which motion carried, all members present voted aye, except Council
Members Buhler and Lambert who were absent.

CONSENT
#1. RE: Setting the date of December 2, 2003 at 7:00 p.m. to accept public
comment and consider adopting an ordinance adopting the Central Community Master Plan
pursuant to Petition No. 400-01-36.

#2. RE: Setting the date November 18, 2003 at 7:00 p.m. to accept public
comment and consider adopting an ordinance amending the City Zoning Code to allow for
portable signs in certain zoning district pursuant to Petition 400-03-26.
Councilmember Jergensen moved and Councilmember Turner seconded to adopt the Consent
Agenda, which motion carried, all members present voted aye.
