11/10/2009 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, NOVEMBER 10 , 2009 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, November 10, 2009 at 7 : 00 p .m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present : Carlton Christensen Van Turner Eric Jergensen Jill Remington Love JT Martin Luke Garrott Soren Simonsen Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; Mayor Ralph Becker; David Everitt, Mayor' s Chief of Staff; and Christine Meeker, City Recorder; were present . Councilmember Christensen presided at and Councilmember Simonsen conducted the meeting. OPENING CEREMONY #1 . 7:05:37 PM The Council led the Pledge of Allegiance . PUBLIC HEARINGS #1 . RE: 7:06:32PM Accept public comment and consider adopting two ordinances : (1) enacting a new Chapter 10 . 04 Salt Lake City Code, relating to gender identity and (2) enacting Chapter 10 . 05 Salt Lake City Code, relating to unlawful discrimination in housing practices based on sexual orientation or gender identity. The following people did not wish to speak but submitted a comment card: Alan Walker, Sarah Hindeley, and Ian McMahan. The following people spoke in opposition of the Ordinances : J. M. Rodrigus, Sandra Rodrigues, Jessica Rodrigues, Douglas Cotant, Councilmember Christensen moved and Councilmember Love seconded to close the public hearing, which motion carried, all members voted aye . 09 - 149 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, NOVEMBER 10 , 2009 Councilmember Love moved and Councilmember Jergensen seconded to adopt Ordinance 63 of 2009 and Ordinance 64 of 2009, which motion carried, all members voted aye . Councilmember Love thanked the audience. She said guaranteeing the right to fair housing and fair employment was not an issue with compromise . She said Salt Lake City was a community of diversity and she was proud to serve on a City Council where the issue wasn' t controversial . Councilmember Jergensen thanked everyone who had worked with the Human Rights Commission. He said it was morally right to pass these ordinances . He said discrimination from one person to another was not acceptable . Councilmember Turner said when he looked around the room he saw respect. He said these were basic needs . Councilmember Christensen said the ordinances were complicated to write . He thanked the administration. He said in the end there was much more in common than in disagreement. Councilmember Martin said all men were created equal . He thanked the LDS Church for having great compassion and supporting the ordinances . Councilmember Simonsen said he appreciated everyone that worked on the ordinances . He said he hoped that the legislation was an indicator that other municipalities and the State would follow suit. Councilmember Jergensen moved and Councilmember Garrott seconded to close the public hearing, which motion carried, all members voted aye . Councilmember Turner moved and Councilmember Christensen seconded to refer the item to the November 17, 2009 council meeting, which motion carried, all members voted aye . 09 - 150 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, NOVEMBER 10 , 2009 (C 09-783) 9:14:43 PM COMMENTS TO THE CITY COUNCIL Jaynie Brown commented in opposition to increasing bar density. UNFINISHED BUSINESS #1 . 9:18:17 PM RE : Consider adopting a joint resolution regarding the Salt Lake City policy on open government. View Attachments Councilmember Christensen moved and Councilmember Turner seconded to adopt Resolution 62 of 2009, which motion carried, all members voted aye . Councilmember Christensen said this was an on going process and it set a good policy course for the City. (R 09-22) CONSENT 9:19:43 PM Councilmember Garrott moved and Councilmember Turner seconded to adopt the Consent Agenda, which motion carried, all members voted aye. #1 . RE: Approving the re-appointment of Robert "Toby" Alires to the Capitol improvement Programs Advisory Board for a term extending through June 4, 2012 . (I 09-22) #2 .
