11/14/2017 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, NOVEMBER 14 , 2017 The City Council of Salt Lake City, Utah, met in Formal Session on Tuesday, November 14, 2017 at 5 : 26 p.m. in Room 326, Committee Room, City County Building, 451 South State. The following Council Members were present: Charlie Luke James Rogers Erin Mendenhall Lisa Adams The following Council Members were absent: Stan Penfold Andrew Johnston Derek Kitchen Cindy Gust-Jenson, Council Executive Director; Patrick Leary, Mayor' s Chief of Staff; David Litvack, Mayor' s Deputy Chief of Staff; Margaret Plane, City Attorney; and Scott Crandall, Deputy City Recorder; were present. 5:26:32 PM Councilmember Luke presided at and conducted the meeting. CONSENT 5:27:13 PM Councilmember Rogers moved and Councilmember Mendenhall seconded to adopt the Consent Agenda with the exception of Item No. 5, which motion carried, all members present voted aye . #1 . Setting the date of Tuesday, November 28 , 2017 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending the final budget of Salt Lake City, including the employment staffing document, for Fiscal Year 2017-2018 . Budget amendments happen several times each year to reflect adjustments to the City's budgets, including proposed project additions and modifications. This proposed amendment includes funding for Operation Rio Grande; improvements at Pioneer Park that would remove the shuttered restrooms and open up the center of the park; and many other changes (Budget Amendment No. 1) . Setting the date of Tuesday, November 28 , 2017 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending Chapter 21A. 27 , Salt Lake City Code, pertaining to land use regulations in the Form Based Urban Neighborhood (FB-UN2) zoning district pursuant to Petition No. PLNPCM2016-00463 . The proposal would require increased setbacks (distance between the property line and the structure) for buildings located next to certain residential areas, and step backs (Floors rising above a certain height must be 'stepped back" 15 horizontal feed from the building foundation at ground level . ) The proposal also includes design stands that are intended to clarify how 17 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, NOVEMBER 14 , 2017 the ground floors of buildings can be designed and used, address parking garage issues, and address issues that have arisen regarding overall building scale. Approving Grant Holding Account items for Fiscal Year 2017-18 : View Attachment • Executive Office of the President, Office of National Drug Control - Rocky Mountain High Intensity Drug Trafficking Area (HIDTA) Grant to fund salary and benefits for an existing K9 officer on the Salt Lake City Metro Narcotics Task Force . • Utah State Office Victims of Crime, 2017-2019 VOCA Victim Assistance Grant (VAWA) to fund immediate needs for crime victims, as well as salary and benefits for existing Victim Advocate positions and a new Victim Advocate facility dog position . • Utah State Office of Education, Summer Food Service Program, Youth Summer Snack Programs to offset the costs of food and snacks purchased for children who participated in the summer programs at Liberty Park, Ottinger Hall, Fairmont Park, Sorenson Unity Center, and the Northwest Teen Programs . • Utah State Office of Education, Child and Adult Care Program - Youth After School Programs to offset the costs of food and snacks purchased for participants of the after school programs located Liberty Park, Ottinger Hall, Fairmont Park, Sorenson Unity Center and the Northwest Teen Programs . • Utah Department of Health, Bureau of Emergency Medical Services (EMS) to fund the purchase of emergency medical equipment . • Utah Commission on Criminal and Juvenile Justice (CCJJ) grant includes funds for narcotics-related travel and training, as well as Naloxone kits .
