TUESDAY, NOVEMBER 27 , 2018
The City Council met in Work Session on Tuesday, November 27, 2018,
in Room 326, Committee Room, City County Building, 451 South State
Street.
In Attendance: Council Members Andrew Johnston, Chris Wharton,
Derek Kitchen, Erin Mendenhall, Charlie Luke, Amy Fowler, and James
Rogers .
Staff in Attendance: Cindy Gust-Jenson, Council Executive
Director; Jennifer Bruno, Council Executive Deputy Director; David
Litvack, Mayor' s Deputy Chief of Staff; Patrick Leary, Mayor' s
Chief of Staff; Margaret Plane, City Attorney; Benjamin Luedtke,
Council Policy Analyst; Kira Luke, Council Policy Analyst; Rusty
Vetter, Deputy City Attorney; Allison Rowland, Council Policy
Analyst; Danny Walz, Redevelopment Agency Chief Operating Officer;
Melissa Jensen, Housing and Neighborhood Development Director;
Mary Beth Thompson, Chief Financial Officer; Julianne Sabula,
Transit Program Manager; Jon Larsen, Transportation Director; and
DeeDee Robinson, Deputy City Recorder.

Councilmember Mendenhall presided at and conducted the
meeting.
The meeting was called to order at 4 : 22 p .m.
AGENDA ITEMS
#1 . 4:22:25 PM BRIEFING FROM SALT LAKE CITY WINTER OLYMPIC
EXPLORATORY COMMITTEE MEMBER FRASER BULLOCK ON THE NEXT STEPS FOR
SALT LAKE CITY' S POTENTIAL CANDIDACY AS A HOST CITY FOR A FUTURE
WINTER OLYMPICS. View Attachments
Jeff Robbins and Rusty Vetter briefed the Council regarding
the travel-log/details of the recent site-visit by the United
States Olympic Committee (USOC) . Discussion was held regarding
three segments of the process : work-book (venue information,
letters of support, etc. ) , site-visit, and polling (support for a
future bid) , all to be completed by November 30, 2018 . He said a
decision could be made around mid-December.
Councilmember Johnston inquired about the next steps the
Council would face . Mr. Vetter said there would be a series of

agreements that would be signed (indemnification documents and
"host-city" agreements) .
#2 . 4:43:37PM BRIEFING REGARDING AN ORDINANCE THAT WOULD AMEND
THE FINAL BUDGET OF SALT LAKE CITY, INCLUDING THE EMPLOYMENT
STAFFING DOCUMENT, FOR FISCAL YEAR 2018-2019 . Budget amendments
happen several times each year to reflect adjustments to the City's
budgets, including proposed project additions and modifications.
The proposed amendment includes, but is not limited to, adjustments
related to impact fees for the 900 South round-about and a
potential Police Precinct, a golf capital improvement project,
expenses related to the Airport Re-Development project,
anticipated funding for the United Nations (UN) conference in 2019,
and requests related to staffing and office space. (Budget

Benjamin Luedtke, Mary Beth Thompson, David Litvack, Patrick
Leary, Allison Rowland, Danny Walz, Melissa Jensen, and Jennifer
Bruno briefed the Council with attachments . Discussion was held
regarding a new tracking system for impact fees, Kronos scope
change for Information Management Services (IMS) , prosecutor' s
office staff (one additional prosecutor) , Memory Grove
landscaping, janitorial/utilities for the Community Connections
Center, lighting donation for Regional Athletic Complex, new full-
time Community Development Grant Administrator Position for
Housing and Neighborhood Development, adding a round-about for 900
South, building space needs assessment/space planning consultant,
Washington Square Master Plan, carpet & paint for fifth floor of
Plaza 349, surplus levee local match, new part-time/temporary
employee for Economic Development-related events, and a new
employee parking lot for the Airport.
Straw Poll: 4-3 in support for new full-time employee for
Housing and Neighborhood Development. Councilmembers Johnston,
Mendenhall, Wharton, and Rogers were in favor. Councilmembers
Fowler, Kitchen, and Luke were opposed.
#3. 5:18:58PM REVIEW OF INFORMATION ON THE CURRENT SALARY FOR
CITY COUNCIL MEMBERS, AND DISCUSS THE VARIOUS PUBLIC POLICY
APPROACHES COMMONLY USED TO IDENTIFY THE APPROPRIATE SALARY LEVEL
FOR ELECTED OFFICIALS . In the 1980's, a ratio between the Mayor
and Council Member salaries was established. The Council will
evaluate the pros and cons of returning to that original ratio,
and will also discuss the extent to which the time demands of the
position have changed since that ratio was established. (The

Council declined to increase their own salary when it was
recommended previously, thus altering the ratio between the
Council and Mayor's salaries. ) . View Attachments
Cindy Gust-Jenson and Allison Rowland briefed the Council
with attachments . Discussion was held regarding history and
context, balancing points/values, changes since the establishment
of current form of Council/Mayor government, and options for
Council consideration.
Councilmember Mendenhall expressed support for Council
positions to be more accessible to City residents .
#4 . 5:49:13 PM UPDATE ON THE $5 . 3 MILLION SALES TAX REVENUE
ALLOCATION FOR IMPROVED TRANSIT SERVICE IN SALT LAKE CITY. The
update will include a list of milestones for improved service to
start in 2019 and draft deal points for a service contract between
the City and Utah Transit Authority. Funding Our Future was an
initiative to address four critical needs: public safety,
affordable housing, improved streets, and better transit options.

overview/structure, 2018-19 budget, master agreement, transit
productivity & propensity, funded service increases, mobilization

and unfunded future service increases .
