10/02/2007 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, OCTOBER 2, 2007 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, October 2, 2007 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present: Carlton Christensen Van Turner Nancy Saxton Dave Buhler Eric Jergensen Jill Remington Love The following Councilmember was absent: Soren Simonsen Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; and Chris Meeker, Chief Deputy City Recorder were present. Councilmember Turner presided at and Councilmember Christensen conducted the meeting. #1 . The Council led the Pledge of Allegiance. #2 . 7:06:19 PM Councilmember Buhler moved and Councilmember Jergensen seconded to approve the minutes of the Salt Lake City Council meetings held September 17 and 18, 2007, which motion carried, all members voted aye . See Attachments PUBLIC HEARINGS #1 . 7:06:39 PM Accept public comment and consider adopting a resolution initiating eminent domain proceedings regarding properties owned by Evans Property Group, LLC, located at approximately 465 West 400 North. See Attachments Russell Cline spoke in opposition of the resolution. Councilmember Love moved and Councilmember Turner seconded to close the public hearing, which motion carried, all members present voted aye . Councilmember Love moved and Councilmember Saxton seconded to adopt Resolution 60 of 2007, a roll call vote was taken, which motion carried, Council Members Christensen, Buhler, Turner, Love, and Saxton, voted aye, Councilmember Jergensen voted nay and Councilmember Simonsen was absent for the vote . #1. 7:13:22 PM COMMENTS TO THE MAYOR FROM THE CITY COUNCIL. 07 - 76 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, OCTOBER 2, 2007 Councilmember Love said a 7 year old girl had been hit on 1300 East and she was the third child to be hit at that location. She asked that the City provide a pedestrian plan. Mayor Anderson said many locations had the same problems . He said people needed to pay more attention. He said in terms of design or enforcement the City should do everything possible . He said funding could be initiated by the City Council . He said funding for a pedestrian plan for North Temple could come out of the TRAX project. Councilmember Jergensen suggested blinking red lights for the intersection of 1300 East and 700 South. #2 . 7:18:17PM COMMENTS TO THE CITY COUNCIL. Douglas Cotant commented on pedestrian safety. Cindy Cromer commented on the new land use petitions . UNFINISHED BUSINESS #1 . RE: 7:23:34 PM Adopting two resolutions authorizing the approval of interlocal cooperation agreements between Salt Lake County and Salt Lake City Corporation and ratifying actions previously taken on Williamson and Primos properties . See Attachments Councilmember Buhler moved and Councilmember Turner seconded to adopt Resolution 61 of 2007 and Resolution 62 of 2007, which motion carried, all members present voted aye . RE: 7:25:22PM Approving the re-appointments of Anne Albaugh and Ralph Petty to the Police Civilian Review Board through September 3, 2010 . Councilmember Jergensen moved and Councilmember Turner seconded to re-appoint Anne Albaugh and Ralph Petty to the Police Civilian Review Board, which motion carried, all members present voted aye except Councilmember Saxton who voted nay. RE: 7:26:08 PM Approving the re-appointment of Matthew Wirthlin, Babs DeLay, and Susie McHugh to the Planning Commission for a term extending through July 1, 2011 . Councilmember Turner moved and Councilmember Love seconded to re- appoint Matthew Wirthlin, Babs DeLay, and Susie McHugh to the Planning Commission, which motion carried, all members present voted aye . (I 07-24) CONSENT AGENDA 7:26:40 PM Councilmember Buhler moved and Councilmember Turner seconded to approve the Consent Agenda, which motion carried, all members present voted aye . #1 . RE: Setting the date of October 16, 2007 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance approving Budget Amendment No. 1 for Fiscal Year 2007-2008 . (B 07-10) #2 . RE: Confirming the date of October 16, 2007 at 7 : 00 p.m. to accept public comment and consider adopting ordinances rezoning property located at approximately 750 North DeSoto Street from Foothills Protection (FP) to Foothills Residential (FR-2/21, 780) and Natural Open Space (NOS) , amending the Capitol Hill Community Plan Future Land Use Map and closing a portion of 700 North Street located generally between Columbus and Cortez Streets pursuant to Petition Nos . 400-06-46 and 400-07-08 .
