10/02/2012 - Formal Meeting - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, OCTOBER 2, 2012 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, October 2, 2012 at 7 : 00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State . The following Council Members were present : Carlton Christensen Charlie Luke Kyle LaMalfa Jill Remington Love Luke Garrott Stan Penfold Soren Simonsen Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; David Everitt, Mayor' s Chief of Staff; and Beverly Jones, Deputy City Recorder; were present . Councilmember Simonsen presided at and Councilmember Christensen conducted the meeting. OPENING CEREMONY #1 . 7 : 19 : 42 PM The Council led the Pledge of Allegiance. Councilmember Christensen requested a Moment of Silence for Jack Gallivan who passed away today. #2 7 :21 : 30 PM Councilmember Simonsen moved and Councilmember Garrott seconded to approve the Salt Lake City Council minutes for Tuesday, September 18, 2012, which motion carried, all members voted aye . View Attachments (M 12-3) PUBLIC HEARINGS #1 . RE: 7 :22 :21 PM Accept public comment and consider adopting an ordinance to provide clarity and efficiency to sections of the City' s Zoning regulations and City Code relating to the Planning Commission pursuant to Petition No . PLNPCM2011-00554 . The proposed changes include: View Attachments • Amend Section 21A. 06 . 030 (Planning Commission) • Change the required number of commissions to a minimum of nine (9) . • Allow a quorum to be a majority of the appointed voting members of the Commission. • Clarify the jurisdiction and authority of the Planning Commission relating to review of Planned Developments . 12 - 1 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, OCTOBER 2 , 2012 • Remove Chapter 2 . 20 (Planning and Zoning Commission) from Title 2 (Administration and Personnel) of the City Code to eliminate confusion between the zoning regulations (Title 21A) and the City Code related to the Planning Commission. Related provisions of Title 21A, Zoning, may also be amended as part of this petition. (Petitioner May Ralph Becker) Councilmember Simonsen moved and Councilmember LaMalfa seconded to close the public hearing, which motion carried, all members voted aye . Councilmember Simonsen moved and Councilmember Love seconded to adopt Ordinance 70 of 2012, which motion carried, all members voted aye . (0 12-27) #2 . RE : 7 :24 : 47 PM Accept public comment and consider adopting an ordinance amending Section 21A. 46 . 120, Salt Lake City Code, creating a sign overlay district for Library Square pursuant to Petition No. PLNPCM2011-00451 . The proposal would allow businesses at Library Square, the Library and Leonardo to place permanent and temporary exterior signs around the facilities in accordance with standards set in ordinance. (Petitioner Mayor Ralph Becker) View Attachments Lisa Davis, representing the Leonardo, said she hoped the City would allow them to continue to put signage on the outside of the Leonardo windows . Patrick Wentworth said he just opened a studio salon in the Library. He said he would be interested in seeing signage on the corner of 200 East and 400 South for pedestrian traffic. Councilmember Garrott moved and Councilmember Simonsen seconded to close the public hearing and defer action, which motion carried, all members voted aye . (0 12-30) POTENTIAL ACTION ITEMS #1 . RE: 7 : 32 : 30 PM (TENTATIVE) Adopting a resolution regarding a philosophy statement on Sustainability. The Council met in January to discuss priority focus areas and requested that staff provide draft Philosophy Statements for review and refinement. The seven priority areas are: Economic Health of the City, Arts & Culture, Neighborhood Quality of Life, Transportation & Mobility, Sustainability, Parks & Open Space and Education. (TENTATIVE) Adopting a resolution regarding a philosophy statement on Parks and Open Space. The Council met in January to discuss priority focus areas and requested that staff provide draft Philosophy Statements for review and refinement. The seven priority areas are: Economic Health of the City, Arts & Culture, Neighborhood Quality of Life, Transportation & Mobility, Sustainability, Parks & Open Space and Education. View Attachments (R 12-13) This item was deferred to a future meeting. 7 : 33 : 05 PM COMMENTS TO THE CITY COUNCIL Ameer Cornell thanked the Council for passing the Accessory Dwelling Unit ordinance . He talked about street cars in Sugar House. Douglas Cotant said he read where UTA decided to continue the free fare zone . He asked the Council to request that UTA enforce their own rules because he almost tripped over some bicycles on TRAX that were in the way. David Eltis, Chair of the Salt Lake City Mayor' s Bicycle Committee, asked the Council to support a Bicycle Advisory Board. Tom Schneider, Chair of the Ground Transportation Forum, said they had submitted eight recommendations and comments to the Council about ground transportation. He said they were waiting for those items to be addressed. CONSENT AGENDA 7 : 43 : 49 PM Councilmember Garrott moved and Councilmember Luke seconded to approve the Consent Agenda, which motion carried, all members voted aye . #1 . RE: Setting the date of Tuesday, October 23, 2012 at 7 :00 p.m. to accept public comment and consider adopting a resolution regarding a philosophy statement on Education. The Council met in January to discuss priority focus areas and requested that staff provide draft Philosophy Statements for review and refinement. The seven priority areas are: Economic Health of the City, Arts & Culture, Neighborhood Quality of Life, Transportation & Mobility, Parks & Open Space, Sustainability and Education. RE: Setting the date of Tuesday, October 23, 2012 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance that would amend the Future Land Use Map of the Central Community Master Plan and amend the zoning map in relation to property located at 538 12 - 3 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, OCTOBER 2, 2012 East 500 South Street pursuant to Petition Nos . PLNPCM2012-00305 and PLNPCM2012-00359 . The proposal would: View Attachments & View Attachments • Modify the Central Community Future Land Use Map from Medium Density Residential to Residential Office Mixed Use. • Change the zoning on one parcel located at 538 East 500 South from RMF-35 (Moderate Density Multi-Family Residential District) to RO (Residential Office District) . The changes would facilitate combining four parcels on 500 South between 500 East and 600 East for a future multi-family residential development under one consistent zoning classification. RE: Setting the date of Tuesday, October 23, 2012 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance closing and vacating an alley as a public right-of-way adjacent to property located at approximately 808 West Everett Avenue pursuant to Petition No . PLNPCM2012-00337 . If adopted, Utah Metal Works, which owns the adjacent property, would purchase the alley and integrate it in the company's existing outdoor recycling facility.
