They were selected in a competitive request for proposal process administered by the Salt Lake City Department of Airports. The proposals were ranked by a diverse, seven member voting panel. The proposals were evaluated on six criteria including: quality of vehicles, driver programs, operational plan, prior general and specialized experience, fees and financial performance.
