TUESDAY, OCTOBER 30 , 2018
The City Council met in Work Session on Tuesday, October 30, 2018,
in Room 326, Committee Room, City County Building, 451 South State
Street.
In Attendance: Council Members Erin Mendenhall, Derek Kitchen,
Chris Wharton, James Rogers, Charlie Luke, Andrew Johnston, and
Amy Fowler.

meeting.
The meeting was called to order at 1 : 10 p .m.
AGENDA ITEMS
#1 . 2:13:14 PM HOLD A DISCUSSION REGARDING OPTIONS FOR A NEW
POLICE PRECINCT IN THE EAST SIDE OF THE CITY, INCLUDING PRIORITIES
FOR POTENTIAL LOCATIONS AND FUNDING, INCLUDING THE USE OF IMPACT

Mike Reberg, Mike Brown, and Fred Philpot briefed the Council
with attachments . Comments included needs assessment for
Eastside/Sugar House precinct, response time issues, locating

officers in communities, potential savings from reduced driving
(estimated distance/drive time between Public Safety Building
(PSB) , Pioneer Precinct (PP) , and other areas of the City) ,
precinct being a community resource/asset, police presence helping
to deter crime/fostering public trust/relationships, identifying
areas of greatest need for police presence, deployment scenarios,
issues relating to collecting/delivering/storing evidence,
attributes of sub-stations vs . full precincts, budgetary impacts,
emergency response time/issues for natural disasters (earthquakes,
fault lines, etc. ) , emergency preparedness/management, potential
impacts on residents living near police precincts (terrorist
attack/bombing) , greater impact on neighborhoods from fire
stations (increased noise/sirens) , police precincts having minimal
impact on surrounding properties, centrally located eastside
precinct would provide optimum value, residents wanting more
police presence, understanding precinct operations/staffing,
utilizing Surplus Land Fund, and square footage/acreage of
precinct properties (PSB & PP) .
Further discussion was held about potential costs associated
with purchasing property for and constructing a new precinct.
Councilmember Mendenhall said other funding options (not just
impact fees and General Fund) needed to be explored. She talked
about the Council' s interest in not only supporting/funding
Department needs but increasing the number of police officers . She
said further discussion was needed about proportional funding and
competing needs/trade-offs (impact fees vs . General Fund money,
vs . increasing police force) .
Councilmember Johnston talked about the PP not always having
Staffing/Officers available during the day to assist public/walk-
in customers . Chief Brown said the intent was to have someone
available at all times and he would look into the issue and report
back.
#2 . 2:42:28 PM REPORT AND ANNOUNCEMENTS FROM THE EXECUTIVE
DIRECTOR. Report of the Executive Director, including a review of
Council information items and announcements. The Council may
provide feedback or Staff direction on any item related to City
Council business, including but not limited to scheduling items.

#16 . 1:10:30PM CONSIDER A MOTION TO ENTER INTO CLOSED SESSION,
IN KEEPING WITH UTAH CODE §52-4-205 FOR ANY ALLOWED PURPOSE .
Councilmember Fowler moved and Councilmember Luke seconded to
enter into Closed Session to discuss the purchase, exchange, or
lease of real property pursuant to Utah Code §52-4-205 (1) (d) , and
Attorney-Client matters that are privileged pursuant to Utah Code
§78B-1-137, Utah Open and Public Meetings Law. A roll call vote
was taken. Council Members Wharton, Johnston, Luke, Kitchen,
Mendenhall, Fowler, and Rogers voted aye . See File M 18-1 for Sworn
Statement.
