TUESDAY, OCTOBER 7, 2003
The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, October
7, 2003 at 7:00 p.m. in Room 326, City Council Chambers, City County Building, 451
South State.
The following Council Members were present:
Carlton Christensen Van Turner Eric Jergensen
Jill Remington Love Nancy Saxton Dave Buhler
Dale Lambert
Rocky Fluhart, Chief Administrative Office; Cindy Gust-Jenson, Executive Council
Director; Edwin Rutan, City Attorney; and Beverly Jones, Deputy City Recorder, were
present.
Councilmember Christensen presided at and Councilmember Turner conducted the
meeting.
#1. The Council led the Pledge of Allegiance.
#2. Councilmember Buhler moved and Councilmember Jergensen seconded to approve
the minutes of the City Council meetings held September 9 and September 16, 2003, which
motion carried, all members voted aye.

COMMENTS TO THE CITY COUNCIL
Douglas Cotant, Salt Lake City, said he felt the street preachers were disrespectful
during General Conference.
Jim Schwing, Vice President of CH2M Hill, said CH2M Hill was a global engineering
project delivery firm. He said they would occupy the 10th floor of the Parkside Tower
at 200 South State Street when they moved their offices to downtown Salt Lake City.
UNFINISHED BUSINESS
#1. RE: Adopting a resolution amending the special bond election resolution
adopted by the Municipal Council on September 9, 2003 to revise the procedure for
canvassing the official results of the special bond election to be held in the City on
November 4, 2003, expanding the use for which the proceeds of bonds under City
Proposition No. 2 may be used, amending the list of polling places, and providing for
related matters.
ACTION: Councilmember Buhler moved and Councilmember Saxton seconded to adopt
Resolution 45 of 2003, which motion carried, all members voted aye.

#2. RE: Adopting a resolution declaring the intention of the City Council of
Salt Lake City, Salt Lake County, State of Utah, to create Salt Lake City, Utah Central
Business Improvement District No. DA-CBID-03 to continue to promote business activity
and economic development in an area of central downtown Salt Lake City, by assessing
benefited properties within the district for the costs for such economic promotion
activities for a period of three years; to negotiate a contract with the Downtown
Alliance to manage the district; and to fix a time and place for protests against the
district and its assessments, and related matters.
ACTION: Councilmember Christensen moved and Councilmember Love seconded to adopt
