TUESDAY, OCTOBER 7, 2008
The City Council of Salt Lake City, Utah, met in Regular Session
on Tuesday, October 7, 2008 at 7 : 00 p.m. in Room 315, City Council
Chambers, City County Building, 451 South State .
The following Council Members were present:
Carlton Christensen Soren Simonsen Luke Garrott
Jill Remington Love Eric Jergensen Van Turner
JT Martin
Cindy Gust-Jenson, Executive Council Director; Mayor Ralph Becker;
David Everitt, Mayor' s Chief of Staff; Edwin Rutan, City Attorney; and
Beverly Jones, Deputy City Recorder, were present.
Councilmember Love presided at and Councilmember Jergensen
conducted the meeting.
#1. 7:16:11PM The Council led the Pledge of Allegiance .
#2 . 7:16:34 PM Councilmember Turner moved and Councilmember
Simonsen seconded to approve the minutes for the Salt Lake City Council
meeting held September 30, 2008, which motion carried, all members
voted aye except Council Members Christensen and Garrott who were

7:18:53PM QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL
Councilmember Simonsen thanked the Mayor for upgrades to the
flooring in the Council Office .
7:19:28PM COMMENTS TO THE CITY COUNCIL
Douglas Cotant said he felt everyone should speak English in the
United States . He said he also wanted the City to consider building a
skateboard park in an empty lot on State Street so kids did not have to
skateboard on public sidewalks .
Michael Clara spoke about seven year old Maria Menchaca who was
struck by a bullet during a drive-by shooting. He asked for gang
intervention on the Westside .

#1. RE: 7:24:05 PM Adopting a resolution providing for the
holding of a public hearing on November 6, 2008 at 7 : 00 p.m. relating
to the issuance of sales tax revenue bonds to finance a new Public

Councilmember Christensen moved and Councilmember Turner seconded
to adopt Resolution 42 of 2008 providing for the publication of a
notice of Public Hearing and the holding of a public hearing on
November 6, 2008, to issue up to $32 million (which includes land costs
less impact fee eligible costs) of its sales tax revenue bonds for the
purpose of financing all or a portion of the cost of the acquisition
and construction of a new public services maintenance facility, and
various other capital improvement program projects .
Councilmember Christensen said it seemed like a lot of money for
one facility but the project had been analyzed for approximately ten
years . He said the existing facility had problems that could not be
remedied.
Councilmember Turner said he agreed with Councilmember
Christensen. He said the new facility would be placed in an area that
needed change and the City would now have an opportunity to change the
area. He said a new TRAX station and new houses were being built
around the area. He said he was supportive of the bond.
Councilmember Martin said this project had been in process for a
long time . He said this was a lot of money and the timing was not the
greatest .
Councilmember Jergensen called for the question, which motion
carried, all members voted aye .

City' s general obligation bonds for Open Space; providing for
alternative methods of sale of the bonds and providing for related

Councilmember Simonsen moved and Councilmember Love seconded to
adopt Resolution 43 of 2008 providing for the holding of a public
hearing on November 6, 2008 relative to the City' s General Obligation
bonds, authorizing the issuance of up to $900,000 of these bonds for
the purpose of paying the costs of acquiring and preserving open space,
park and recreational lands and amenities .
Councilmember Christensen said voters had authorized these bonds
in 2003 . He said neighborhoods and communities would have an
opportunity to identify certain parcels for open space .

Councilmember Martin said this would give the City an opportunity
to serve the citizens with open space .
Councilmember Jergensen called for the question, which motion
carried, all members voted aye .

CONSENT AGENDA 7:34:43 PM
Councilmember Simonsen moved and Councilmember Garrott seconded to
approve the Consent Agenda, which motion carried, all members voted
aye .
#1 . RE: Approving the appointment of Calvin John Noyce to the
Police Civilian Review Board for a term extending through September 5,
2011 .

#2 . RE : Approving the appointment of David Brach to the Housing
Advisory and Appeals Board for a term extending through December 31,
2010 .
