10/08/1996 - Minutes \V\ �. CITY COUNCIL ANNOUNCEMENTS: October 8, 1996 I. Pressing matters: A. COUNCIL FUNCTIONS / EVENTS / DATES 1. National League of Cities 1996 Congress of Cities Exposition final registration is approaching on November 1. This Conference is December 7 - 10 in San Antonio, TX. Please respond as soon as possible, if you wish to be registered. 2. Executive Session 4:30 Thursday regarding personnel matter. B. FEEDBACK & DECISIONS 1. Re: Local Law Enforcement Block Grant - This is the process for Federal Grant. A hearing date needs to be held on November 5. Colleen Minson wants to set a date on October 15th. No City Council action is required. Public input will be reviewed to determine if any adjustments need to be made to the proposed use of funds. 2. A citizen group called "FIDO" is interested in seeing the City establish a "test" area where dogs accompanied by their owners can be allowed to run without leashes. Dog owners have pointed out it is impossible to get adequate exercise for their dogs within City limits without breaking the leash law. Constituents raising the issue reside in Districts 3, 4 and 5. A test would take an ordinance revision. Is Council willing to consider? Would you like a briefing? The group is very organized, and would commit to "clean up" as part of the test and any long-term change considered by the City. 3. Letter to those who participated in Airport Management Audit Steering Committee. Kerri would like Council to review and give feedback. She would like to send the letter out on Wednesday, October 9. (Attached) 4. Re: The Fire Departments request for citizen help: This assessment Center will be held on October 29, 30, 31 and November 1 . The people we are looking for are mid level managers, two female and two male. The time commitment would be three and one half full days. The one half day for training and three days for assessments. This would be a great opportunity for civic minded citizens to participate in selecting the next generation of Fire Department leaders. Appeals - Critchlow - Harmsen may withdraw Appeals - Overflow Shelter - Best to have Council hear all appeals filed before change. 6. Councilmembers interested in seeing light rail in other cities. 7. Deborah Bettes has been recommended by the Mayor to serve on the Salt Lake Arts Council. Deborah has the honor of being "Miss Wheelchair of Utah" for 1996-97. She would really like to have her picture taken with the Councilmembers while she is here. She said she is arranging for a companion to come with her and that person can bring a camera. Is this ok? Debbie is a member of the Jay Welch chorale group and has to be at a performance on October 15th at 6:00, so she will be here by 5:25 p.m. he Mayor's Office aware of this request, so the Mayor can join the Council if she is available. 8. Judith Ronmey Walbach has been recommended by the Mayor to serve on the Art Design Board as the Arts Council representative. Ms. Wolbach was appointed to the Arts Council in October 1992 and reappointed in March 1996. Her term on the Arts Council will extend through July 1998. Does the Council want Ms. Wolbach to attend a Council meeting for an interview, or can she be appointed to the Art Design Board without an interview in light of the fact that she already serves on another board? II. For Your Information A. COUNCIL OFFICE INFO. 1. The City's Transportation Division will hold open housed to share information with the public on various transportation prjects from 7:00 to 8:30 p.m. on the following Wednesday evenings in 1997: January 23 April 30 July 30 October 29 2. The Doralma ( changed from 1930 W.) street name change requested by Councilmember Reid was due back to the Council in October, but it was delayed due to a routing problem in the Administration. Planning has just received it, and will expedite it. We should be able to have it on the agenda in November or December. Get the name from Jan she can get from the paperwork pending list or original agenda item. thanks. (Attached) 3. Good Neighbor Award scheduled for The October 8th meeting have not yet been made up according to Pat Van Tine in the Mayor's Office. This item will need to be reschedule for a later date. B. CITY INFO. 1. Salt Lake City was honored by the 3R's Board Members as Municipal "Recycler of the Year". Councilmember Sam Souvall accepted the award on behalf of Mayor Corradini and Salt Lake City. LEGISLATIVE ACTION ITEM DATE: August 8, 1996 SUBJECT: Street Name Change REQUESTED BY: Councilmember Stuart C. Reid REQUESTED ACTION: Adopt a motion supporting a street name change for a section of 1930 West cc: Cindy Gust-Jenson,Kay Christensen, Alice Steiner, Bill Wright Background: Habitat for Humanity International (HFHI) was founded in 1976. It is a non- profit housing organization that seeks to eliminate poverty housing and homelessness. Since 1976, HFHI has built approximately 30,000 houses around the world. Through volunteer labor and tax-deductible donations of money and materials, HFHI builds and rehabilitates houses with the help of homeowner families. Habitat houses are sold to partner families at no profit. The homeowners' monthly mortgage payments go into a revolving Fund for Humanity that is used to build more homes. Habitat for Humanity recently completed construction of a home at 374 North 1930 West. The proud owners of the Habitat for Humanity home -- Allen Hicks, Doris Hicks and Mary Hicks -- moved into their new home on Saturday,July 27th. While the home was under construction, Mr. Hicks requested that the name of 1930 West be changed to Doralma Street; Doralma being a combination of the new residents' first names (Doris, Allen, Mary). I would like to support Mr. Hicks' request and ask the Administration to draft an ordinance to accomplish the street name change. The I licks' home is indicated with an asterisk on the attached map. The home is on the southeast corner of 400 North and 1930 West. As the map indicates, this portion of 1930 West is 292 feet long. This 292' section is the only portion of 1930 West that will be affected by the proposed street name change.
