09/01/2015 - Formal Meeting - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, SEPTEMBER 1 , 2015 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, September 1, 2015 at 7 : 15 p.m. in Room 315, Council Chambers, City County Building, 451 South State . The following Council Members were present: Luke Garrott Charlie Luke Kyle LaMalfa Erin Mendenhall Lisa Adams The following Council Members were absent: Stan Penfold and James Rogers David Everitt, Mayor' s Chief of Staff; Jennifer Bruno, Executive Council Deputy Director; Margaret Plane, City Attorney; and Kory Solorio, Assistant City Recorder; were present. Councilmember Garrott presided at and Councilmember LaMalfa conducted the meeting. OPENING CEREMONY #1. 7:16:11 PM Pledge of Allegiance. #2 . 7:16:37 PM Councilmember Mendenhall moved and Councilmember Luke seconded to approve Joint Resolution 27 of 2015 with Mayor Ralph Becker supporting September 12-19, 2015 as Eat Local Week in Salt Lake City. (R 15-1) #3 . 7:21:19 PM Councilmember Mendenhall moved and Councilmember Garrott seconded to approve the minutes of the following Salt Lake City Council meetings, which motion carried, all members voted aye . • August 18, 2015 Work Session • August 25, 2015 Formal Meeting (M 15-4) (M 15-3) COMMENTS TO THE CITY COUNCIL 7 :22:14 PM George Chapman asked Council not to approve the Mountain Accord Phase II contribution of $600, 000 . He expressed his concerns regarding the contribution amount and future potential costs to the City resulting from the Mountain Accord. He suggested Council delay action and obtain further information. Mr. Chapman asked if the Mayor signed a grant application for 15 new police officers . 15 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, SEPTEMBER 1 , 2015 7 :24:23 PM Sim Gill, Salt Lake County District Attorney, thanked the Mayor and Council for helping execute the agreement between the City and County for management of the City' s Prosecutor Office. He said he met with the City Prosecutor' s Staff and was excited about future possibilities dealing with issues relevant to the City; specifically the homeless population and challenges of substance abuse . He said he has begun conversations with the Police Department relative to a partnership and vision on community policing and prosecution, and will begin working with the Courts to explore different opportunities . Mr. Gill stated that he is committed to a successful collaborative partnership between the City and County. 7:26:56 PM Winston Michael Ray said he was from San Diego and was homeless . He said he was here to extend an invitation to the Mayor and citizens of Salt Lake City to join him October 8th to launch the worldwide silver rights movement . He said this marketing movement would officially end revenue segregation in this country (the main culprit of economic problems) . UNFINISHED BUSINESS 7 :30:24 PM #1 . Adopting a resolution authorizing the approval of an Interlocal Program and Funding Agreement for Mountain Accord Phase II . Under the proposal, the City would contribute $600, 000 over three years to the planning effort. The funding would be used to finalize a blueprint, or plan, for the group's vision for the Central Wasatch Mountains and implement components of the blueprint. Councilmember Mendenhall moved and Councilmember Luke seconded to adopt Resolution 28 of 2015, which motion carried, all members present voted aye, except Councilmember Garrott who voted nay. (C 15-635) CONSENT 7:31:27 PM Councilmember Garrott moved and Councilmember Luke seconded to approve the Consent Agenda, which motion carried, all members present voted aye . #1. Setting the date of Tuesday October 20, 2015 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending the zoning map and master plan pertaining to a portion of the Forest Dale Golf Course property located at approximately 2425 South 900 East Street to rezone a portion of that property from OS—Open Space to PL- 2—Public Lands and amend the Sugar House Master Plan Future Land Use Map pursuant to Petition Nos . PLNPCM2014-00882 and PLNPCM2014-00881 . The zoning changes would allow for a fire station to be built on the 15 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL TUESDAY, SEPTEMBER 1, 2015 property. The property is currently hard surfaced and being used for salt storage by the City. Although the properties are proposed to be rezoned to PL-2-Public Lands, consideration may be given to rezoning the properties to another zoning district with similar characteristics. Setting the date of Tuesday October 20, 2015 at 7 : 00 p.m. to accept public comment and consider adopting a proposal from the Mayor of Salt Lake City to transfer certain Open Space Lands owned by Salt Lake City located at Forest Dale Golf Course approximately 2425 South 900 East for $296,000 . 00 for future use as the new Fire Station #3 . The property is currently hard surfaced and being used for salt storage by the City. Setting the date of Tuesday, October 6, 2015 at 7 : 00 p.m. to accept public comment and consider adopting an ordinance amending the zoning map pertaining to properties located at 664 South 900 West, 668 South 900 West, and 910 West 700 South to rezone said properties from RMF-35 - Moderate Density Multi-Family Residential to CN - Neighborhood Commercial. Petition No . PLNPCM2014-00374 . These zoning amendments are part of the Westside Master Plan implementation process, a priority of the Council 's this year. These amendments are designed to better foster neighborhood business zones on the westside, a need identified in the planning process. Although the properties are proposed to be rezoned to CN - Neighborhood Commercial, consideration may be given to rezoning the properties to another zoning district with similar characteristics.
