09/11/2018 - Work Session - Announcements City Council Announcement Tuesday, September ii, 2018 Information Needed by Council Staff 9:28:53 PM A. Rail-Volution Conference Council Member Kitchen would like to attend the Rail-Volution Conference in Pittsburgh, PA on October 21- 24, 2018. Per Council Policy A.2 Transition for Council Office Following Municipal Elections (12/o7) : • A Council Member who is leaving office and requesting travel following a primary or general election must secure the consent of the full Council prior to requesting that staff initiate travel arrangements. • Staff will need to finalize travel before we know if he wins the general election. ➢ Does the full Council approve of Council Member Derek Kitchen attending this trip? Cindy Gust-Jenson, Executive Council Director, said this request was not included in the Council's materials 24-hours in advance so it would have to be put on next week's agenda. She said although nothing would be decided tonight, she wanted to bring this to the Council's attention. Councilmember Kitchen said he had not attended Rail-Volution during his tenure on the Council and asked Council Members to consider his request. He said he was interested in transportation/transit and thought the conference would be a worthwhile investment. He said the residents he represented on the Council would be the same ones he would represent in the State Senate. Councilmember Kitchen said another issue that was not on the agenda but needed some clarity, related to the process of transitioning from the Council to the Legislature (should that happen). He said a while back, an e-mail was circulated about what existing policy suggested, but he thought that information was in conflict with State law. He said he understood Staff would be coming back to the Council in the near future with clarification. Ms. Gust-Jenson said that was correct. B. November Election Canvass State law requires the election results be canvassed "no sooner than seven days after the election and no later than 14 days after the election." This leaves November 13 - November 20 as the possible meeting range. The County is anticipating that election results will not be available in time for the Board of Canvassers to convene on November 13. The County Board of Canvassers will convene on the loth to allow time for military or provisional ballots. The Council may plan to convene as the Board of Canvassers in addition to their normal Council Meeting on the 13th but may be required to postpone if results are unavailable. ➢ Does the Council want to add a special meeting on November 2o? Ms. Gust-Jenson said Salt Lake County election officials informed Staff the election results would not be available to be canvassed until November loth. She said there were times in the past where the Board met at noon, so that was a possibility. She said Staff would work on scheduling a time when Council Members would be available.
