09/13/2005 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, SEPTEMBER 13 , 2005 The City Council of Salt Lake City, Utah, met in Regular Session on Tuesday, September 13, 2005, at 7:00 p.m. in Room 315, City Council Chambers, City County Building, 451 South State. The following Council Members were present: Carlton Christensen Van Turner Nancy Saxton Jill Remington Love Eric Jergensen Dave Buhler The following Councilmember was absent: Dale Lambert Mayor Ross C. "Rocky" Anderson; Rocky Fluhart, Deputy Mayor; Cindy Gust-Jenson, Executive Council Director; Edwin Rutan, City Attorney; and Scott Crandall, Deputy City Recorder; were present. Councilmember Saxton presided at and Councilmember Christensen conducted the meeting. #1. The Council led the Pledge of Allegiance. #2. The Council will approve the minutes of September 6, 2005. Councilmember Christensen said the minutes on the Internet were for the Work Session. He said he was concerned the public did not have access to the official minutes. Ms. Gust-Jenson said approval could be delayed until staff could check on the status. Councilmember Christensen said the item would be postponed. (M 05-3) COMMENTS TO THE CITY COUNCIL Douglas Cotant spoke concerning the protest held during President Bush's visit. He said some people opposed the President's policies and had freedom of speech rights. Cindy Cromer spoke regarding the proposed Transit Oriented Zoning District. She said she was concerned about height regulations and misrepresentation by City Planners that the 50-feet height was typical of the existing environment. She said the direction the City was going would discourage alternative types of developments. Cheri Coffey, Planning Department, said she wanted to respond to Ms. Cromer's concerns during the Council's follow-up briefing. UNFINISHED BUSINESS #1. RE: Adopting a resolution confirming the appointment of full-time and part-time Justice Judges. (Jeanne Robison, full-time Justice Court Judge and Holly Barringham, part-time Justice Court Judge) View Attachment Councilmember Jergensen moved and Councilmember Turner seconded to adopt Resolution 52 of 2005, which motion carried, all members present voted aye. (I 05-25) #2. RE: Adopting an ordinance amending Section 12.08.150, Salt Lake City Code, pertaining to justice court traffic school fees. View Attachment 05 - 121 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH TUESDAY, SEPTEMBER 13, 2005 Councilmember Love moved and Councilmember Turner seconded to adopt Ordinance 57 of 2005. Councilmember Jergensen said the Council wanted to reiterate that fees were not being increased. Councilmember Christensen called for the question, which motion carried, all members present voted aye. (0 05-20) #3. RE: Set the date of September 20, 2005 at 7:00 p.m. to accept public comment and consider adopting a resolution amending Salt Lake City Resolution 41 of 2005 which adopted the budget of the Municipal Building Authority (MBA) of Salt Lake City for fiscal year beginning July 1, 2005 and ending June 30, 2006. Councilmember Buhler moved and Councilmember Jergensen seconded to recess as the City Council and convene as the MBA, which motion carried, all members present voted aye. Councilmember Buhler moved and Councilmember Saxton seconded to set the date of September 20, 2005 for a public hearing, which motion carried, all members present voted aye. Councilmember Buhler moved and Councilmember Love seconded to adjourn as the MBA and reconvene as the City Council, which motion carried, all members present voted aye. (B 05-2) CONSENT AGENDA #1. RE: Setting the date of September 20, 2005 at 7:00 p.m. to accept public comment and consider adopting an ordinance amending Salt Lake City Ordinance No. 26 of 2005 which approved, ratified and finalized the budget of Salt Lake City, Utah, including the employment staffing document, for the fiscal year beginning July 1, 2005 and ending June 30, 2006.
