09/22/2005 - Minutes PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION THURSDAY, SEPTEMBER 22 , 2005 The City Council of Salt Lake City, Utah, met in a Work Session on Thursday, September 22, 2005, at 5 : 30 p.m. in Room 326, City Council Office, City County Building, 451 South State Street. In Attendance : Council Members Carlton Christensen, Eric Jergensen, Van Turner, Nancy Saxton, Jill Remington Love, Dave Buhler and Dale Lambert. Also in Attendance : Gary Mumford, Council Deputy Director/Senior Legislative Auditor; Rocky Fluhart, Chief Administrative Officer; Sam Guevara, Mayor' s Chief of Staff; D. J. Baxter, Mayor' s Senior Advisor; Ed Rutan, City Attorney; Sylvia Jones, Council Research & Policy Analyst/Constituent Liaison; Janice Jardine, Council Land Use Policy Analyst; Russell Weeks, Council Policy Analyst; Jennifer Bruno, Council Policy Analyst; Vicki Pacheco, Council Staff Assistant; Vic Blanton, Classification & Compensation Program Manager; Laurie Donnell, Budget Analyst; Lisa Romney, Environmental Advisor to the Mayor; Gordon Hoskins, Chief Financial Officer; Keith Bartholomew, Citizen representative to the Utah Transit Authority Board of Trustees; Cheri Coffey, Deputy Director/Zoning Administration/Preservation and Urban Design/Housing & Zoning Enforcement; Sarah Carroll, Preservation and Urban Design Planner; Mike Stever, Emergency Program Manager; snd Chris Meeker, Chief Deputy City Recorder. Council Chair Lambert presided at and conducted the meeting. The meeting was called to order at 5 : 35 p.m. #1 . 5 : 35 : 41 PM INTERVIEW RITA LUND PRIOR TO CONSIDERATION OF HER RE-APPOINTMENT AND LEX HEMPHILL PRIOR TO CONSIDERATION OF HIS RE- APPOINTMENT TO THE SUGAR HOUSE PARK AUTHORITY. Councilmember Lambert said Ms . Lund' s and Mr. Hamphill' s names would be forwarded to the Consent Agenda. #2 . 5 : 46 : 18 PM RECEIVE A BRIEFING FROM THE ADMINISTRATION ON THE CITY HISTORICAL EMPLOYEE RETIREMENT RATES AND PROJECTIONS . See Attachments Gordon Hoskins and Sylvia Jones briefed the Council with the attached handout. #3 . 6 : 13 : 41 PM RECEIVE A BRIEFING FROM THE CITY' S UTAH TRANSIT AUTHORITY BOARD MEMBER KEITH BARTHOLOMEW. D. J. BAXTER AND RUSSELL WEEKS ALSO BRIEFED THE COUNCIL. See Attachments 05 - 1 PROCEEDINGS OF THE CITY COUNCIL OF SALT LAKE CITY, UTAH WORK SESSION THURSDAY, SEPTEMBER 22 , 2005 Keith Bartholomew briefed the Council with the attached handouts . He said the conference for radical transit had been held in Salt Lake City. He said the conference was specific to transit and land use planning. He said the new station at 900 South was open. He said public art would be installed at a later date. He said the commuter rail line running north to Ogden was under construction. He said the environmental impact statement for the mid Jordan light rail extension was open for public comment and a new mission statement had been adopted. He said a new fare structure was going to be introduced based on length of travel using a smart card. #4 . 6 : 56 : 18 PM RECEIVE A BRIEFING REGARDING AN ORDINANCE TO THE ZONING MAP AND MASTER PLAN AMENDMENT TO CORRECT THE ZONING DSESIGNATION OF FOUR PROPERTIES IN THE 900 SOUTH 900 EAST AREA.
