I respectfully request the minutes be approved in the Mayor ' s Executive Action meeting and filed in the City Recorder ' s Office . Sincerely, yy John Gust DIRECTOR OF PARKS JG/tl Enclosure APPROVED IIOV 271985 cax£cog rigs -c Your Salt Lake City Parks&Recreation 1965 West 500 South Salt Lake City, Utah 84104 Telephone 801 972-7800 Ted L.Wilson,Mayor John Gust,Director of Parks GOLF ADVISORY BOARD September 18, 1985 MINUTES: This was the 43rd meeting of the Golf Advisory Board. The meeting was held at the Salt Lake City Parks & Recreation Building, 1965 West 500 South. Present: Norma Carr, Chair Wayne Hadley Larry Liedtke, Vice Chair Scott Gardner Virginia Ferguson Teresa Law Herman Franks Byron Jorgenson Excused: Jimmy Brown Mark Ruff Jerry Mika John Gust ACCEPTANCE & CORRECTION OF MINUTES The minutes of the last meeting have not been completed, but will be mailed with the minutes of this meeting. 1984/85 FINANCIAL REPORT Scott handed out copies of the Financial Report for the 84/85 year. The final year- end totals have not been received from the auditors, but should be available for the next meeting. The golf fund is finally recovering from the loss of flood money and is beginning to draw interest. FEMA has now decided to reimburse the golf fund for the loss ($110,000) . This past year was a much better year than last. Nibley was not as profitable due to construction. Norma asked why rounds were down, yet it' s still hard to get on the courses. Scott said it is probably a result of rounds lost due to weather. He also said September' s rounds are above last year' s totals. Alot of play, however, was lost on Labor Day due to the rain. Wayne mentioned that the parking lot a Nibley still looks like it' s still under construction. Scott said it will be cleaned up and the new sign will be put up. Construction of the clubhouse has begun, too. Scott would like to see Wandamere Park grassed by the Parks Department and will ask John if that can be done. GOLF COURSE BENCHES Scott presented pictures and copies of a proposal from Benchcraft from Oregon, who want to put benches at the golf courses. The arrangement would be similar to that of the tee signs. They would pay $1 ,500/year for a minimum of 5 years with a 3-year renewal option. The Parks Department would maintain them. Scott isn't sure what the life-span and maintenance of redwood benches would entail . He would like them to maintain them. Scott feels the courses need more benches, which are expensive, GOLF ADVISORY BOARD - September 18, 1985 Page Two and this would be a good way to obtain some. Discussion continued and will be con- tinued at the next meeting. Scott will find out the size of the sign on the bench, - negotiate the maintenance agreement, and ask the golf pros on the need for more benches. Wayne suggested having benches donated from local businesses. GOLF COURSE FACT-FINDING COMMITTEE UPDATE Byron Jorgenson, chairman of the committee, reported that Ron Branca is representing the golf pros on the committee and has been attending the meetings. Joe Reno, who had been doing a majority of the work, has been moved to the Mayor' s Office as his assistance; therefore, progress has slowed down. Byron has hired another person to take his place. Scott said that Bill Neff has been hired as the consultant to design Forest Dale. Originally, he had designed an 18-hole executive course. He' s now designed a 9-hole regulation course. The committee will be receiving the cost estimates from him and will then continue their investigations. The committee has found several options. Some of them include: fee changes, private/public ventures, private management. The two areas of development that the committee is leaning towards is that of Forest Dale and Mountain Dell . Further review will continue on these points and a final presentation will be given at the next Board meeting in December. CAPITAL IMPROVEMENTS Scott said that #3 at Mountain Dell is a bottleneck and asked Bill Neff to give some suggestions to resolve the problem. He said it is basically a good hole and a few changes could correct the problem. He suggests removing some trees and the slope so balls can be hit directly toward the green. It will cost some money, but it needs to be changed. Tom Sorenson agrees that something needs to be done. Scott reported that the irrigation system for Rose Park has been bid out. There is $130,000 in the budget for that project and a bid for $117,000 has been received. Installation should begin in about a week and the course will remain open. Nibley' s clubhouse is almost finished. The carpet will be installed this week. Herman Franks motioned to change #3 at Mountain Dell as presented by Scott. Larry Liedtke seconded the motion, which was passed unanimously, all Board members present voting "aye. " Scott presented Bill Neff' s drawing of a 9-hole golf course with a driving range for Forest Dale. This would cost alot less as opposed to the 18-hole executive course. There has been alot of negative response from the public regarding the 18-hole course. This plan will be discussed in further detail at the next Board meeting. OTHER BUSINESS There was no other business to be discussed. GOLF ADVISORY BOARD - September 18, 1985 Page Three NEW AGENDA ITEMS The next meeting will be held on December 11 , 1985 at 8:15 a.m. It will be a Christmas breakfast meeting, the location to be decided by the Parks Department.
