TUESDAY, JANUARY 7, 2020
The City Council of Salt Lake City, Utah, met in Formal Session on
Tuesday, January 7, 2020 in Room 315, Council Chambers, City County
Building, 451 South State.
The following Council Members were present :
James Rogers Andrew Johnston Chris Wharton
Daniel Dugan Analia Valdemoros Amy Fowler
Erin Mendenhall, Mayor; Jennifer Bruno, Council Executive Deputy
Director; Katherine Lewis, Acting City Attorney; and DeeDee Robinson,
Deputy City Recorder were present.
Councilmember Rogers presided at and conducted the meeting.
The meeting was called to order at 7 : 02 p.m.
OPENING CEREMONY

#3 . 7:03:12 PM Councilmember Fowler moved and Councilmember Johnston
seconded to approve the Work Session minutes of Tuesday, November 12,
2019 and Tuesday, December 3, 2019 as well as the Formal Meeting minutes
of Tuesday, December 3, 2019 and Tuesday, December 10, 2019, which motion
carried, all members voted aye. View Minutes

PUBLIC HEARINGS
7:03:52 PM Items 1 through 5 were heard as one public hearing.
#1. Accept public comment regarding Grant Application: Surface
Transportation Program Funding for 1300 East Street Reconstruction
(South Temple to 500 South) , requesting to fund nearly $15 million in
federal fiscal year 2026 funding for the reconstruction of 1300 East
Street (South Temple to 500 South) . The project incorporates Complete
Streets concepts for pedestrian, bicycle, and transit safety

#2. Accept public comment regarding Grant Application: Tourism,
Recreation, Culture and Convention 2019 Support Program to Replace
Smith' s Ballpark Baseball Playing Surface, requesting to fund $985, 000
to replace the Smith' s Ballpark baseball playing surface including
removal and replacement of existing root zone mix, pea stone layer,

drainage, irrigation systems, and outfield fencing. The funding would be
available through the Tourism, Recreation, Culture, and Convention 2019

#3 . Accept public comment regarding Grant Application:
Transportation Alternatives Program 2022 for the Kensington East-West
Neighborhood Byway (West Temple to 600 East) , requesting to fund
approximately $500, 000 in federal fiscal year 2022 funding for the
Kensington East-West Neighborhood Byway (West Temple to 600 East) . The
proposed project improves intersection crossings and adds wayfinding to
establish a critical east-west active transportation connection for all
ages and abilities within the City' s pedestrian and bicycle network.

#4 . Accept public comment regarding Grant Application: Asphalt Art
Initiative 2020 - Creative Infrastructure Upgrades for 200 South Transit
Corridor, requesting to fund City costs related to an asphalt art
project, Creative Infrastructure Upgrades for 200 South Transit
Corridor. The proposed asphalt project would result in a temporary public
art installation at the 200 South Street pedestrian crosswalk in front
of Capitol Theatre and would serve as a community engagement tool for
re-envisioning streetscape activation and beautification for the 200
South Complete Street Reconstruction in 2022/2023 . View Attachments
#5. Accept public comment regarding Grant Application: 2019 State
of Utah Alcohol and Drug-Free Committee - DUI Enforcement Equipment
Grant, request from the Salt Lake City Police Department to fund 12
portable breath testing (PBT) devices . If awarded, the devices will be
ordered by the State Alcohol and Drug-Free Committee and shipped to the

Zachary Bartholomew, Bill Davis, Taylor Anderson, and Amy J. Hawkins
spoke in support of Item #3 . Comments included: connecting the
neighboring communities to valuable resources (Liberty Park, Community
College, and other amenities) , bringing more people to the street/local
businesses, deterring crime, converting Kensington Avenue into a
fundamentally safer street, enhanced cycling infrastructure Citywide,
enhanced transit options from East to West, the built environment needed
improvement, bringing users to a transformed/safer Kensington Avenue,
supporting the mutual goals of the neighborhood/school district, and
safety.

Councilmember Johnston moved and Councilmember Wharton seconded to
close the public hearing and refer Items 1 through 5 to a future Consent
Agenda, which motion carried, all members voted aye.

QUESTIONS TO THE MAYOR FROM THE CITY COUNCIL 7:10:35 PM

COMMENTS TO THE CITY COUNCIL 7:12:39 PM
Matt Conway spoke regarding homelessness and the current presence
of Police surrounding the City & County Building. He said he witnessed
the (Police) treatment of the homeless and found it offensive. He said
there were zero to 50 beds available at shelters at any given time, there
was no guarantee that space was available at the shelters, and it was
unacceptable to remove/arrest them.
Richard Steiner spoke regarding the trails plan for the foothills.
He commended the City for joining sister-cities within the State in
making the decision that building trails was beneficial; however, he
found the 10-year plan to build 30 miles of trails dismaying. He said
the City needed to start spending money on shovels/digging, and not
planning.
Earl Robert Norman-Comstock said hello to Council Members and said
he hoped he could call them fellow Council Members in a couple of weeks
as he had applied for the District 5 Council vacancy. He said it would
be a great honor to serve among them.
Daniel Shipp expressed concerns regarding the homeless community in
Salt Lake City. He said he spent the last 47 nights in Salt Lake City' s
warming center, and the Road Home previously. He said there was
misinformation and inaccuracy regarding the warming center and other
shelters in the homeless service system; people were thrown out of the
warming center early in the morning, and went for weeks at a time without
running water or soap in the bathrooms. He said he hoped the Council
would take a look at these issues and impose a system that could address
concerns/thoughts/experiences from the homeless population.
NEW BUSINESS
#1. 7:21:39 PM Adopting a motion ratifying the election of Chair and
Vice-Chair of the Salt Lake City Council for calendar year 2020. View

approve the appointment of Chris Wharton as Council Chair and Andrew
Johnston as Council Vice-Chair, which motion carried, all members voted
aye.
