TUESDAY, FEBRUARY 4, 2020
The City Council of Salt Lake City, Utah, met in Formal Session on
Tuesday, February 4, 2020 in Room 315, Council Chambers, City County
Building, 451 South State.
The following Council Members were present :
Daniel Dugan Analia Valdemoros Chris Wharton
Andrew Johnston Amy Fowler Darin Mano
The following Councilmember was absent :
James Rogers
Cindy Gust-Jenson, Council Executive Director; Erin Mendenhall,
Mayor; Rachel Otto, Mayor' s Chief of Staff; Katherine Lewis, City
Attorney; Lehua Weaver, Council Associate Deputy Director; and Kory
Solorio, Assistant City Recorder; were present .
Councilmember Wharton presided at and conducted the meeting.
The meeting was called to order at 7 : 00 p.m.
OPENING CEREMONY

#2 . Welcome and Review of Standards of Conduct.
#3 . Councilmember Fowler moved and Councilmember Valdemoros
seconded to approve the Work Session meeting minutes of Tuesday, December
10, 2019; Tuesday, January 7, 2020; and Friday, January 17, 2020 as well
as the Formal meeting minutes of Tuesday, January 7, 2020; Friday,
January 17, 2020; and Tuesday, January 21, 2020, which motion carried,
all members present voted aye. View Minutes

#4 . Councilmember Mano expressed thanks/gratitude for being a
member of the City Council . (He spoke about the night he was appointed
and shared a few of his experiences since then. He commented on what he
loved about the City, what could be improved, and what he wished to
accomplish. He stated he was proud to be the first Asian American to
serve on the Salt Lake City Council . )
COMMENTS TO THE CITY COUNCIL
Cindy Cromer reiterated prior comments she made about the Council
making a paradigm shift to stop thinking in terms of a housing crisis

and start thinking in terms of assembling the housing crisis puzzle. She
provided details on the sequence of putting the housing puzzle together.

Brendon Botosan stated he was a Salt Lake City resident and was
here to advocate for the continuation of Ken Sanders Rare Books as a
community asset and local landmark (likely closing in 2021 due to
redevelopment) . He further elaborated about Mr. Sanders' contributions
to the community. He asked the Council to use/apply the tools available
to preserve Ken Sanders Rare Books.
CONSENT
Councilmember Fowler moved and Councilmember Johnston seconded to
adopt the Consent Agenda, which motion carried, all members present voted
aye.
#1. Setting the date of Tuesday, March 3, 2020 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance that would
incorporate design guidelines from the Sugar House Master Plan into the
Sugar House Business District zone. The Sugar House Business District is
generally located between 900 East and 1300 East and from 1900 South to
I-80. Design guidelines include regulations on such things as building
facade design, spacing of doorways, glass transparency, and public way
improvements. Related provisions of the City Code may also be amended as

#2 . Setting the date of Tuesday, March 3, 2020 at 7 :00 p.m. to
accept public comment and consider adopting an ordinance that would amend
various sections of the Salt Lake City Code relating to the appeal
authority for land use decisions made by the Historic Landmark
Commission. The purpose of these amendments is to update the zoning
ordinance so appeals of Historic Landmark Commission decisions are
processed the same as all other appeals of administrative decisions, and
to be consistent with recent changes made to the Utah State Code. Other
sections of Title 21A - Zoning may also be amended as part of this

#3 . Setting the date of Tuesday, March 3, 2020 at 7 :00 p.m. to
accept public comment and consider adopting an ordinance that would amend
various sections of Salt Lake City Code pertaining to cannabis-related
land uses. The purpose of these amendments is to update the zoning
ordinance to be consistent with State law concerning the regulation of
medicinal cannabis that was passed by the Utah State Legislature in 2019.
Municipalities must adopt regulations to incorporate the new State laws

into local zoning ordinances by January 2021 . "Cannabis Production
Establishments" must be allowed in at least Agricultural or Manufacturing
zoning districts if a municipality has one of these districts.
Additionally, "Medicinal Cannabis Pharmacies" must be allowed in all
zoning districts with the exception of those that are primarily
residential and are subject to distance requirements. Other sections of
Title 21A - Zoning may also be amended as part of this petition. Petition

#4. Setting the date of Tuesday, March 3, 2020 at 7 : 00 p.m. to
accept public comment and consider adopting an ordinance that would
approve various changes to Salt Lake City Code relating to early
notification of the public and recognized community organizations for
land use projects. The Council initiated this petition to clarify early
notification regulations and public outreach. The purpose of the proposed
changes is to increase awareness and participation by the public for
various types of City projects while still providing a timely review
process for applicants. Related provisions of the City Code may also be
amended as part of this petition. Petition No. PLNPCM2016-00300. View
