02/11/2020 - Work Session - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL ANNUAL RETREAT/WORKSHOP TUESDAY FEBRUARY 11, 2020 The City Council met in an Annual Retreat/Workshop on Tuesday, February 11, 2020, in Room 335, Cannon Room, City County Building, 451 South State Street . In Attendance: Council Members Chris Wharton, Andrew Johnston, Amy Fowler, Analia Valdemoros, James Rogers, Daniel Dugan, and Darin Mano. Councilmember Wharton presided at and conducted the retreat . The meeting was called to order at 3 : 30 p.m. The following issues were discussed per the attached agenda. Introductions were made, followed by an Ice Breaker Activity. 4:34:18PM ITEM II . DISCUSSION OF INDIVDUAL PROJECTS AND INTERESTS (COUNCIL MEMBERS AND MAYOR) . 20 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL ANNUAL RETREAT/WORKSHOP TUESDAY FEBRUARY 11, 2020 4:36:57 PM Councilmember Valdemoros said topics/projects she was interested in included: anti-displacement strategies, City funded projects, model department programs, traffic calming measures, historic preservation (character of the neighborhoods) , accommodating additional housing, Economic Development Loan Fund (EDLF) , parks/open space private partnerships, funding/needs assessment, programming/alternative activities generating revenue, Single Room Occupancy (SRO) , Accessory Dwelling Units (ADU) , City-owned assets (property) , scooters, demolition ordinance, special events, budget clarification, and Pioneer Park improvements. 4:50:45PM Councilmember Fowler said topics/projects she was interested in included: small business access/use, keeping identity of neighborhoods intact, creative traffic calming measures, forgotten communities/populations (aging in place, veterans, foster care system, etc. ) , services to reduce recidivism, and Justice Court programs . 5:02:20 PM Councilmember Mano said topics/projects he was interested in included: creation of a survey/focus group of developers/architects/engineers for feedback, maintaining essential alleyways, transit oriented development, new City flag design, investing in City trails system, anti-displacement strategies, branding opportunities for neighborhoods, and incentivizing new restaurants where there were little to none. 5:14:03PM Councilmember Dugan said topics/projects he was interested in included: health/wellbeing for homeless, need for more green space, and Foothill access (more walkable/better public transportation) . 5:20:48PM Councilmember Rogers said topics/projects he was interested in included: a public market at Utah State Fairgrounds, transportation, neighborhood crime, and Jordan River area projects . 5:24:20PM Councilmember Wharton said topics/projects he was interested in included: equity issues (Human Rights Commission involvement) , gentrification/affordability, expanding homeless services, genderless bathrooms in City buildings, sustainability integrated into City projects/housing projects/RDA funding, updating zoning for wineries/distilleries in downtown, renters defense, creation of a technology corridor/district, permanent food truck alley/park, Cemetery Master Plan, rank choice voting, and park rangers . 5:41:01 PM Councilmember Johnston said topics/projects he was interested in included: providing more resources to the Planning Department, transportation throughout the City, quality of urban living, needing to collaborate regionally, funding City parks/libraries, needing 20 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL ANNUAL RETREAT/WORKSHOP TUESDAY FEBRUARY 11, 2020 more open space, perception of crime, pedestrian/neighborhood/downtown lighting, keeping residents (more importantly, families) in the City, and adding density to the City. 5:55:32PM Mayor Mendenhall reiterated what Council Members mentioned, provided further suggestions, and said the Administration was excited to support the Council' s proposals/objectives. Note: A dinner break was taken at 6 : 02 p.m. The retreat reconvened at 6 :20 p.m. 6:06:52PM ITEM III. DISCUSSION AND BRAINSTORMING. Note: Items A through C were held as one discussion. a. OPPORTUNITIES FOR COLLABORATION. b. POSSIBLE PROJECTS FOR PRIORITY IN 2020. C. NEXT STEPS. Comments included: having Council Staff prepare a document for each Council Member containing their topics/projects/goals, coordination with the Administration to achieve goals, setting up small group meetings with City departments to coordinate/discuss goals, having realistic expectations, year-end accountability discussions/presentations, Council/Administration collaborating to achieve goals, determining prioritized categories (budget, Administrative, Legislative, ordinance, etc . ) , coordination with the Mayor' s 100 Days and Year One Goals Plan, determination of available resources, group/individual prioritization, setting a time-line for next steps, adding items to future agendas for follow-up, combining Council Member' s goals to streamline success, utilizing Council tools (ordinances, budget, petitions, etc . ) , and planning for an additional meeting (similar to the "retreat" ) in the near future to follow-up on progress .
