02/18/2020 - Work Session - Minutes MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, FEBRUARY 18, 2020 The City Council met in Work Session on Tuesday, February 18, 2020, in Room 326, Committee Room, City County Building, 451 South State Street . In Attendance: Council Members Chris Wharton, Analia Valdemoros, Daniel Dugan, Andrew Johnston, Amy Fowler and Darin Mano. The meeting was called to order at 2 : 06 p.m. AGENDA ITEMS #1 . 2:06:33PM BRIEFING REGARDING AN ORDINANCE THAT WOULD AMEND THE ZONING MAP PERTAINING TO THREE PARCELS OF PROPERTY LOCATED AT 347, 353 AND 359 NORTH 700 WEST TO REZONE THE PARCELS FROM SR-1 SPECIAL DEVELOPMENT PATTERN RESIDENTIAL TO RMF-35 MODERATE DENSITY MULTI-FAMILY RESIDENTIAL. The request is in anticipation of a multi-family project being constructed at the site. Discussion was held 20 - 1 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, FEBRUARY 18, 2020 regarding 1999 zoning amendment from Moderate Density Multi-Family Residential District (RMF-35) to Special Development Pattern Residential District (SR-1) , planned development review, zoning requirements, end units activating the street, housing types, adjacent multi-family units, community outreach/concerns, setbacks/landscape, multi-family or single-family attached dwellings, and rental potential . #2 . 2:26:09PM BRIEFING REGARDING AN ORDINANCE THAT WOULD AMEND THE ZONING MAP FOR THE PROPERTY AT 480 EAST 6TH AVENUE FROM SPECIAL DEVELOPMENT PATTERN RESIDENTIAL DISTRICT (SR-1A) TO SMALL NEIGHBORHOOD BUSINESS DISTRICT (SNB) . The proposed rezone is to make the current legal nonconforming commercial use in the 6th Avenue structure conforming and allow for a commercial use in the historically residential structure facing G Street. Discussion was held regarding salon operating use, residential use, structure remaining historical with zoning change, and zoning lighting restrictions . #3. 2:32:52 PM UPDATE AND DEMONSTRATION OF THE NEW PROGRAM BEING IMPLEMENTED CITYWIDE TO HELP TRACK AND COORDINATE ON REQUESTS THAT COME FROM MEMBERS OF THE PUBLIC. The requests could be related to information about City processes or zoning information, or requests for services such as potholes or weed enforcement, among many other things. Discussion was held regarding application (computer program) function, email function, and standard response turn-around time . Council Members requested the following item from Staff: • Encourage Staff to set a standard timeframe for constituent responses . BRIEFING REGARDING AN ORDINANCE THAT WOULD MEMORIALIZE 20 - 2 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, FEBRUARY 18, 2020 A LIST OF REPORTING REQUIREMENTS INCLUDING UPDATES OR REPORTS THE COUNCIL HAS REQUESTED FROM THE ADMINISTRATION, ITEMS THE COUNCIL IS ENTITLED TO RECEIVE BASED ON STATE OR CITY CODE, OR INFORMATION ITEMS THAT ARE ROUTINELY SHARED, RELATING TO THE COMMUNITY DEVELOPMENT DEPARTMENT. The goal of gathering all the reporting information into one easy-to-reference location is to enhance transparency and add clarity to the process of sharing information needed by the Council to fulfill its role. INITIAL BRIEFING ABOUT A RESOLUTION THAT WOULD GUIDE THE MASTER PLANNING PROCESS BY SUMMARIZING THE POLICIES AND PROCESSES THAT SHOULD BE USED TO ESTABLISH GOALS, OUTCOMES, AND TIMELINES FOR MASTER PLAN DEVELOPMENT AND CONSIDERATION. Discussion was held regarding Council receiving outlined reports upon adoption of temporary regulations, other similar paralleled City statutes, process for resident requested master plan updates, and master plan guidelines . Council Members requested the following item from Staff: • Provide feedback from the Administration regarding timeline options to provide the Council with outlined reports upon adoption of temporary regulations . BRIEFING REGARDING A GRANT APPLICATION REQUEST THAT WOULD FUND $9 MILLION FROM THE TRANSIT TRANSPORTATION INVESTMENT FUND (TTIF) FOR TRANSIT PROJECTS. The projects expand the two-mile road reconstruction of 200 South from 400 West to 900 East with the addition of dedicated transit lanes, upgraded bus stops, transit signal priority, and the identification of a location for a transit center and hub on 200 South. View Attachments #8 . BRIEFING REGARDING THE 800 EAST NEIGHBORHOOD BYWAY (K STREET TO SOUTHERN SALT LAKE CITY MUNICIPAL BOUNDARY) GRANT APPLICATION. BRIEFING ABOUT A GRANT APPLICATION REQUEST THAT WOULD FUND NEARLY $2 . 1 MILLION FROM THE TRANSPORTATION INVESTMENT FUND (TIF) AND THE TRANSIT TRANSPORTATION INVESTMENT FUND (TTIF) FOR TRANSPORTATION IMPROVEMENTS. The project adds separated bicycle lanes and fills in missing segments of sidewalk as part of the 300 West street reconstruction (500 South to 2100 South) due to its overall condition. GARDNER POLICY INSTITUTE REGARDING THE UTAH ROADMAP - A DOCUMENT TO ASSIST WITH LEGISLATIVE POLICY MAKING TO IMPROVE AIR QUALITY AND ADDRESS CAUSES AND IMPACTS OF A CHANGING CLIMATE. The Utah Roadmap identifies areas of opportunity to further reduce air emissions and ensure a healthy, productive and prosperous future for all Utahans. Discussion was held regarding next steps, local government challenges, climate and air quality changes since the 2006 Blue Ribbon Advisory Council on Climate Change was established, legislative committee/subcommittee presentation/engagement/ implementation, market based emphasis, and lack of public transit prominence . #11 . 4:24:06PM BRIEFING BY THE ADMINISTRATION REGARDING ISSUES AFFECTING THE CITY THAT MAY ARISE DURING THE 2020 UTAH STATE LEGISLATIVE SESSION. Lynn Pace briefed the Council on the following proposed legislation: • HB 347 - Inland Port Modification • SB 112 - Inland Port Amendments • SB 163 - Community Reinvestment Agency Amendments • HB 261 - Eminent Domain Revisions • HB 198 - Eminent Domain Limitations • SB 39 - Affordable Housing Amendments • HB 211 - Renter Expenses Disclosure Requirements • HB 381 - Renter Screening Amendments 20 - 4 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, FEBRUARY 18, 2020 • HB 310 - Extraterritorial Airport Amendments • HB 273 - Property Rights Ombudsman Amendments • HB 277 - Personal Delivery Devices Amendments • SB 150 - Transit Authority Amendments • HB 394 - Homeless and Transitional Housing Program Amendments He also stated there were land use, water, and public safety bills being addressed. Discussion was held regarding Council reaching out to Legislators, tenant rights bill (rent control) , and housing loss mitigation amendments . #12 . 4:58:39 PM BRIEFING FROM COUNCIL STAFF ABOUT THE CITY' S BUDGET, INCLUDING A GENERAL OVERVIEW OF REVENUE SOURCES, EXPENDITURES, VARIOUS FUNDS, AND THE ANNUAL PROCESS THAT OCCURS IN MAY AND JUNE EACH YEAR. Discussion was held regarding why different funds/revenue could not be shared, whether Library employees were considered City employees, Northwest Quadrant Community Reinvestment Area (CRA) project, General Fund expense ratio changes, fine/fee revenue source inclusion, lowering sales tax percentage (City received) , property value/tax increases/decreases (down-economy) , density growth in relation to property tax revenue/affordable housing, whether the 40/60 split of taxable/non-taxable entities would be modified with the development of the Northwest Quadrant/Inland Port, Special Assessment Area (SAA) examples/scenarios (sidewalk replacement) , and budget ratification/Truth-in-Taxation timeline . Councilmembers requested the following items from Staff: • Flag the North Temple Viaduct Community Development Area (CDA) project area for discussion in a future Redevelopment Agency (RDA) Chair/Vice-Chair meeting. • Verify if the Community Development Block Grant (CDBG) program eliminated funding for sidewalk repairs . • Provide metrics on target areas/residents who applied for sidewalk repair assistance. 20 - 5 MINUTES OF THE SALT LAKE CITY COUNCIL WORK SESSION MEETING TUESDAY, FEBRUARY 18, 2020 Ms . Bruno addressed Council priorities and asked the Council to communicate any budget interests to Staff for tracking. She said Staff would highlight budget and budget amendment items Council Members were interested in.
