district. He has recently tested positive for Covid. He does wear a mask at school and I am glad that he does.I hope that the mask mandate stays in place to protect children, families, and teachers. My son has gotten use to wearing a mask-and forgets to take it off when he gets in the car.I think this is true for most students once they have gotten used to it.If all the kids are required to wear it,it take the guess work out of it for parents, and take the stigma off of more vulnerable students who will have to wear masks either way.Thank You for you consideration,Jennifer Jazmin Daley Sent 10/11/2021 12:43 Jennifer Jazmin Daley from my iPhone Mask Mandate in Schools Did you know:1.Primary Children's hospital is already canceling 5-15 surgeries per week because they are at max capacity?2.The immunocompromised are still having to isolate and lead less than functional lives due to those who advocate for"my body,my choice" mentality?3.That we are only round 1 of RSV and flu season,PCMC is expecting worse on round 2 and that doesn't even account for covid#s.4.That at least one teen, with zero pre- existing conditions, has died,in Utah S.That a 4 year old was recently on a ventilator, due to Covid—hopefully pulled through 6.That just because someone is vaccinated doesn't mean they cant contract Covid as well as pass it?7.That SLC,considers a vax'd person not at risk when exposed to a fellow student who has contracted Covid?8.That those who have the vaccine, can still contract the Covid virus AND pass it to those in their exposure path 9.That without the mask mandate,so many more children in the SLCSD would be missing their education due to exposures and or contracting the covid virus therefore further negatively impacting their education?10.That vaccinated older children,in immunosuppressed families, can succumb to the covid virus AND bring it home to their high risk families of which some are 10/11/2021 12:46 Amanda Longwell still too young to obtain the vaccine?*Continued 1/3* Mask Mandate in Schools 12:10 PM 10/12/2021 Page 2 Public Comments 10.06.2021-10.12.2021 Date/Time Opened Contact Name Topic *Continued 2/3*11.That vaccines are still NOT available to kids 11 years old and younger,so when older siblings are exposed to the virus and not masked, they could risk the life of a high risk younger sibling in their household?12.That the Department of Education's office of Civil rights is investigating Utah due to the lack of safety precautions in place that make it difficult if not impossible for a high risk student to access their Free And Appropriate Public Education in their Least Restrictive Environment, and that SLCSD is able to actually facilitate access better than other districts because of the mask mandate Mayor Mendenhall has facilitated and you have so far supported?I could go on.I desperately beg you to continue the mask mandate.11 year olds and younger cannot access the vaccine yet.My 8.5 year old is not able to cognitively understand/cooperate with mask wearing so is extremely reliant on the community to wear their masks.Unfortunately, time has shown the majority is only concerned about themselves. My immunocomprised daughter is already dealing with educational road blocks, due to her disability,to further be denied her rightful education placement with her gen-ed peers because the mask mandate is pulled prematurely is gut wrenching as a parent.I desperately need your help to ensure for my daughter an all high risk students/community members that we continue the mask mandate at least until EVERY Amanda Longwell individual has a vaccine they can access. 12:10 PM 10/12/2021 Page 3 Public Comments 10.06.2021-10.12.2021 Date/Time Opened Contact Name Topic *Continued 3/3*We are not there yet and the general community is too focused on leading a normal life disregarding the potentially catastrophic ramifications of such approach/mentality.We are still in a pandemic. My middle schooler, who is vaxed,in SLCSD has already been notified of one exposure on 10/4 that due to her being vax'd and wearing a mask, she should be safe, hopefully.I was JUST informed by a fellow mom,who knows our high risk situation, that her son has Covid and he does lunch at the same table as my middle schooler, which when eating,it's typically unmasked.Seeing what I have seen in my HR position in my day job,I have seen multiple times,Vax'd but unmasked individuals still contracting and spreading the covid virus. Now we are on high alert for our house, for all of our kids educations as if one tests postivie it takes down our entire household, let alone the highest risk form my 8.5 year old who still cannot get Vax'd,has down syndrome, why by itself is listed as a high risk category for Covid, then add on her Crohn's and other medical elements, she is super high risk.So...Please Please Please..continue the mask mandate in SLC.You are the only council who has done the right thing thus far. Please continue to do right for all of our community including and especially our high risk community members especially while a significant portion still are not able to access the vaccine.Feel free to reach Amanda Longwell out if you have any question.A desperate, sad, hopeful, frustrated momma Amanda Longwell. Dan,Thank you,my biggest concern is that we are not making choices that create a short term impression of improvement that causes a bigger long term issue for future administrations.Toby>Dan,>I listened into the call between the Mayor and the Ballpark/Central 9th neighborhood councils about the homelessness. One thing that I take issue with is a heavy handed approach of policing the homeless and using drug laws to arrest and relocate them. The particular issue I take with this approach is that it will turn our homeless population into a debt crisis caused by the interaction with our expensive and fee based criminal justice system that will in turn create bigger and more difficult problems than already exists with this population.I am not asking the population of Salt Lake to accept open air drug use,but our answer to drug use that residents wish to not see should not have such a 10/11/202112:49 Toby Larson high cost for those already having difficulties in life.>>Thank utilize American Rescue Plan Act funds to reduce homelessness in the coming year would be to conduct outreach for ARPA like emergency rental assistance and the monthly child tax credit payments in neighborhoods with a extra high eviction rates. This analysis from the Utah Division of Multicultural Affairs could be helpful in thinking about where this outreach would be most beneficial:https://multicultural.utah.gov/race-eviction-rates/This outreach could be paired with vaccine outreach. It appears that there is correlation between the factors that contribute to higher eviction rates and factors that contribute to neighborhoods having lower vaccination rates:https://www.news-medical.net/news/20210903/Income-race-and-ethnical- mediated-inequities-in-COVID-19-vaccination-across-major-US-cities.aspx It makes sense that disparities created by race and income in one area of life would have the same impact in another area.Initial research suggests that these disparities also impact utilization of the monthly child tax credit payments:https://nwlc.org/press-releases/ipsos-child-tax-credit- shows-early-success-and-popularity-but-racial-disparities-persist/If families who are behind on rent were to get help through the Emergency Rental Assistance Program in catching up with rent and then began to receive monthly payments for each child their living expenses would stabilize at least until the child tax credit payments expire(if they are not extended in a reconciliation bill).I'd be happy to discuss this with either of you if you have questions.Bill 10/11/202113:16 Bill Tibbitts Tibbitts Associate Director Crossroads Urban Center 3 Homelessness 12:10 PM 10/12/2021 Page 5 Public Taylor Homelessness 12:10 PM 10/12/2021 Page 6 Public Comments 10.06.2021-10.12.2021 Date/Time Opened Contact Name Topic Mayor Mendenhall,As a preface to my comments, please know that I appreciate your service and believe you have been faced with many challenging, difficult decisions during your term as mayor. While I may not agree with your position on forced mask wearing,I do believe that your decision making is driven by a sincere desire to do what you believe is best for our community and our City. This email is intended to express my opposition to forced mask wearing, particularly for vaccinated individuals.First,I am a staunch democrat and voted for you in the mayoral election. Please don't tell me my opposition to forced mask wearing is "political."I was very disappointed when you chose to implement a mask mandate for the Salt Lake City schools and to force mask wearing indoors at City facilities for everyone, vaccinated or not.Vaccinated individuals are not contributing in any significant degree to hospitalizations for Covid or to its spread.A September New York Times article pointed out that,in the Seattle area,on an average day,the odds of a vaccinated individual being hospitalized for Covid were 1 in a million-odds so close to zero they are a non-issue.We do not need to protect vaccinated individuals from getting mild cold symptoms or even more uncomfortable flu like symptoms, which are by far the most likely outcomes when a vaccinated person happens to get Covid(the odds of which, again as reported by the New York Times, are somewhere between in 1 in 5000 or 1 in 10000).Of course,we can find the rare exceptions, but those exceptions should not be used as the basis for establishing public 10/11/202114:12 John Cooper policy.*Continued 1/4* Mask Mandate in Schools 12:10 PM 10/12/2021 Page 7 Public Comments 10.06.2021-10.12.2021 Date/Time Opened Contact Name Topic *Continued 2/4* If a person remains fearful of contracting Covid after being vaccinated(or after choosing not to be vaccinated)that person can take all the precautions he or she wants. That person can wear a mask and choose to limit his/her contact with others. But the unhealthy fear of certain individuals or a person's decision not to get vaccinated should not be used as a basis to force masks or other restrictions on the rest of the community. With regard to forced mask wearing in schools, framing your decision to force mask wearing on children as for their"health"and safety(for Covid only of course-not for their mental health or general physical and social well-being),and using hyperbolic language that their health was "hanging in the balance"of your decision, stifles any discussion about balancing those two important concerns with concerns about other aspects of life, many of them equally as important. The challenge we face as a society is where to draw the line when balancing health and safety related to Covid with other aspects of life.If it is so dangerous for our children to attend school that they must wear a mask, then why are the schools even open?Because safety from Covid is not the only thing,or even the most important thing about life. Apparently a substantial number of people agree on that, otherwise the schools would still be closed to in-person activities.Because the SLC schools are open for in-person activities does not mean that you don't care about the health and safety of children;it means that you are willing to accept some Covid risk for the benefits of having children attend school in-person. In other words, the benefits, social and educational,of in-person school outweigh the negative effects of keeping the schools closed to in-person activities.Because someone takes the position that the benefits of allowing children, particularly high school age children,to attend school without masks outweighs the slight amount of additional risk posed by that John Cooper decision, does not mean that person is not concerned with the health and safety of children 12:10 PM 10/12/2021 Page 8 Public Comments 10.06.2021-10.12.2021 Date/Time Opened Contact Name Topic *Continued 3/4*It does not mean that person is ignorant or does not believe in science. It is just drawing a different line for the acceptable Covid risk when that risk is considered relative to other risks that we accept on a daily basis and balanced against the benefits of allowing normal, healthy human interaction without forcing people to cover their faces.Per another September New York Times article,a child under 17 in America is far more likely to die in a car crash than from Covid. We accept that risk unthinkingly but treat the Covid risk to children as if it is off the charts, when in fact it is not even close to being off the charts-at least on the high end.In addition,we routinely ascribe more impact on the spread of Covid to our behavior than our behavior actually has.Other than strict lockdowns, which are entirely untenable, vaccination is the one key factor that slows the spread and in turn hospitalizations/deaths-the metric that actually matters. As cases are falling steadily now, please stop minimizing the negative impact and unpleasantness of forcing people to wear masks in the name of"health"and"safety."The unnaturalness, intrusiveness, and negative impacts of forced mask wearing are constantly underestimated, while at the same time its positive impact is overestimated.Expecting people to"social distance"or wear masks over our noses and mouths(uncomfortably interfering with an essential function of the human body)for anything longer than a very short true emergency period is just not reasonable. "Temporary"restrictions with no defined end date are not truly temporary. They are John Cooper permanent restrictions that may or may not end one day. *Continued 4/4*We see the effects of our unhealthy fear(or maybe lack of understanding of risk)each day when we see a person walking outdoors, with no one anywhere nearby, wearing a mask. That is not"following science"or a course of conduct espoused by any reasonable public health authority.Yet we accept(and almost encourage)that completely unreasonable conduct as reasonable. That is what we have sown with unreasonable policies and fear mongering. We are harming our children far more by teaching them to wallow in excess fear and by normalizing the ultimately unhealthier, irrational habits and mentality of a germaphobe than we would be by exposing them to any risk of harm posed by allowing them to attend school without wearing masks.Once again,I appreciate your service and John Cooper commitment to our City.Respectfully,John Cooper 12:10 PM 10/12/2021 Page 9 Public Comments 10.06.2021-10.12.2021 Date/Time Opened Contact Name I am a parent of two elementary aged school children in Salt Lake City schools.I want to encourage you to continue to follow the advice of our county health department's leader,Dr. Dunn, and the scientific evidence that masking schools is working. Please vote to extend the 10/11/2021 14:44 Jenny Makosky mask mandate for another 30 days.Thank you,Jenny Makosky Mask Mandate in Schools The Vaccine is not a sure win on ensuring stopping the spread of the Covid Virus. Most of our cases at my job are those who are vaccinated, and spreading has occurred by these fully vax'd individuals. Please continue the mask mandate to ensure double prevention of spreading this nasty virus.Without masks, more kids will get the virus and thus have to be removed from receiving their education.More kids lives will be at risk given a large part of our student population still cannot access the vaccine...11 years and younger....If my middle and high schooler bring this virus home to my elementary child,it has a high possibility of killing her.In addition to all that, the academic ramifications from extended lost times in the classroom will be detrimental to students in their academic growth.PLEASE CONTINUE THE MASK MANDATE!!Be the one City council that is doing right for its vulnerable population and doing what is right for the community in trying to put a stop to this nasty virus.Common question Can you get COVID-19 after being vaccinated?Vaccinated people can still become infected and have the potential spread the virus to others, although at much lower rates than unvaccinated people. The risks of SARS-CoV-2 infection in fully vaccinated people are higher where community transmission of the virus is widespread.Science Brief:COVID-19 Vaccines and Vaccination-CDC https://www.cdc.gov/coronavirus/2019-ncov/science/science- b r i efs/fu l l y-v a cc i n at ed- people.html#:":text=Vaccinated%20people%20can%20sti ll%20become,the%20vi rus%20is%20 10/11/2021 14:46 Amanda Longwell widespread. The other day there was a news story of Salt Lake City government wanting to build tiny homes on some property the city owns.My thought:What if you grade the city owned property and move the motorhomes to that property? When the idea of tiny homes for the homeless was proposed it was clear to me that will not solve the problem.Homeless will not maintain the homes.Who will take care of the landscape? How will the houses be assigned to the occupant?I see a bigger mess than the mess we have now. Also, use an abandoned building such as the old Wycoff Trucking building of 300 West between 500 and 600 South, remediate it and as homeless are picked up they are placed there.Period.That's it.They will now be off the street. It will serve as a holding tank. This will not have the amenities a jail would have such as food and guards.Have a drinking fountain and restrooms. That's it.No more than that. The problem with the homeless is they're transient. They have nowhere to go.They're a public nuisance bordering on safety concerns for citizens. When the rows(fights) occur,so be it.Let them figure it out on their own.If someone dies,oh well. When the family comes out crying about how their loved one was treated, put a mirror in front of them because the family didn't help this person either. No suits can be filed. To be able to file a suit the plaintiff-family-will have to document that they themselves provided shelter for the deceased before the deceased was put in this holding tank. The only person the family can sue is the other homeless person that caused the death. No need for autopsies and proving how and what happened.Nothing.This is only a place to put that particular homeless person who has become a public nuisance.Support the police when they put them in this holding 10/11/2021 14:59 Leslie Lund tank.Leslie Lund Homelessness Please keep the mask mandate in place. It's been wonderful to feel some security in this environment and I trust that people are getting accustomed to the situation. The benefit 10/12/2021 8:44 Anonymous Constituent outweighs the bullshit. It's makes sense.Thank you!Sent from Yahoo Mail for Mask Mandate in Schools 12:10 PM 10/12/2021 Page 11
