I. Call to Order and Welcome Guests
Ms. Annie Dayton, Vice Chair, called the meeting to order at PM.
Introduction of Current and New Board Members
Current board members in attendance introducedmselves by name, how they spend
time, creative endeavors, and something that has brought them joy this year. Lorena
Jensen, Deputy Director, and Sara Montoya, Iity Attorney, who are not board members
also introduced themselves.
New board members, Josanne Glass and Sarah Longoria also introduced themselves.
II. Approve Board Meeting Minutes legust 2021
No meeting was held in September 1. No comments or corrections were made to the
August minutes. Ms. Nico Dicou moved to approve the minutes and Ms. Susan Koles
Rickman seconded that motion. The motion was approved unanimously.
III. Programs and Operations
A. Summer Programs Wrap: Busker Fest,Twilight Concert Series; Mondays in the Park;
Open Streets
Ms. Felicia Baca presented a video "Program Wrap 2021 to Date, Overview of Salt
Lake City Arts Council's Projects and Programs."
Performing Art Projects &Programs in 2021:
• Brown Bag
• Busker Fest

- 17 performing arts groups
- Served—200 artists over 8 dates June-August 2021
- Increased walk ins to local business by 33%
• Twilight Concert Series
• Mondays in the Park
B. Other Programs Upcoming: Public Art; Finch Lane; Fleet Block; Grants (outgoing
and incoming)
The Video also outlined Public Art Project Completions on the Horizon:
• Glendale Gather Blocks—Chuck Landvatter, Jared Steffensen, J. Dayton Crites
• "Out of the Blue" Stephen Kesler(Sculpture), Mike Murdock(Mural),
• Finch Lane Exhibitions
• Public Art Completed in 2021: Three Creeks Confluence Park, Laser Cut Corteen
Steel; 18 new and emerging public artists served
City Arts Grants Program to Date:

• Two new grant categories: Artists Career'tmpowerment/Grants & Racial Equity
Grants —
• $382,500 awarded in FY22 Budget
• Have applied for additional Federal and State dollars
• Began distributing FY22 General Support and Project Support Round 1 Grants
totaling $290,300
• Conducted free grant writing workshops, orientations; offered two free hours of
technical assistance to all applicants.

• Working with Mayor's Office leet Block—mental health care for families of

C. Operating Agreement and Public Benefits Study

Ms. Sara Montoya, City Attorney, sent a new draft of the Operating Agreement with changes
to Ms. Baca. The Board's Governance Committee will review. The Public Benefits Study is still
in the Mayor's o ice.
D. Staffing Updates
A New staff member, Dawn Borchardt, has been hired as Performing Arts Coordinator. She
comes from a film festival background and has experience in events production. Formal start
date is 11/28.
E. City Policy &Projects Update/discussion

i. Seven Canyons Fountain:
Decommissioned years ago—health concerns. CIP funding to bring up
to code. Very expensive. And in a drought. This is a public work under
parks. Asked public—leave it dry or take it out? Public wants it there
even if its dry. So back in discussions negotiations with original artists
re: low flow options.
ii. Discussion of Conditional Use Permit for Outdoor Dining/
Sidewalk Entertainers & Artists Ordinance:
City Council discussion on YouTube re: changing use permits for
outdoor dining (https://www.youtube.com/watch?v=PYbZZpM6IJU
(see 1:58:15-2:20:00). May effect Arts Council events such as Busker
Fest etc. Times for enforcement of noise ordinance were discussed.
There are exceptions to conditional use permits that allow for outdoor
dining. Council is looking at removing those exceptions so that it is
solely set out in ordinance. Focusing on outdoor dining in close
proximity to residential areas and imposing a 9:00 p. . cutoff. Board
members discussed the issue inclxding who is impadled(residents,
artists, restaurant owners),who and how many are complaining,
different zoning areas, looking at social media discussions, e.g.,
NextDoor app. More information is to be collected. Noise doesn't just
include music.
IV. Budget/Financial Update
No red flags, most of the activity related to Twilight and Mondays in the Park. Things
look on track—balance sheet looks good.
Next month auditors will be in the meeting.
V. Board Updates-Annie Dayton-Yjce Chair
Ms. Annie Dayton and Mr. Matt Castillo are in last year of service. The Board can be 13-
25 members; by to keep @ 18 and cu tly Board has 14 members. We are looking for
someone with financial background Mr. Castillo will be leaving. Not very many
people have applied, so Board members need to go out and recruit members. Ms. Kat
noted that she and Ms. Erika Hill will be interviewing a few candidates.

If Board►inembers have moved, they should notify staff of new address to ensure that
Board has appropriate representation for each district.
Committee of Nominating and Governance has a vacancy and the at-large position in the
Executive Committee has a vacancy. IDEA group (inclusion and diversity) needs more
members.
Hybrid meetings may be an option. Mr. Dave Mortensen will send a survey to members
re: meeting for November 2021.

Arts Council Holiday Party save the date: December 13, 2021; 6:00-9:00 p.m. More info
will be coming.
Biographical information is still due for some Board members.
