II. Approval of Minutes Ms. Tiffini Porter motioned to approve minutes,Ms. Colour Maisch seconded and all board members voted in favor of approving the minutes as written. III. FY22 CIP-Funded Projects with Public Presentations The Art Design Board heard from the different departments within the City presenting Capital Improvement Projects(CIP)for consideration of a public art component to be included as part of the project.Each presenter was given ten minutes to present and then five minutes for questions.The Art Design Board will decide which projects to move forward with public art components during the January 2022 Board Meeting. a. 400 South Viaduct Trail Ms.Becka Roolf of the Salt Lake City Transportation Division presented on the 400 South Viaduct Trail. One issue that is being addressed with this project is establishing an east-west connection within the city. Currently,it is a challenge if you are walking,biking,driving,or taking transit across 400 South The route crosses both the freeway and freight trail lines. The east-west connection was an issue brought up in the Salt Lake City Pedestrian and Bicycle Master Plan(2015). This document constitutes the official minutes from the Salt Lake Art Design Board's December 2,2021 convening. Phase 1 of this project will be a trail on 400 South from 9th West to the southeast corner of Pioneer Park and then connect to the 3rd South protected bike lane that travels into Downtown Salt Lake City. The trail also crosses the Jordan River trail and would provide the easiest route from the Jordan River to Downtown. Ms. Susan Landmark presented how artwork might make this project better,both visually and enhance drive awareness and safety.Ideas ranged from inground designs,lighting,fencing,or a more collaborative approach in incorporating the art in the design of the trail,such as Rattle Snake Bridge in Tucson,Arizona. Preliminary design has been completed with assistance from Utah Department of Transportation. Engagement and engineering design will take place in 2022-2023. Construction will take place in 2024.The community has not been engaged yet on this project,but there is sustained interest in improving the east-west connection. There are additional funds available for the art portion of the project if the art is integrated into the materials already needed and funded for the project.The one restriction is that 400 South is on the National Highway System and any barriers or objects along the roadway must meet federal crash test standards. Mr.Alejandro Moya asked about the current use of bicyclists on this route as he travels east-west regularly and does not see individuals biking.Ms.Roolf stated that the objective is to make this route a safe passage for pedestrians and bicyclists and at this time is extremely dangerous and so many people avoid using this route. Ms.Porter asked about the plans for public engagement and if that includes encouraging the use of the new trail system.Ms.Roolf stated that the public engagement process has not been outlined yet but wanted to point out that this project will not be taking away any traffic lanes or parking to create this trail space.It will only involve narrowing the existing lanes to accommodate the space for the trail. b. 200 South Transit Complete Street Mr.Kyle Cook with Salt Lake City Transportation Division offered a presentation on the 200 South Transit Complete Street project.This is a key corridor for bus transit between the University of Utah on the east end and the Trax Intermodal Hub at the west end.Project goals include:transit,enhanced passenger waiting and boarding facilities,complete street design and the addition of a mobility hub. There will be designated Bus Lanes that allow busses to travel freely without needing to cross bike lanes or merge back into traffic.The project will include landscaping and mid-street crosswalks. Included in the project are bus shelters,which offeran easy art integration that could include shelter structures,interactive bus stops,seating,decorative sidewalks,utility wraps,etc. Construction will be starting next year,2022,from 200 East to 900 East.The downtown portion from 200 East to 400 West will take place in 2023. Ms.Angela Dean asked how many bus islands stops they anticipate including in the project.Mr. Cook replied that there would be 2 per block for a total of about 16.There are areas along the route that will maintain the current behind-curb stops where there is less bus activity. Ms.Maisch asked about any matching funds for the art project or incorporating art into the improvements that are already planned. Mr. Cook responded that they are willing to incorporate art in any way possible.There are many shared opportunities where this project can assist with providing space but there are no direct matching funds available. Ms.Porter asked if there is a goal for the how artwork would be incorporated into this project.Is the desire to have the art along the full length of the project?Mr.Cook said that he does not have a preconceived concept of how art can be incorporated into this project,but looks to the Art Design Board to provide their expertise in how they believe art could be included in the project. The scale of the project is also up to the Art Design Board. c. SLC Foothills Trailhead Development Ms.Katherine Maus,from Salt Lake City Public Lands Department,presented on the five trailheads that will be constructed along the Bonneville Trail. They have narrowed the locations they would like to see public art to Emigration Canyon,Popperton Park and Bonneville Blvd. There will be parking, signage,wayfinding,recreation kiosks and interpretation signage at each location along with restrooms at Popperton and Bonneville.The goals of the project are to improve access to trails, 2 accommodate the increased trail usage,and encourage use of the official trailheads and relieve parking and traffic issues at adjacent neighborhood trails. The kickoff for the design and public engagement is spring 2022 with construction starting in winter 2022-2023. The Emigration Canyon trailhead is located on State Parks property and Salt Lake City is working on an interlocal agreement and conversations with them will continue through the design process. The other two trailheads are within city property. Ms.Maus presented some ideas that they have seen throughout the country,including signs and benches. She also included the prospect of highlighting the Native Tribes for which these lands are significant. Ms.Felicia Baca asked about the location of the public art and if it is required to stay around the trailhead and not go onto the trail.Mr. Tyler Murdock confirmed that they would like the artwork to stay within close proximity to the trailhead. Ms. Troili asked if there was an amphitheater at the Bonneville Blvd.trailhead,but the presenters did not know.That trailhead is used for salt storage during the winter by transportation.Mr.Olmedo- Gonzalez asked what will be newly constructed at this site and Mr.Murdock stated it will have new landscaping,bathrooms,and signage. d. Jordan Park Pedestrian Parkways This project is the combination of three smaller projects into one larger project.The goals of the project are to increase pedestrian connectivity through the Jordan River Parkway by creating loops and to increase event capacity at Jordan Park.This project will include over 3000 linear feet of looped pathways in the Jordan Park area and connect other adjacent green spaces from 800 South to 1300 South.It will include benches,wayfinding signage,and a looped trail network. The design for this project will start in March 2022 and construction will start in October 2022. There are two project partners:Heartland Community for Youth and Family and Members of the International Peace Gardens.The project benefits westside neighborhood communities,visitors to the International Peace Gardens,and users of the Jordan River Parkway Trail system. Ms.Maus presented the art opportunity as a way to connect the looped trail network together between 800 South and 1300 South and connecting 900 South River Park,Jordan Park,the International Peace Gardens,Bend in the River,Modesto Park and Three Creeks Confluence. Ms. Troili asked about the other project that we currently have under contract in this area.Mr. Olmedo-Gonzalez listed the Jordan River Boat Ramps which is located directly on the river in four different locations and the recent completion of Three Creeks Confluence where art panels were installed on a bridge. e. Regional Park Pedestrian Parkways Regional Athletic Complex(RAC)Playground and Shade Sails is located on 2200 West in Rose Park. The project is to complete a playground and shade sails at the regional athletic complex.This project has been funded for the design component and Salt Lake Public Lands is in the process of requesting CIP funds to cover construction.Construction will begin in Spring 2023 if funds are approved by City Council. There are very few amenities at the RAC for users age 5-12. This site is not open to the public on a regular basis.It attracts a wide range of users from local to international events. There are opportunities here to showcase the identity of the RAC,Public Lands, or Salt Lake City to both local and out of town users.It is a destination for activities and events throughout most of the year,however it is typically closed December through February. The site is managed by Public Lands and there is an onsite staff that oversees the programming.It is scheduled for sporting events and tournaments. Mr. Olmedo-Gonzalez asked,if Public Art is placed at the RAC,will it only be accessible during business hours?Ms.Maus responded that the operating hours are typically beyond typical business hours,but the playground and art will only be accessible for participants attending events at the RAC. There are not open play hours at the RAC. The board discussed the issue of having public art placed in less accessible spaces,such as the RAC, and fire stations. It was mentioned that the purpose of the art and the volume of traffic through closed locations need to be considered. 3 f. Harrison Avenue and 700 East Community Garden This is a constituent CIP application submitted by Wasatch Community Garden to design and construct a community garden at Harrison Avenue and 700 East.Wasatch Community Garden is partnering on this project and design has already begun.Goal is to have the construction begin early 2022 and have the garden operational by early spring 2022.The project will include a gathering space,shade structure,signage,and landscape design.It will increase access to fresh local produce in the downtown area and reducing barriers to urban food production.Wasatch Community Garden has been leading out on the community engagement and they have secured donations of labor and are providing materials for the garden. The garden would not be open to the public,but artwork would be visible to the pedestrians and local traffic on 700 East.There is potential that Wasatch Community Garden may be able to find donors to support the installation of public art. Ms.Troili asked if the gathering space in the garden will be programmed by Wasatch Community Garden for the public?Ms.Maus stated there has not been any conversation about the use of this space,but they do use that space in other community gardens they manage for public events. The Board discussed the process of choosing public art locations and the type of artwork. Ideally there will be two projects chosen this year.At the January meeting the Board will discuss how the projects align with the Mayor's goals,if there are areas where from a program perspective it is ideal to have artwork placed in a certain area and other issues the Board considers important.The decision of how to allocate funds will happen as the projects progress and more details are known about the chosen projects.With the use of CIP funds,the artworks need to have a projected life of five or more years. IV. Adoption of Artwork Deaccession Policy Mr. Olmedo-Gonzalez presented the updated Deaccession Policy to the Board.Ms.Baca clarified that this is an internal document and reflective of current city policy and ordinance,so if there is a city policy change this document will be revised.Ms.Maisch made a motion to adopt the deaccession policy and Mr. Moya seconded,all members voted in favor. The Board then discussed the repair of Fire House Fire,a light-based sculpture located at Fire Station 10 in District 6.The Fire Department has pledged$10,000 to repair the work.The remaining$20,000 to repair the sculpture in LED Neon,a more durable and sustainable option,will come from the maintenance fund. The LED Neon has a one-year warranty.District 6 does not have a lot of artwork and this work is the only light-based sculpture in our collection.The Board agreed that Fire House Fire should be repaired using the pledged funds and the maintenance fund. The Board discussed the issue of an annual assessment of the public art collection and Ms.Baca pointed out that at this point that is beyond the capacity of the Arts Council staff.We are requesting the addition of staff to assist with public art.Currently,there are many city partners who will notify the Arts Council of issues with artwork so steps can be taken to get them fixed. January 6,2022 meeting,5:00 pm Mr. Olmedo-Gonzalez updated the Board that Mr.Aurelio Velazquez is resigning from the Board because he is moving to Ogden. Ms.Porter motioned to close the meeting;Ms.Maisch seconded.All members voted in favor. 4
