12/08/2021 - Minutes MINUTES OF THE SALT LAKE CITY BUSINESS ADVISORY BOARD Wednesday,December 8th,2021 8:30 a.m. -10:00 a.m. To access and participate in the meeting please visit https://saltlakecity.webex.com/saltlakecity/j.php?MTID=meb3a2bcbe9a351035d309e57f30750dd Meeting Password: 4VQxEgmJi86 I,Kestrel Liedtke,Vice-Chair of the Business Advisory Board(BAB),hereby determine that conducting the Business Advisory Board meeting at an anchor location presents a substantial risk to the health and safety of those who may be present, and that the City and County building has been ordered closed to the public for health and safety reasons. 1. Roll Call The following members of the Business Advisory Board were present: Darin Piccoli, Chair Kestrel Liedtke,Vice-Chair Jeff Carleton Alberto Brito Angela Brown Karen Gunn Scott Lyttle The following members of the Business Advisory Board were absent: Sue Rice Abudujannah Soud Also Present: Veronica Cavanagh, Department of Economic Development; Lorena Riffo Jenson,Department of Economic Development; Will Wright, Department of Economic Development; Cathie Rigby, Department of Economic Development; Peter Makowski,Department of Economic Development; Clark Cahoon,Department of Economic Development;Lindsey Day,Department of Economic Development; Roberta Reichgelt, Department of Economic Development; Allison Rowland, Salt Lake City Council Office; Kristen Lavelett,Local First Utah; Kristina Olivas, The Downtown Alliance. 2. Briefings by the Staff Ms. Reichgelt stated that the revisions to the EDLF program will be presented to the City Council in January 2022. Ms. Reichgelt updated the BAB members on the Department's Construction Mitigation Program. She explained that of the $100,000 allocation, $40,000 has been issued to small businesses. Ms. Reichgelt thanked Ms. Brown for her years of serving on the BAB and that unfortunately this will be her last meeting. Ms. Brown thanked the board and said she loved being a part of it for the past 8 years. Ms. Reichgelt informed the BAB that Mr.Wittenberg,Marketing Manager for the Dept of Economic Development,will be the Deputy Director of Marketing and Communications for the Mayor's Office. The Department of Economic Development will have a vacancy and if any BAB members know of someone that would be interested in the Marketing Manager position to please reach out to the Economic Development team. 3. Approval of the minutes A. Review and Approval of November 10th,2021 BAB Minutes Mr. Carlton made a motion to approve the minutes from November 10,2021 meeting.Ms. Gunn seconded the motion. Upon roll call,the motion passed unanimously. 1. Business A. Healthcare Innovation Blueprint and Innovation District Mr. Cahoon provided a presentation of"A Blueprint for Growing Salt Lake City's Health Care Innovation Economy"and asked if there were any questions or additional considerations. Mr. Carleton asked about the unemployment rate and if Mr. Cahoon as received any feedback on the challenging environment to locate a business here and not having enough workforce. Mr. Cahoon responded that the unemployment rate is unprecedented and lowest it's ever been,and it does have challenges. The Economic Development team, Kem C Gardner and the Blueprint Advisory Board have been fine tuning and choosing one industry that has the education partners already in the area who are anxious to find talent and to bring people in and are willing to train them. Deputy Director Riffo Jenson added that with underserved communities there is an under employment and not always an opportunity to train for jobs that are in demand. Mr. Cahoon has been working with the Salt Lake City School District foundation in developing the students who may not have an opportunity to attend a 2-year or 4-year college. Ms. Gunn asked Mr. Cahoon if they were going to set space such as lab, education and bench for Salt Lake City and does the district have lab and bench space in any of their schools or CTE center Mr. Cahoon answered that companies do need lab and bench space to bring in students. The Salt Lake City School District has been reimagining what their STEM program looks like and said they want to get the industry involved and have them give resources and have apprenticeship and internship which the industry has already been talking about. Mr. Cahoon provided BAB members with the email address, clark.cahoon@slcgov.com,if they had any additional comments or thoughts. B. TLUR Memo Mr. Makowski provided an overview of the expired TLUR(Temporary Land Use Regulation),. He explained that the TLUR waived certain regulations from May 2021 to November 2021 and the Business Development team wanted to do an analysis for restaurants to show the impact. The ordinances that have expired are below: 1. Conduct Temporary Outdoor Restaurant Dining and Retail Activities on private property, including in existing parking lots, yard areas, or any other outdoor area located on the private property of the primary restaurant or retail use. 2. Utilize temporary freestanding canopies,patio coverings, and other similar structures intended to be temporary in nature to help facilitate the Temporary Responsible Outdoor Restaurant Dining and Retail Activities, and any permit fees associated with installing such temporary freestanding canopies,patio coverings, and other similar structures shall be waived. The Business Development team have investigated solutions and presented the two options below to the BAB members: 1. They can recommend making permanent changes to the Outdoor Dining ordinance to allow for structures up to 200 sq. ft. to extend over the 45-day maximum and allowing the use of more parking stalls. This process requires City Council approval and can take 6-12 months to approve. Mr. Makowski does not recommend this solution. 2.New TLUR: the administration can recommend a new TLUR. This requires a compelling community interest and must address issues not addressed in the previous TLUR. Doing another TLUR comes with its own challenges. Mr. Makowski stated that staff are waiting for a budget amendment to be approved by the City Council in order to proceed. Mr. Carleton asked if the Business Development team has a sense on who took advantage of the TLUR. Mr. Makowski said no. Mr. Carleton asked if Salt Lake Area Restaurant Association(SLARA)has been notified about this. Mr. Makowski said they have not but the Business Development team would reach out to them. Vice Chairperson Liedtke recommended creating an emergency playbook which would have guidelines on what to do if we ever have another pandemic. Ms.Reichgelt agreed. 2. City Council Announcements None. 3. BAB Member Announcements A. Subcommittees Chairperson Piccoli discussed the work group that is involved in changing the BAB ordinances. Chairperson Piccoli has been working with the Economic Development team to go through the right channels and to make sure the new BAB goals line up with the Mayor's Office and City. Ms. Reichgelt informed the BAB that updating an ordinance is a whole policy process and has to go to City Council for approval.Economic Development and the BAB need work together to get this push forward. Chairperson Piccoli has submitted suggestion on changes which the Economic Development team will review. 4.
