The following Board Members were present:

Elisabeth Morrey,Diya Oommen,Daniel Cairo
Present City Staff:

The meeting was called to order at 5:08 pm.
A.Call to Order:

Ben Luedtke welcomed all those in attendance,reviewed his role with the City Council and in
working with the Redistricting Commission.Mr.Luedtke introduced City Staff that would be
assisting with the meeting records.
Hassan Abdi introduced himself and reviewed his role in working with the Commission.
Mr.Luedtke reviewed the open public meeting rules,nature of the agenda and reviewed the
public comment portion of the meeting.

1.Comments to the Commission.(Comments are taken on items pertaining to the
work of the Redistricting Commission.Comments are limited to two minutes per
person.For Public Meeting Rules,please refer to this agenda’s intro page 1.)

1.Welcome and Introductions
Minutes:
Ben Luedtke asked the Commissioners to introduce themselves and give a short
overview of their background.
Marti Woolford (District 2)introduced herself and gave a short history of her
involvement with city government and the 2020 census/redistricting committee.
Mallory Bateman (District 3)introduced herself,gave a short history of her work on the
census and willingness to serve on the Commission.
Diya Oommen (at large)introduced herself,expressed her interest in being involved in
local community and learning about politics.
Neil Vander Most (District 4)introduced himself,expressed excitement to serve on the
Commission and his education in political science .
Eric Kenney (District 5)introduced themselves,reviewed their demographics,and
their desire to be involved in the city processes.
Anne Cannon (District 6)introduced herself,gave a history of her career in education,
and involvement in local community councils.
Elisabeth Morrey (District 7)introduced herself,stated she had a vast childhood
political background,and expressed excitement to be part of the Commission.
Erik Lopez (District 1)introduced himself,reviewed his background and excitement to
be part of the Commission.
Daniel Cario (at large)introduced himself,reviewed his background and expressed
excitement to be part of the Commission.

Minutes:
Ben Luedtke reviewed the duties of the Chair and Vice Chair positions.
Nominations for Chair and Vice Chair
Erik Lopez volunteered to be Chair and Eric Kenney volunteered to be Vice Chair
Identifying Commission Meeting Dates
Commissioners and Ben discussed the day and time that would work best for the
Commissioner’s schedules.They discussed how a Commissioner would participate if they were
not able to attend a meeting.Mr.Luedtke stated all meetings would be recorded however,the
last meeting would be the most critical meeting to approve the final map.
Commissioners determined Thursdays from 5:30 to 7:30pm would be best for everyone’s
schedule.A poll will be sent to the Commissioners to determine the final meeting schedule.
Mr.Luedtke reviewed the Guiding Principles for the Commission
A.Limit the number of maps recommended to the Council,3 or 4 would be preferable.
B.Allow residents time to review maps,ask questions and provide comment before voting on final
map recommendations
C.Provide materials in multiple languages so more residents can participate
D.Substantially equal population means a deviation between districts of no more than a certain
percentage such as 10%,5%,3%,etc.
E.Evaluate maps based on the guiding principles and how competing values are balanced (e.g.,one
may score higher on compactness while another better maintains communities of interest)
F.Districts should strive to be compact and contiguous and avoid odd shapes (see Attachment 4 for
legal considerations of these terms)
G.Protect minority communities by preserving the unique cultural and ethnic diversity of the
residential Westside
H.Minimize the division of communities and consider social,cultural,geographic,and historical
identities
I.Exclude partisan data from being considered;shall not unduly favor or disfavor any political party
(the City Council is a nonpartisan legislative body)
J.Housing patterns should be considered when extending a district to avoid splitting a residential
area;extending a boundary around a residential area to reach another residential area should be
avoided
K.Should current residences of Council Members be considered by the Commission?
L.To the extent practicable,City neighborhoods and business districts should not be split between
districts
M.Cores of prior districts should be preserved within new district boundaries
N.Follow geographic boundaries (natural or human-made such as ravines,rivers,major streets,and
large institutional campuses like universities)when drawing district boundaries
•An alternative approach uses the concept of border vacuums where major geographic

boundaries should be entirely placed within one political district.The challenges and
opportunities created by the geographic boundary could be more readily addressed when
aligned with political representation rather than being split between political districts
which could create additional barriers.
•A counter response to the border vacuums approach could be that having multiple
political representatives is beneficial in some instances because greater awareness exists
of the challenges and opportunities created by the geographic boundaries.
2020 Census Population by Council District
Reviewed the 2020 Census Results by Council District stating the Optimal District Population
was 28,532
•One –2010 population 27,505,2020 population 28,032,growth percentage 2%,
deviation from Optimal District Population -2%
•Two –2010 population 27,306,2020 population 26,395,growth percentage -3%,
deviation from Optimal District Population -7%
•Three –2010 population 26,302,2020 population28,572,growth percentage 9%,
deviation from Optimal District Population 0%
•Four –2010 population 26,716,2020 population 33,153,growth percentage 24%,
deviation from Optimal District Population 16%
•Five –2010 population 25,904,2020 population 26,936,growth percentage 4%,
deviation from Optimal District Population -6%
•Six –2010 population 26,546,2020 population 28,767,growth percentage 8%,deviation
from Optimal District Population 1%
•Seven –2010 population 26,132,2020 population 27,868,growth percentage 7%,
deviation from Optimal District Population -2%
Commissioners discussed the current boundaries needing to be changed and if there was data
on why some districts saw growth when others did not.Mr.Luedtke reviewed the issues with
counting people during the pandemic and the 2020 census.
Commissioner Kenney asked if the new redistricting map should account for the number of
structures being constructed in an area.Mr.Luedtke stated by law the results from the 2020
census were to be used for redistricting.
Commissioner Cairo asked if there were other ways to address the possible miscount in the
census.Mallory Bateman stated there was some information regarding race and ethnicity in
the census that would help with the issue of a miscount.
Commissioner Vander Most asked when the mapping tool would be available for the
Commission and public.Mr.Luedtke reviewed the mapping tool and information that would
be made public in the next few days.
Commissioner Cannon asked for staff contact information.Mr.Luedtke stated that
information would be sent to the Commissioners via email.
