03/17/2022 - MinutesThe Redistricting Advisory Commission of Salt Lake City,Utah met in a Regular Meeting on Thursday,March 17,2022 in an electronic meeting. The following Board Members were present: Eric Kenney,Erik Lopez,Marti Woolford,Mallory Bateman,Neil Vander Most,Anne Cannon, Elisabeth Morrey,Diya Oommen The following Board Members were absent: Daniel Cairo Present City Staff: DeeDee Robinson –Minutes &Records Clerk,Cindy Lou Trishman –City Recorder,Ben Luedtke –City Council Policy Analyst,Hassan Abdi –City Council PEC,Taylor Hill –Council Staff The meeting was called to order at:5:35 pm. A.Call to Order: Minutes: Erik Lopez welcomed everyone to the meeting. B.Public Comment: 1.Comments to the Commission.(Comments are taken on items pertaining to the work of the Redistricting Commission.Comments are limited to two minutes per person.For Public Meeting Rules,please refer to this agenda’s intro page 1.) Minutes: There were no public comments. C.Approval of Minutes: 1.The Redistricting Advisory Commission will approve the meeting minutes of February 24,2022. Minutes: The minutes were approved;and later corrected by Commission Member Marti Woolford who requested an edit be made to the minutes (in reference to her involvement in the 2020 Census –not the 2010 Census).The revised minutes were approved unanimously with the noted change. D.Reports of Working Group Members: MINUTES OF THE 2022 REDISTRICTING ADVISORY COMMISSION Thursday,March 17,2022 1 1.Chair and Vice Chair Draft Redistricting Maps Minutes: Commissioner Kenney presented proposed changes to redistricting maps and spoke on considerations for proposed map changes,referring to the featured maps RD2022-01,02, 03,and 04 (“Draft 1”,“Draft 2”,“Draft 5”). Commissioners Bateman,Lopez,Kenney,and Cannon spoke on how a certain neighborhood’s feel/boundary area seemed not to fit into current districts,District Builder features proving to be obstacles to boundary line determination,the issue of too many residents in a certain area,the issue of keeping the core of the district intact,the ability to communicate with neighboring district commissioners being helpful when considering changes,considering what was best for each district as the designated commissioner,the ability to identify street names within the maps being helpful,and all agreed there was much to consider when redrawing and considering map changes. E.Pending and Unfinished Business: NONE. F.New Business: •Dynamic map showing changes from last redistricting •Council District Four current boundaries and minimal change map •District Builder mapping tool overview •Spreadsheet of District Builder maps submitted between March 1,2022 to March 14,2022 Minutes: Benjamin Luedtke provided a demonstration on the manner of those maps already submitted had used the interactive map on District Builder (interactive map building software),consideration of a minimal change for Council District four (detailing how even slight changes could be considered for redistricting),details of the provided spreadsheet containing information on currently submitted maps,and District Builder informational videos,information on community councils,and featured redistricting map proposals could be found on the City’s Redistricting website.
