1. Ordinance: Budget Amendment No. 1 for Fiscal Year 2022-23
The Council will accept public comment and consider adopting an ordinance that
would amend the final budget of Salt Lake City, including the employment staffing
document for Fiscal Year 2022-23. Budget amendments happen several times
each year to reflect adjustments to the City’s budgets, including proposed project
additions and modifications. The proposed amendment includes transportation
impact fees for reconstructing streets, public engagement for a potential parks
and public lands general obligation bond, pedestrian and bicycle improvements to
the 600 North/700 North corridor transformation project among other things.

Workday Human Resource Management Software

departments with Train the Trainer education as well as additional aids including
a training video. The training will take place between November 2022 and April
2023.

property at approximately 1902 North, 1932 North, 1944 North, and 1954 North
Rose Park Lane from R-1/7,000 (Single Family Residential District) to OS (Open
Space District). This would also amend the Rose Park Small Area Plan Future
Land Use Map. The property owner intends to demolish the existing vacant
single-family home on 1932 N Rose Park Lane, consolidate the four parcels and
incorporate the land into the Regional Athletic Complex to the
north. Consideration may be given to rezoning the property to another zoning

Place
The Council will consider adopting an ordinance that would amend the zoning of

Family Residential District) to SR-3 (Special Development Pattern Residential
District). The two lots are approximately .39 acres (16,988 square feet). If
approved, the property owner’s stated intent is to subdivide the property and
build two new single family homes at the rear of the property. There are two
existing single family homes on the property that are being renovated and will
remain as a part of the development. The Master Plan is not being
changed. Consideration may be given to rezoning the property to another zoning

text of Subsection 21A.24.110.F of the Salt Lake City Code pertaining to building
coverage in the R-2 Single- and Two-Family Residential District. The Zoning
Ordinance currently limits the building coverage for single-family homes to 40%
of the lot and the building coverage for duplexes to 45% of the lot. The proposed
amendment would increase the allowable building coverage to 45% for single-

6. Resolution: Capital Improvement Program Projects

Generally, projects have a useful life of at least five years and cost $50,000 or
more. The Council approves debt service and overall CIP funding in the annual
budget process, while project-specific funding is approved by September 1 of the
same year.

Teri Durfee spoke to the Inland Port sustainable development practices,
proposed funding for building inspectors to ensure building/green standards are
met.
George Chapman spoke to the code discrepancy for electric vehicles; left hand
turn lanes except at traffic lights created issues with bicyclists, motorcyclists and
pedestrians, Rank Choice voting decreased the options for candidate debates,
open-air camping needed to be discussed by everyone (not in small meetings).
Robert Hall asked for a large gym to be brought back to downtown and
suggested a beach option at the old Raging Waters site.
Heather Dove spoke to the importance of protecting wildlife trails in the natural
areas north of the Inland Port, asked the Council to support and create
conservation easements in the area.

Mahmoud Moghimi and Max Prophete spoke to airport taxi contracts and
limiting it one operator, patrons needed options to use various services who
offer larger vehicles for people with skis and large groups.
6:48 pm - City Council paused the Formal Meeting and opened the Limited
Formal meeting discussing Truth in Taxation.
The City Council reconvened in the regular Formal meeting at 7:40 pm.

The Council will consider adopting an ordinance that would amend the Salt Lake

Space

local special bond election regarding the issuance and sale of $80 million General

taxable and tax exempt. The bond funds would finance several capital
improvements to city-owned parks, trails, open space and related facilities and
recreational amenities. Voters would decide at the upcoming election whether or
not to approve issuance of the proposed bonds.

The Council will set the date of Tuesday, September 6, 2022 at 7 p.m. to accept
public comment and consider adopting an ordinance that would amend the
zoning map pertaining to a parcel of property at 1330 South 700 West to rezone
the parcel from R-1/7,000 (Single-Family Residential District) to CB (Community
Business). Although a specific development is not being proposed at this time, the
rezone is in anticipation of future neighborhood-scale mixed-use development.

2. Resolution: Salt Lake City International Airport Master Plan
The Council will set the date of Tuesday, September 6, 2022 at 7 p.m. to accept
public comment and consider adopting a resolution that would approve the Salt
Lake City Department of Airports’ 2022 Master Plan Update for continued
development of the Salt Lake City International Airport. The 2022 Master Plan
evaluates the ability of Airport facilities to accommodate user needs at existing
and forecasted demand levels and provides recommendations regarding
additional facilities that are needed to meet the forecasted demand.
