1.Fiscal Year 2021-22 Budget: Unresolved Issues Follow-up ~ 3:00 p.m.

The Council will receive a follow-up briefing about unresolved issues relating to the
proposed budget for Fiscal Year 2021-22. Unresolved issues are follow-up items to any
questions or requests that Council Members have raised during the Department budget
briefings.

Council Member Fowler welcomed everyone to the meeting.
Jennifer Bruno presented the spreadsheet concerning unresolved issues in the budget
highlighting:
•Cost for Elections – $183,000 was proposed with additional $50,000 of State
funding however, State funding had not been received on behalf of the City’s
participation in the Pilot Program for Ranked Choice Voting; therefore, Staff was
recommending adding $50,000 thousand to the budget to ensure there was
sufficient funding for election awareness; if funding is received, the funds allocated
could be recaptured
•Exact amount for the savings from the Straw Poll for the Prosecutors Office –
$103,700
•Expenses exceed the revenue by $449,111
•Proposed Straw Polls for new Office of Equity in the Mayor’s office.
Council Members and Jennifer Bruno discussed changes impacting staffing to create the
Office of Equity
Straw Poll: Mayors Office to create an Office of Equity and for early
advertising of the positions on July 1, 2021, unanimously supported by all
present.

Jennifer Bruno presented the status of property tax information - new growth, stating:
•Final numbers relating to new growth were to be determined
•Preliminary information was a million dollars less than in the Mayor’s
recommended budget
•Next steps to balance the budget such as contingent appropriation language and
legislative intents
•Proposed Contingent Appropriations
◦Diversification of Public Safety Response
◦Conditional appropriation about future dollars spent on foothill trails –
revised language will be forwarded to Council regarding this item
◦Conditional appropriation for American Rescue Plan Act (ARPA) dollars
◦Continued – Contingency for All Funding Our Future – Sales Tax Funds
(This had been adopted each year since the City Implemented the sales tax)
◦New Contingent Appropriation – Small Business Outreach and Support
•Proposed New Legislative Intents, Fiscal Year 2022
◦Update Boarded-Building Fees
◦Trips-to-Transit Expansion Evaluation
◦Golf Fund Update
◦Expanded Funding Our Future Definition
◦Public Lands Maintenance
◦Foothill Trails issues being addressed
◦Energy Efficiency as a Condition of any RDA Project Loans and Investments
◦Structure of Accounts within RDA, including Fund Balances and Previous
Capital Projects
Council Members and Jennifer Bruno discussed the if the one million dollar short fall was
included in the $449,111 deficit, yes that was correct unless the amount was lower then
the $449,111 would need to be adjusted; areas funding could be pulled from to balance
the budget, small business support and what could affect this funding, ways to handle the
deficit and balance the budget.
Straw Poll: Move the 600 North Traffic East/West Connector to a CIP project
in order to balance the budget deficit, unanimously supported by all present.

4.Tentative Closed Session
The Council will consider a motion to enter into Closed Session. A closed meeting described
under Section 52-4-205 may be held for specific purposes including, but not limited to:
a. discussion of the character, professional competence, or physical or mental health
of an individual;
b. strategy sessions to discuss collective bargaining;
c. strategy sessions to discuss pending or reasonably imminent litigation;
d. strategy sessions to discuss the purchase, exchange, or lease of real property,
including any form of a water right or water shares, if public discussion of the
transaction would:
(i) disclose the appraisal or estimated value of the property under
consideration; or
(ii) prevent the public body from completing the transaction on the best
possible terms;
e. strategy sessions to discuss the sale of real property, including any form of a water
right or water shares, if:
(i) public discussion of the transaction would:
(A) disclose the appraisal or estimated value of the property under
consideration; or
(B) prevent the public body from completing the transaction on the best
possible terms;
(ii) the public body previously gave public notice that the property would be
offered for sale; and
(iii) the terms of the sale are publicly disclosed before the public body
approves the sale;
f. discussion regarding deployment of security personnel, devices, or systems; and
g. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for attorney-client matters that are privileged pursuant to
Utah Code § 78B-1-137, and for other lawful purposes that satisfy the pertinent requirements
of the Utah Open and Public Meetings Act.

attorney-client matters.
