Dear Council Members:
FRIENDS of Great Salt Lake (FRIENDS) urges you vote against the resolution extending a $28
million property tax increment reimbursement to NWQ, LLC. As you no doubt are aware,
FRIENDS works to preserve and protect the Great Salt Lake Ecosystem and to increase public
awareness and appreciation of the Lake through education, research, advocacy and the arts.
For a variety of reasons, continued development pressures on the fringes of the Lake pose a
substantial threat to one of the most underappreciated parts of the Great Salt Lake
Ecosystem - the uplands that surround the Lake and that are home to a variety of bird
species that nest and feed in this habitat. Not only would the additional warehouses that are
being proposed continue the destruction of these greenfields, but the additional air pollution
that would result from the vehicle traffic associated with the warehouses would make our
already challenged air quality even worse.
It is one thing for private property owners to pursue this type of development on their own,
but it is quite another for the Salt Lake City Council, acting in its capacity as a
Redevelopment Agency, to offer a substantial amount of tax dollars to help them achieve this
development. The fact is that there is no need for the Council to offer this incentive. If the
market exists to support the additional warehouse space, that development will happen on
its own - without those tax dollars. And if it takes $28 million in tax incentives because this
site is unsuited for development because of soil stability, that is a clear signal that these
warehouses should be built elsewhere.
At this point in time, without a clear understanding of how this type of development would fit
into the Port Authority's plans, offering this incentive is premature. It is also premature
because jurisdictional issues have yet to be resolved and planning for the northwest quadrant
has not been completed. Without knowing what these pieces of this particular puzzle look
like, now is not the time to make a decision of this magnitude.
FRIENDS therefore asks that you either deny this request or delay a decision on this matter
until additional information becomes available.

I w ould like to address the issue of Clim ate Change. W e have a responsibility to take bold steps
as individuals, and as private and public entities, to slow dow n the w arm ing of our planet. W e
know that carbon em issions are contributing to the destruction of our ecosystem s. All govern ing
bodies all over the globe need to m easure all their actions against the potential threat to our
planet. I ask you to please not use our tax dollars to enable the private developers of this area
w e are calling the inland port. It's obvious that this project does not m ove us tow ard a solution to
global w arm ing, but rather exacerb ates the problem . If that is not obvious to you, then at the
very least put off using our tax dollars fo r this purp ose until w e w eigh the results of
environm ental im pact studies. Thank you.

There is only one fact that transcends every other ideology in this

d o e s n 't m att e r if y ou believe this or not. Clim ate change is tru th,
an d it is oblivious to your belief or disbelief.
This is the fact that m ust guide your decisions concern in g the
Inlan d Port . If it does not im prove the environm ent or m itigate
Clim ate chan ge, it is the wrong thin g to do. An d it doesn't. So

and other infrastructure-such as water mains, cultural activities and ventures that

I implore the City Council members to vote NO on subsidizing the Inland Port construction using
Salt Lake City Tax dollars. The Inland Port is going to sell out residents of this beautiful city for
the benefit of few. I do not accept the notion that Job creation is a good reason to move
forward with construction in a State that has 2.8% unemployment. Utah is overstaffed, not
lacking jobs. The low paying, low skilled jobs this port proposes to bring will fall to automation
within 5 years, this is no secret, the intentions are in the annual reports of all major logistics
companies. The reasons to fight this abhorrent Inland Port are many from air quality,
environmental concerns (migratory birds), automation, labor disputes, land capture, overreach,
and much more. The reasons to support it are few if any at all, I can only assume votes to aid
this project with tax dollars have been bought. Vote NO, the future of this city depends on it.

As a constituent of Salt Lake City, I w ould like to express m y great concern and discontent over
the pro posed tax cuts to the Utah Inland Port . Not only is this pro ject currently tied up in
litigation, for which we do not have a conclusion, but offering a tax cut to this project would be
a monumental mistake. We have seen large corporations receive major breaks, time and again,
with no real benefit to the citizens of Utah. What the port "offers" is low paying, non-benefited
jobs to a community that is already at employment capacity. We have seen the negative effects
of such industrial developments in many other states, such as Elwood, Illinois and Los Angeles,
CA, to name just two. It is irresponsible for the RDA to use taxpayer money to Begin
construction of a large-scale, industrial development, for which there have not even been
proper environmental impact studies, air quality studies, or water impact studies, all of which
are MAJOR concerns in this state as is. This tax cut aims to supply a handful of people with large
sums of wealth, while the rest of the city will barely benefit, if at all. The inland port stands to
hurt the city by way of increased and unmitigated air pollution, habitat degradation and
destruction to one of our state's great natural wonders, low-paying jobs that will be lost to
automation, and much more. I urgently request you to vote NO on this tax cut, unless your vote
is already paid for.

Re: Northwest Quadrant CRA - Tax Reimbursement Agreement for NWQ, LLC
The purpose of this meeting is to review the third-party infrastructure benefits analysis.
In reviewing this analysis, I find the following:
1. The number of jobs that will be created has been inflated by the use of cherry-picked
data. The number of jobs is determined by the floor area per employee, given in the
analysis as 2,000 square feet. Warehouse industry sources give an actual average of
about 2,700 square feet per employee- 35% fewer jobs. In the new Amazon
warehouse it is 4,500 square feet per employee- 225% fewer jobs.
2. The average wage for these jobs has been inflated. The figure given is $43,584 per
yr. Industry sources give an actual average of $31,000 per year- 40% lower wages.
Most of the jobs created by the Elwood, IL inland port are part-time, paid less than
$10/ hour with no benefits- 98% lower wages.
3. The analysis assumes that wages will increase by 2% per year. No source for this is
cited. Industry sources mention major trends of increased automation, the use of
robotics, RFID tags, drones and other technology, reducing the need for workers.
These sources also cite high employee turnover as a major challenge, indicating that
these jobs are not highly desirable. In reality, wages, as well as the number of jobs,
are likely to decline.
4. As a result of these distortions in the analysis, the 20 year salary total given in the
analysis is between 100 and 166% higher than the likely reality.
In light of the foregoing, I believe you must reject the current analysis as biased and
inadequate. A new analysis should be commissioned from another, unbiased consultant who
will not cherry-pick data or overlook unfavorable trends.
