SHADE TREE ADVISORY BOARD MEETING

There was one addition to the agenda that was addressed
first: Mr. Tom Welch of Smith 's Food Stores
Re: Proposed landscaping at 900 East & 800 South
in conjunction with the planned expansion of the store
and parking lot. Smith 's would like to do landscaping for
aesthetic purposes as well as create a buffer between the
store and the residential area. After discussion of the
project the plans were approved by the Board with four (4)
recommendations that were outlined in a letter to Mr. Welch
on June 11, 1986 . (Copies made available to the Board
members. )
Three ring binders were distributed to Board members along
with a number of handouts re: Tree City USA, sample
ordinances from other cities, Neighborhood Council list,
etc. .
The minutes of the May Board Meeting were read and corrections
were made. The Board then voted on and accepted the minutes .
The resignation of Milton Fulmer was presented to the Board.
An invitation was extended to anyone who knew of someone,
from the Sugarhouse district, who would be interested in
serving on the Board, to contact Carol Stokes in the City
Council Office as soon as possible.
Letters confirming the City Councils approval of their
appointment to the Urban Forestry Board were distributed to
each Board member.

Steve Schwab reported on the status of the Salt Lake City
Shade Tree Department, its budget and staff. He also
reported on the status of the Salt Lake City Urban Forest,
the work completed to date and the remaining backlog of
work to be done.
Jennifer Harrington requested a map showing the location
of trees that have been removed to date.
Mr. Schwab expressed a concern for serious consideration
which could be a major liability problem; that being
trees raising sidewalks . He had no answer as yet on how
to approach this problem stating that root pruning is not
a cure-all. The problem._would present itself again in
approximately three to .five years .
Peter Lassig reported on a new procedure to inject the
elm trees in an effort to preserve their health against
DED and elm beetles but also reported that the procedure
is very expensive.
There was a general consensus by the Board that the tree
service companies are not doing a proper job of trimming
and pruning trees in the city. There needs to be a
concerted effort to educate these company workers as well
as the general public on proper procedures and practices .
The public also needs to be made aware of the seasonal
time frames for services i.e. spraying. A suggestion was
made to consider having the property owners assist in the
financial responsibility for tree care services when they
become necessary. There was also disucssion on using
volunteer and university student help, when possible, on
projects such as the tree inventory.
Current Projects include:
1. City & County building restoration and landscaping.
Steve has been working with Jan Striefel of Land
Design on the landscaping. He should have a 40%
review on this project by the July meeting.
2. Widening of 1700 South from 300 West to State Street.
Utility poles have already been set back.
3. Widening of 200 East from Westminster Avenue to 2100
South. Six (6) of 15 mature Honeylocust trees will be
removed. Large caliper trees are to be planted on
County Complex property to offset the loss of these trees.
All plans have not been finalized yet. There is still
talk of more changes .

Two subcommittees were proposed and voted on:
1. Ordinance Committee: Jennifer Harrington, Kathie
Anderson, Mary Pat Matheson, and Steve Schwab.
Larry Livingston will also be sitting in on this
committee.
2. Public Relations Committee: JoAnne Milner and Bob
Burke.
A network of contacts of all the Board members will
be used to get information and press releases published.
A suggestion was made to decide on a specified length of
time for the monthly Board Meeting. This would be helpful
for Board Members to plan their evening schedules.
Anytime there is knowledge of a project in a district of
concern to the Shade Tree Board, it would be very helpful
if the other members of the Board were notified so there
is an opportunity to inspect the project before the
Board Meeting. Members of the Board were requested to bring
a list of projects, in their districts, to the July meeting.
Kathryn Marshall came in to administer the Oath of Office
to the members of the Board who had not yet been sworn in.
Mary Pat Matheson will be out of town and unable to attend
the July 1st meeting.

Dear Mr. Welch:
I appreciate your taking the time to attend our last Urban
Forestry Board meeting and discussing with us the proposed
landscaping plans for the Smith' s Food Store located at
800 South and 900 East Street.
Upon review of the proposed plan, the Board recommended
the following for your consideration as discussed in the
meeting with you:
1. The 6 ' high concrete retaining wall to be
constructed as a screening buffer at the west
end of the parking lot (running parallel with
Windsor Street) could be planted with Wisteria
vine. This would provide a more aesthetically
landscaped view of the parking lot and blend
nicely with the landscaping done along 800 South.
2 . Norway Maple trees planted on 900 East (parking
lot grounds and city parking strip) would be
staggered and alternated with two different
cultivars - Cleveland or Emerald Queen (green
leaf) and Crimson King (purple leaf) .
3 . The existing Sequoia redwood tree located near
the southwest corner of 800 South and 900 East is
a rare species and an excellent specimen tree
which should be saved and protected when con-
structing the expansion to your existing parking
lot. Particular attention should be given to
not changing the grade near this tree when a berm
is constructed around the parking lot (your
proposed landscape plan addresses this need) .
4 . The planting of two trees on the city parking
strip on 900 South is recommended to help screen
the loading dock area of the store. Norway
Maple trees are currently located along the city

parking strip on this street. I would recommend
that Norway Maple (Cleveland or Emerald Queen) or
Honeylocust (Shademaster or Imperial) be planted.
The trees should be located midway between
driveways and six (6) feet south of the sidewalk.

Tree Planting - 500 street trees planted in April - May
(Norway Maple, Honeylocust, Linden, Pear, Plum, Crabapple,
Hawthorn, Golden Rain) . 20 large trees being planted in
Downtown and Sugarhouse Business Districts.
Tree Removals - 35 American Elms (Dutch Elm Disease) removed
from city parks since January 1986. 15 diseased elms removed
from city streets since January 1986 .
80 requests pending (have been inspected by Urban Forester)
to remove trees. Contract may go out for bid on July 1,
1986 to reduce backlog.
Stump Removals - 170 stumps to remove from city parking strips.
Contract awarded to Diamong Tree Service for $6, 630 . 00 ($39. 00/
stump) . Work started May 30 , 1986 and will be completed by
June 20, 1986 .
Tree Trimming - 150 Pending requests to trim trees. Trimming
being done by City Shade Tree crew.
Spraying - Numerous daily requests received to spray city
trees for Boxelder Bug, Boxelder Leaf Roller, Aphids and
Elm Leaf Beetle. Spraying at individual addresses and
large locations (Avenues) being done by City Shade Tree
crew.
Insect/Disease - Sycamore, Elm and Ash trees have been
infected by Anthracnose. Fertilization and watering of
stressed trees is being recommended. Spraying (Fungicide)
and pruning to help control spread should be considered.
Street Tree Inventory - Started in April 1986 . Currently
have two people hired to conduct Inventory on contractual
basis. Approximately 6 , 500 street trees inventoried as of
June 1, 1986 . Sections of City Council Districts done -
District 3 and District 5. Sections of Districts 1, 2,4 ,6 ,
and 7 will also be done this year. Looking to possibly

hire two additional people after July 1, 1986 to do
inventory. Need to complete within two (2) years
(80, 000 - 100, 000 street trees) .
PROJECTS PENDING OR STARTED
City/County Building Restoration - Washington Square
(Remove trees and prune trees in staging area/West
entrance - four (4) trees removed and five (5) trees
pruned on May 31, 1986) .
Review of City/County Building Restoration plans (Including
Landscaping/Tree maintenance/Tree removal) - 40% review/
June; .90% review/July; 100% review/August.
Street Project #38-685-2 (widening of 1700 South BETWEEN
from 300 West to State Street) . Removal of eight (8)
mature street trees on North side of 1700 South - three (3)
Norway Maple; two (2) Catalpa; three (3) Tree of Heaven
will be done in July 1986. Relocation of utility poles
required. Pruning of five (5) trees located on private
property (Done week of May 26, 1986) .
Salt Lake County Complex - widening of 200 East (Between
2100 South and Westminster Avenues) to be done July 1986 .
Removal of six (6) mature Honeylocust street trees (west
side of 200 East and north of 2100 South) to accommodate
widening of street. County intends to plant large caliper
trees on County Complex grounds to help offset removals.
According to Larry Livingston, a final decision by the
County on removal of these trees (and possibly others on
street) has still not been finalized as of July 1, 1986 .
PROGRAM DEVELOPMENT
Develop and recommend tree ordinance for adoption.
Further develop "Newspaper for Trees" program.
Obtain Tree City USA status.
Develop Salt Lake City Urban Forestry Master/Management
Plan.

The Urban Forestry Board meeting for July 1, 1986 was
held as scheduled. Five of the Board members were absent
(Bob Burke, Mike Bird, Peter Lassig, Jennifer Harrington,
and Mary Pat Matheson) and; therefore, it was decided
that action could not be taken on agenda items .
Another meeting has been scheduled (refer to agenda)
since there are several important matters that need to
be addressed. A presentation by Jan Striefel of Land
Design concerning the landscape restoration of the City
& County Building will be conducted. Mr. Burtch Beall,
who is the local architect overseeing the entire
restoration project, will also be attending. Both of
these individuals have been contacted by me and are
willing to take the time from their busy schedules to
meet with the Board on July 15th.
If you can't be at the meeting on July 15th, please
contact Karen Salisbury at 972-7809 and let her know as
soon as possible.
