MINUTES :
This was the 26th meeting of the Tracy Aviary Advisory Board of
Salt Lake City. The meeting was held at the Parks & Recreation
Building , 1965 West 500 South.

The meeting was called to order by Rendell Mabey at 10 : 05 a.m. at
which time he introduced Virginia Walton , a new member of the
Board , and Sheryl Gillilan , the liaison for Mayor DePaulis.
Rendell also explained that Rick Graham would be a few minutes
late .
ACCEPTANCE & CORRECTION OF MINUTES
Jules Dreyfous motioned to accept the minutes of August 6 , 1986
and October 1, 1986 with one correction . In the October minutes ,
Bill Bailey should be changed to William Bahle. John Wennergren
seconded the motion which passed unanimously, all Board members
present voting "aye . "
CURATOR' S REPORT
Grenville handed out copies of the stock update list and reviewed
it with the Board. He explained that the Aviary is preparing for
winter and is putting some of the birds inside . He reported that
a $1 ,500 cockatoo had been stolen from the Aviary. A report of
the incident was aired on television in hopes that it may be found

and returned .
Grenville handed out copies of the tree inventory prepared by
Steve Schwab , City Urban Forester , and reviewed it with the Board .
This report lists all the trees within the Aviary that need
trimming , removal , etc . Cost estimates for the work listed totals
$15 ,000 . Jules asked why the Aviary has to pay for the service .
Rick explained that the Parks Department crews perform the work,
but it probably wouldn' t get done for about two years. If the
Aviary paid the cost, it could be put out to bid and performed by
a private company within a short period of time . This project is
one that needs some immediate attention because of some dangerous
conditions and for aesthetic purposes.
Grenville reported that he met with the Capital Improvements
Committee. He thinks it is a good time to re-think the bird show
while considering the amphitheater . Steve will need birds,
employees, and money in order to increase the caliber of the show.
John Wennergren requested having a written proposal to be prepared
for the Board ' s review. George commented that he went to the last
bird show of the year and he was highly impressed . George
motioned to commend Steve Chindgren' s work and efforts for the
birds show. He feels the birds show should be preserved and
continued at all costs. Rex Kennedy seconded the motion which
was open for discussion .- Steve commented that with a new
facility, more should be invested into the bird show. He believes
it could be performed more than one or two shows per week ,
possibly even three to four times per day. The motion passed, all
Board members present voting "aye ."
Steve will work out a budget request for the birds show to be
presented to the Board . Kevin commented that the Capital
Improvements Committee feels the purpose of having the
amphitheater by the Children' s Garden is to have it segregated
from the Aviary in order to have bird shows more often with
minimal disruption to the Aviary during and after open hours.
Money generated from the bird show should go towards enhancing the
bird show. Rendell feels the show is a great service to the
city.
John suggested that the proposal to be prepared for the bird show
include cost estimates as well as projections.
Rick reported that he met with John Gust to discuss - the
amphitheater . John was concerned about putting too much money
into the facility. He wondered if the amphitheater is needed in
comparison to some of the other improvements that need to be done
at the Aviary. Also , he thought that if that much money was going
to be put into the amphitheater that an admission charge should be
implimented - are we ready to do that? John firmly supports the
bird show and believes it is a great asset.
Virginia Walton stated a strong objection to charging admission
every day. She said the neighborhood surrounding Liberty Park is
in a lower income bracket and many could not afford to pay and ,

therefore, would not be able to enjoy the Aviary. She feels more
vandalism would occur by keeping them out. Grenville suggested
having a "free day. "
ADMINISTRATIVE REPORT
Rick reported that the reappointments of Clayton White , Gainor
Bennett, Rendell Mabey, and Ross Anderson should go through
without any problems. The Council has to approve the Mayor ' s
recommendation . The Mayor ' s Office has to receive financial
disclosure statements and a resume from those members before they
can be reappointed .
COMMITTEE REPORTS
Capital Improvements. Rick and Kevin showed conceptual drawings
showing the possibilities of having the amphitheater in the
Children' s Garden area . Kevin Anderson motioned to accept the
proposed location of the amphitheater by the service entrance and
proceed with final drawings and with working to reduce the
construction costs from $77 ,000 . Rex Kennedy seconded the motion
which passed unanimously, all Board members present voting "aye."
Propagation. Rex explained that Grenville covered this report in
his.
Public Relations. Mark reported that the committee had not met,
but progress is being made with the flyer .
OTHER BUSINESS
A meeting will not be held in December . The next meeting will be
held on January 7 , 1987 .

Cost Estimates
Hi/Low trimming done according to NAA Pruning Specifications
(Class I - Fine Pruning) would average $125/Tree.

NAA Pruning Specifications would average $90/Tree.
9 Trees X $40/Tree = $360
Topping to reduce the size of trees would average $50/Tree
12 Trees X $50/Tree = $600
Tree/stump removal according to contract specificiation would
average $150/tree.

Reasons for pruning and removing designated trees in. Tracy Avairy.
1. To improve the asethetics of the existing trees and the
overall appreance of the Avairy.
•
2. To improve the health, vigor and biological growth of the
trees. •
3. To eliminate hazardous conditions (i.e. removal of dead
limbs, poorly formed' limbs, etc. ) that now exist•,to both
people and property within the Avairy grounds.
4 . To help reduce further damage and destruction to trees
caused by wind, ice, and snow by eliminating poorly
formed and weakly structured limbs. •
5. To allow for greater penetration of sunlight in the
understory areas of the Avairy so new trees and other
vegetation can more easily be established and grown.
6. To create greater diversity for planting with a variety
of different tree species to replace those that are being
removed.
7 . To take advantage of the recent construction which has
provided access to certain areas within the Avairy for
mechinized tree trimming equipment. Once construction
is completed, this equipment will not be able to be used
and therefore the cost to trim certain trees will be
higher than if it were done now.
8. To have "specimen" trees (i.e. representative of species
growth, shape, form etc. ) which could be identified and
used in developing a "tree walk" tour within the Avairy
grounds.
