Minutes
August 27, 1991
In attendance: Curley Jones, Rawlins Young, Ranae Pierce, Marion Willey,
Addi YoSoy, Nancy Harrison, Nancy Saxton, and Wallace Goates . Guests:
Monica Whalen Pace. Staff : Stephanie Harpst, Sherrie Hansen and Bob
Buchanan.
Excused: Rosemarie Rendon and Patrick Johnson.
Marion called the meeting to order at 5:45 p.m. He introduced Monica
Whalen Pace who would be observing this meeting as a possible candidate for
CDAC and he introduced new CDAC member Wallace Goates. Marion suggested
that all members and staff quickly introduce themselves to the group.
Bob Buchanan presented updated information on the City purchasing the
Sugarhouse Post Office with a Section 108 Loan. He reported that since the
appraisal of the building, the initial purchase price had been modified to
an estimated amount of $250,000, with an additional $200,0000 needed for
immediate rehab. It is estimated that over the next 5 years $300,000 would
be needed for additional rehab and several hundred thousand dollars may be
required for tenant improvements .
He stated, he had investigated whether lease payments would be enough to
repay the loan, but because of the increased costs, it did not seem
probable. Other monies would be needed to repay the loan. He told CDAC
that because of these new developments he did not know if the City would
purchase the building, however, he will inform CDAC as information becomes
available.
Stephanie then discussed the Fall meeting schedule. She explained to new
CDAC members that 5 meetings are held with Community Councils to present
project proposals effecting each neighborhood. She also explained the
General Needs Hearing that CDAC holds with the Mayor. This is a public
hearing where citizens are given a chance to express their neighborhoods
needs . See attachment A.
A subcommittee of Ranae, Rawlins, Marion and Addie was formed to meet on
August 29 to set the Fall schedule for Neighborhood meetings . Rawlins
suggested that this year the General Needs Hearing be held in October
rather than in January as in previous years . When the Hearing is held in
January, people are more inclined to lobby for their project proposals
rather than the general public expressing the needs of their neighborhoods.
Stephanie said she would check on the Mayors schedule.
Marion moved to approve the minutes from the meeting held on August 6,
Ranae 2nd. Motion passed.
Rawlins moved to postpone elections until the Month of October, Nancy 2nd.
Motion passed.
CDAC tentatively scheduled their next meeting for September 26 .
Meeting was adjourned at 7 : 30 p.m.

Last year CDAC held 5 Fall meetings with Community Councils and a
General Needs Hearing with the Mayor, to listen to CDBG proposals
effecting their neighborhoods . These meetings gave Citizens a
chance to know and participate in activities proposed for their
area and helped the City in meeting HUD citizen participation
requirements .
Does CDAC feel that this is a good format to hear CDBG project
proposals? Do you want to continue neighborhood meetings and a
general needs hearing with the Mayor?
The following is a list of last years community meetings
schedule:
Avenues/Capitol Hill - Wednesday, October 24, 1990, 7:00 p.m.
Salt Lake Community High School, Cafeteria - 233 West 200 North
Handicapped parking and entrance is located on the south side of
the building.
Central/East Central - Wednesday, November 7, 1990, 6:30 p.m.
Central City Community Center, Senior Citizen Room - 615 South
300 East
Handicapped parking and entrance is located on the northwest
corner of the building.
Sugarhouse/South Central - Thursday, November 15, 1990, 7:00 p.m.
Sprague Library, downstairs - 2131 South 1100 East
Parking is available at the back of the building in the Maclntyre
Center which is accessible from 2100 So. Handicapped entrance is
located on the east side of the library, adjacent to the
Maclntyre Center parking.
Peoples Freeway/West Salt Lake/American Towers
- Wednesday, November 28, 1990, 7:00 p.m.
Chapman Library, downstairs - 577 South 900 West
Handicapped entrance is located on the east side of the building.
Northwest/North Redwood - Wednesday, December 5, 1990, 7:00 p.m.
Agricultural Building, Room 228 - 350 North Redwood Rd.
Handicapped parking and entrance is located on the south side of
the building.
The General Needs Public Hearing, with CDAC and the Mayor was
held Thursday, January 31, 1991 at 7 :00 p.m. , in Room 126 at the
City/County Building.
