1/20/1995 - Meeting Minutes Minutes of the Salt Lake Valley Solid Waste Management Council Workshop held Friday, January 20, 1995 at 9:00 A.M. in the Administration Building Conference Room, 6030 West 1300 South, Salt Lake City, Utah. Distribution of Minutes Minutes of the Workshop held December 16, 1995 were distributed prior to the meeting. 2 . New Safety Program Romney M. Stewart noted that employees and management at the landfill have been involved in developing an extensive safety program. Safety at the landfill has been emphasized because the operation of the large equipment and heavy truck traffic increases employees exposure to risk. The landfill has been a relatively safe place to work, but being safety awareness can always be improved. A comprehensive safety program has been implemented at the landfill, including regular monthly safety meetings for employees to attend. Topics discussed have included "lock out/tag out" procedures, employee right to know, labeling of materials, and proper use of the materials found at the landfill. Jeff Wolf and Dave Lore have been regularly involved in conducting and instructing employees .at the safety meetings . An employee safety incentive program has been submitted to the County Commission for approval. If approved, employees would be eligible to receive a safety incentive award every 90 days provided a lost time injury or a preventable accident does not occur at the landfill. If a lost time injury or a preventable accident occurs, the 90 day incentive period would begin again. Employees that are not involved in a preventable accident or do not incur a lost time injury during the year will also receive a safety incentive award. It is anticipated that the safety incentive award program will encourage a team effort in a safer working environment. Jeff Wolf distributed copies of a Driver of the Month and Company of the Quarter Safety Incentive Program being proposed for implementation at the landfill. He noted that 600 to 700 trucks arrive at the landfill with material for disposal; some companies bring materials to the facility three or four times a day. Management would like the landfill users and their drivers to be more aware of safety issues surrounding the landfill operation. Most of the drivers coming to the landfill operate their trucks in a professional manner; however, some do not. Management would like to reward those drivers that operate their vehicles in a safe manner. A committee has been selected from the employees at the landfill that represents all phases of the operation to select the driver of the quarter. The Company of the Quarter will be selected from those companies represented by the Driver of the Month during the quarter. Employees and companies are encouraged to work together and take time to 5 . Long Term Strategies Plan - Draft Presentation Romney M. Stewart indicated that a senior staff retreated was conducted in November, 1994. The long term role of the division was discussed. A draft of the ideas discussed was prepared and distributed for members of the Council to review and discuss for future planning. Kent Miner noted that the County bond rating is affected by how well the solid waste is managed and the landfill operated. He commended landfill management for the fine manner in which the landfill is operated; the operation at the landfill benefits everyone in Salt Lake City and County. Lonnie Johnson suggested that the use of a transfer station will become part of the solid waste disposal program of the future. Lonnie Johnson suggested that the Recycling Information Office be moved back to the administrative offices at the landfill. He also noted that Chris Smart had left the staff at the Recycling Information Office to seek other employment. Romney M. Stewart reported that additional landscaping is planned at the facility in the near future. 6 . Other items The performance audit conducted last year has been completed. A draft report has been prepared and is receiving high level final review. The audit should be available for review at the next Council meeting. The 1994 year end preliminary budget figures have been received and revenues cover all expenses at the landfill. Recruiting for the Recycling Coordinator position vacated by Joyce Leach is underway; a register is being prepared and interviews will probably be next week. There were 40 applicants for the position; Personnel reviewed the applications and prepared a short list of individuals to be interviewed. The next meeting will be held on February 24, 1994 - Workshop Session Only. Bud Stanford indicated that some shredded tires have been brought to the landfill; the tires have been used as daily cover along with dirt, fluff, and tarps. The tarps do not work well during cold weather have a tendency to become very stiff and tear easily when moved. Daniel L. Bauer indicated that the Consultant Selection Committee had met to select an engineering firm to design the leachate collection system, gas monitoring, and the final cap on the landfill modules. These items were not addressed in the master plan design by EMCON. Twenty nine individuals attended the prebid meeting; thirteen of those companies represented responded to the RFP. The short list included four companies, i .e. Kleinfelder, EMCON, WESTON and Harding Lawson; representatives of the four companies were interviewed and scored prior to making the final selection. The cost on the four proposals ranged from $93, 000 to $150, 000. The ratings were based on the companies overall presentation; the company selected, Harding, Lawson estimated the cost of the project at $95, 215 . Meeting adjourned at 10:30 A.M. m kshap9.ftm 3
