11/19/2018 - Meeting Minutes (3) SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes of the November 19, 2018 Meeting Present from the Bicycle Advisory Committee were Joshua Poppel, Nathan Anderson, Zachary Anderson, Todd Hadden and Josalyn Bates. Absent from the Bicycle Advisory Committee meeting were David Brooks, David Parrott, Elicia Cardenas, and Omar Poole. Also present were Tom Millar, Becka Roolf, Dave Iltis, Taylor Anderson, Katie Larsen, Joe Taylor,Adan Carrillo and two U of U students, Nina and Zack. The meeting, held at the Transportation Division Office, 349 South 200 East, Salt Lake City, Utah, was called to order at 5:03 p.m.by Joshua Poppel. Welcome and Introduction of Members and Guests —Joshua welcomed everyone and everyone introduced themselves. Public Comment — Dave Iltis met with Transportation to discuss Gladiola Street. Gladiola was reconstructed from 50o South to 90o South and this discussion was regarding adding/extending the bike lane between 90o South and i800 South making a continuous 6.3 mile bike route to 50o South. Transportation said they want to do this but it won't likely happen until 2020. Dave feels it's an important project. There is going to be some construction at i3oo South soon and Jon Larsen agreed that he would want to extend the bike lanes to i800 South. He also let everyone know that the Wasatch Choice 205o Plan will be open for online public comment soon. Taylor is looking forward to a discussion about the speed limit on 90o West especially since the City is going to be re-designing 1700 South and the speed limit is currently 35mph. It will be a similar design to 90o West and he is looking forward to a discussion about whether that is an appropriate speed limit. Josalyn said the Bicycle Ambassador Program is not currently an active program. Dave said he received information from SLCo that BikeUtah chose not to renew the contract so now the County is looking for someone to take over that program. Approval of Minutes—Motion: Nathan Anderson moved to approve the minutes of the October 15, 2018 meeting. Zachary Anderson seconded the motion. The motion passed unanimously. Connection: Utah Transit Authority Joe Taylor, UTA UTA has two big TIGER funded projects which are the 30o North Pedestrian Bridge which is funded for 2020 and Folsom Trail improvements which will begin in 2019. Page iof4 BAC Minutes 2018—11-19-18 They have also received a CMAQ grant to fund new bike racks on three busses. Joe would like to put those bike racks on busses with high bicycle boarding but since the busses are rotated, that is not possible. Instead, UTA is trying to obtain more funding for better bike infrastructure on every bus. He said Salt Lake City and UTA have begun working together to improve bus service in SLC. It is the first time an entity asked for more bus service than what sales tax allows for and SLC should begin seeing longer spans of service and more frequency. Joe went over how UTA obtains their regional active transportation data and what they would like to do to improve that. They are also working on station access guidelines which will make the stations better for walking or cycling to rather than the current park and ride models. There was recently a UTA study to find out what existed at their 620o bus stops. That information was put into a list and every stop was scored to strategize and improve them. There was a first/last mile study which was a gap analysis of bike/ped access to rail stations which led to a TIGER grant that was funded to fill in those gaps. If the Committee is aware of any gaps, Joe would love the feedback. Neighborhood Byways, including Rose Park, Poplar Grove 90o South Reconstruction / Roundabout Tom Millar, SLC Transportation Tom talked about the 90o South reconstruction project which will include redoing the entire road in concrete, making the road narrower with only one lane in each direction, adding a turn lane, a downhill bike lane, an uphill separated path to ll00 East as well as some intersection improvements. There initially wasn't enough budget to include the roundabout however the Mayor has forwarded her recommendation to the City Council to increase the funding to include that roundabout, with a decision expected soon. This project should go out to bid January 2o19. Motion: Todd Hadden moved to write a letter of support for the 90o South Roundabout to send to the City Council. Josalyn Bates seconded the motion. The motion passed unanimously. On the west side, there are some neighborhood byway projects including one in Poplar Grove and one in the Fairpark/Rose Park neighborhoods. The main beneficiaries are the people who live on those streets. It prioritizes people walking and biking on the street and creates a calmer neighborhood. These byways will include some intersection improvements and some identifying features, signage or wayfinding. Crossing improvements include traffic diversions to encourage motorists to use other roads such as 90o West or Redwood Road for through travel. He showed a map of possible routes in both areas which basically coincide with the Pedestrian/Bicycle Master Plan. Tom has some outreach planned for these neighborhoods and there will be an opportunity for BAC members to participate in the process. Todd Hadden volunteered to be on the Stakeholder Committee and Becka suggested that David Parrott would also be interested. i3oo East Reconstruction Adan Carrillo, SLC Engineering Page 2 of 4 BAC Minutes 2018—11-19-18 Adan gave a presentation on the i3oo East reconstruction project which goes from i3oo South to 2100 South. Engineering will be reconstructing the entire road as well as adding a center turn lane,bike lanes and removing parking. There will be a second open house for public input in December. Streets Reconstruction Bond and Complete Streets SLC Engineering/Transportation Staff Becka gave an overview of the Streets Reconstruction Bond. She reminded the Committee of their original input on what roads were falling apart, which was furthered by brainstorming by the Transportation staff. While Transportation staff were looking at streets in poor condition to make some transportation function changes to, Engineering was doing more formal assessments of street quality in a massive survey of every city street. Those two things have come together now along with some funding. Since the Streets Bond passed, there is now about $87 million over the course of 6 years to reconstruct city streets. This will be a very collaborative process between Transportation and Engineering with pavement condition being the main driving force. She explained the process,went over several different streets as well as what type of projects the City wants to do on those streets. There will be future public engagement for some of these projects. Transportation Choice Fund (SLCo)Applications / Letter of Support Since there was an increase in sales tax for both the City and the County in the 4th quarter, it was announced that around $4omillion in funding is available for municipalities to apply for. This money is for use on transportation projects with an emphasis being on active transportation and transit. SLC put together 7 applications for project funding. Becka went over these projects and asked the Committee if they would be interested in writing a letter of support. Motion: Nathan Anderson moved to write a letter in support of the projects that SLC has applied for through the Transportation Choice Fund. Todd Hadden seconded the motion. The motion passed unanimously. Brief Updates —Becka Roolf, SLC Transportation Division goo West Speed Limit—The 90o West project originally included buffered bike lanes and then the community came up with the idea of having parking which competed for space with bike lanes. Since adding on street parking has somewhat of a traffic calming effect, the Committee decided not to challenge the speed limit which they felt should be lowered. After a year of the new configuration, Transportation did a study and decided to keep the current 35mph speed limit.
