TRANSPORTATION ADVISORY BOARD
Minutes of the April 1, 2019 Meeting
Present from the Transportation Advisory Board were Bradley Palmer, Courtney Reeser,
Daniel Mendoza, Dave Alderman, Ellen Reddick, Jon Larsen, Joshua Poppel, Matt
Sibul, Paul Schulte, Reid Ewing and Suzanne Stensaas.
Absent from the Transportation Advisory Board was John Beener.
Also present were: Amy Lyons, Becka Roolf and Megan DePaulis.
The meeting, held at the Transportation Division Office, 349 South 200 East, Salt Lake
City, Utah, was called to order at 4:01 p.m. by Courtney Reeser.
Welcome and Introduction of Guests — Courtney welcomed everyone, there were
no guests.
Public Comment — There were no members of the public.
Motion: Ellen Reddick moved to approve the minutes of the March 4, 2019 meeting.
Dave Alderman seconded the motion. The motion passed unanimously.
Report Out
TAB Members
Joshua said the BAC is supportive of better coordination with TAB which will be
discussed in an agenda item later in the meeting. Ellen is going to meet with the SLCPD
about reframing the way they report auto/pedestrian accidents. She feels they should be
more specific about who was at fault and why as there seem to be a lot of accidents
caused by vehicles going around other vehicles already stopped for pedestrians or
pedestrians not in crosswalks. Paul said there have been some challenges with
Mountain View and Glendale and the Community Center in that area. They are building
a turnabout driveway so parents can drop children off and they are hoping having that
additional drop off will help get the children there safely before and after school.
Courtney asked if the road diet in that area has helped and Paul said it has not. He said
Meadowlark and Edison Elementary Schools will be completed this summer and open
this fall. Matt said UTA is planning to build several mixed use developments and their
Board recently took action to choose three more sites one of which includes a 20 acre
parcel in the salt lake central and north central area. He is excited to work with SLC to
get approvals for this development which will breathe new life into the central station.
Suzanne asked if UTA has considered using any of their surplus properties for park and
rides. Matt said there are park and rides at most of these sites and they will look to see if
parking demands will be met with their new developments. Suzanne noticed on her way
to the TAB meeting as she passed Dilworth Elementary that there was not a single bike
but there were about 5o razor scooters. In a way that's better for the kids as they don't
need to worry about theft but she was disappointed that there weren't any future
bicyclists. She was pleased to see how the Division responded to the citizens who were

upset on 2700 South. Jon said there will be bike lanes in both directions and parking
will be removed from the north side. Courtney said she had an inquiry about traffic
signal synchronization again. Jon said they just finished an i8 month study and worked
closely with UDOT to re-time the signals downtown and other major corridors.
Courtney said another thing that was asked is if as they rebuild schools, could traffic
calming be a part of that conversation. Jon and Paul agreed that could be done and are
going to meet about it.
Open Meeting Law Training
Megan DePaulis, SLC Attorney's Office
Megan DePaulis from the City Attorney's office gave the Board their annually required
open meeting law training.
BAC Coordination
Becka explained the organizational structure between TAB and BAC and how the BAC
Vice-Chair's role is to be the connection between the two. She went over ideas for better
communication including referring topics for review back and forth. She gave examples
of actions BAC has taken in support of projects and suggested a joint annual meeting.
Courtney went over a Bob's rules of order handout which was also given to BAC.
UDOT Project Updates
Brad Palmer, UDOT
Brad discussed the upcoming 2019 UDOT projects within the Salt Lake area.
Legislative Recap
Jon Larsen, SLC DOT
Jon went over all of the transportation related legislative updates which can also be
found at www.wfrc.org.
The next meeting of the Board was scheduled for May 6, 2019.
The meeting was adjourned at 5:32 p.m.
