Meeting Open & Welcome: Jeff Worthington called the meeting to order and established a
quorum, including all members of the committee except for Frances Hume, were present. At her
request Jeff Worthington excused Frances Hume. Jeff Worthington read the Opening Statement
for electronic meetings.
Review & adopt February 20, 2020 and February 24, 2020 meeting minutes: After noting minor
technical edits to the Feb 24th minutes by Ray Schelble, a motion to approve the minutes of the
meetings held on Feb 20th and Feb 24th were made by Brandon Dew and Jeff Herring, Both sets
of minutes were unanimously approved by the members present.
Public Comment: None.
New staff introduction: David Salazar introduced Eleonore Jackson as the City’s new
Classification & Compensation Analyst.
Utah Open Meetings Act annual training: Senior City Attorney Jonathan Pappasideris was
introduced and provided the committee’s annual training on the Utah Open Meetings Act. The
City has a statutory obligation to provide this training to its board and committee members, as
outlined in Utah Code 52-4-101.
2020 City compensation & benefit updates: Carolyn Campbell and David Salazar shared with
the committee updates and changes affecting the City’s employee benefits and compensation
programs.
Highlights from Carolyn Campbell’s presentation:
At the onset of the City’s open enrollment period this year, the City conducted it’s annual review
of the City’s benefits program. This year that process included the review of the City’s benefit’s
contract. This included a review of medical, dental, HSA provider, short term disability, voluntary
benefits program, term life and accidental life & dismemberment, Midtown Clinic. After a
careful review the City’s benefits committee elected and selected to extend contracts to the
follow:
Renewed contracts with PEHP for medical, dental, term life and accidental life &
dismemberment
Renewed all contracts with Moreton and Company for the City’s voluntary benefits. There
were some additions that were added to the platform
The City entered into a new contract with the Hartford for short term disability. This is a
vendor that is still undergoing the implementation process.
There was a 3% decrease to the dental plan. In addition to the decrease the City added 3 new
premium holidays, where the City and employees did not pay premiums these holidays.
Regarding plan design, the City added two new premium holidays as results healthy reserves.
This year there was a 4.5% increase to the plan that started 7/1/2020 when the plan year began.
The City implemented and expanded preventive prescription benefit. Anything that is covered
by the ADACA and considered a preventive benefit is now pre-deductible.
The City added a concierge pharmacy to the Midtown Clinic. This took a lot of the benefits and
set the price at $3 dollars and $6 of additional savings if employees use the benefit to purchase
their prescription. This pharmacy is a limited pharmacy and the City is still tweaking the
medication list to ensure it is still being fiscally responsible to the City’s plan.
Highlights from David Salazar’s presentation:
As a result of the global pandemic and its impact on the local economy, there were no additional
increases or market pay adjustments for employees included in the City’s budget. The City has
put all already planned increases on hold for the time being. The City is planning on a mid-year
review to see where revenue stands
City council approved and issued a $1,000.00 bonus to all employees in departments and
divisions designated as emergency responders. This included all employees from Airport, Police,
Fire, 911 Dispatch and Public Utilities departments and divisions from our Public Services
department which includes Facilities, Streets, Fleet Management division and Waste & Recycling
division with the department of Sustainability.
The City approved and issued an internet pay allowance for those employees who are working
from home. There is a small number of employees who do not fit into the working from home
category or designated as emergency responders, the City will be looking into an option for all
employees, although it not yet determined what or when this will occur.
Although the budget was kept flat, the City included in the budget the merit pay increases for
the City’s union covered employees.
In the City’s negotiations with the unions, because there was no money to give at the beginning
of the fiscal year the City has committed to sit down with the unions and take a look at the
middle of year and see if anything can be done
The City’s Police Officer union declared an impasse through the negotiation process and as a
result the Police Officer union will not have the same mid-year look instead the City extended
the current contract for another year
The City conducted a successful negotiation with the AFSCME union and signed a new three year
agreement with the union. An agreement was made to hold off any financial changes until the
mid-year review process has occurred.
The City entered into an agreement with Payfactors to conduct the City’s internal pay equity
audit. David Salazar provided an update on the audit and shared with the committee when he
anticipates the results will be ready to present to the committee
2020-2021 Committee leadership changes: Jeff Worthington announced Frances Hume’s wish
to resign as chair. A motion to nominate Jeff Worthington as the Chair of the CCAC made was by
Jeff Herring and Mike Terry, a motion to nominate Ray Shelble as new vice chair was made by
Jeff Herring and Marlene Sloan. Both motions were unanimously approved by the members
present.
Proposed 2021 committee meeting schedule: In addition to considering potential meeting
dates for 2021, David suggested the committee consider scheduling one additional meeting
before the end of 2020 to receive the Payfactors report on the pay equity audit.
