2/2/2021 - Meeting Minutes Meeting Minutes Citizens’ Compensation Advisory Committee February 2, 2021 Members Present: Marlene Sloan Jeff Worthington Jeff Herring Ray Schelble Mike Terry Brandon Dew Jana Bake Members Excused: None. Meeting Open & Welcome: Jeff Worthington called the meeting to order and established a quorum, all members of the committee were present. Review & adopt: The committee members reviewed and unanimously approved the minutes from the January 19, 2021 meeting. The motion was set by Brandon Dew with a second motion made by Mike Terry. Public Comment: None. Discussion of topics: David Salazar begun the discussion following a format like last year and preferred by the Committee by reviewing each section of the previous year’s annual report. Highlights from the discussion • Section I: WorldatWork Salary Budget Forecast: David provided the 2020-2021 WorldatWork survey statistics as well as changes to the survey due to COVID-19. In addition, David also shared articles and survey results from other organizations including SHRM, Gallagher and Willis Towers Watson that were conducted to measure the impact of COVID-19. The summary from the additional surveys are that because of COVID-19, fewer workers are projected to receive pay increases in 2021 and other forms of variable pay such as bonuses are set to gain ground. Q: Jeff Worthington inquired if the city is anticipating receiving any stimulus money to help with the financial impact caused by COVID-19 as it pertains to employee compensation. A: David Salazar confirmed, the city has had some money come in but not in terms of direct assistance for local state governments. What the city has received was part of the CARES Act and the city provided lump sum bonuses to employees. Jeff Worthington commented employee pay increase and what else can be done for employees is something the Committee will need look into. Marlene Sloan commented if this section would be the section to callout the additional survey results and articles from the other organizations David Salazar shared. Marlene also commented regarding one of the articles, specifically the November article which talked about reduced salary increases as opposed to salary decreases and how that was a different playing field. Ray Schelble commented for consistency the Committee should continue to report the WorldatWork figures. Ray also agreed with Marlene Sloan that some of the information from the additional articles should be a part of the assessment to be considered. Jeff Herring commented he agrees with Ray Schelble to include the WorldatWork statistics because it has been used before and possibly will be used again, but also as a caveat to include the additional articles to consider because it throws in some variables in the analysis that needs to be considered. Ray Schelble commented the pay increase recommendations the Committee made last year that were not implemented because of the financial impact of COVID-19 is something that too should bear consideration. Mike Terry commented he is a proponent of the onetime lump sum bonuses or a type of variable compensation because although it does not affect the base compensation, it does provide some sort of payment to the employee, should this option be considered and something for city council to look at. Mike also added he believes the pay recommendations the Committee made last year were sound and should be the same recommendations made this year. Jeff Worthington commented he agreed the proposal the Committee has submitted last year was good and sound plan. Barring the financial impact of COVID-19 he stands by last year’s recommendations. Brandon Dew commented the additional surveys and articles surrounding the budget forecasts should be included for city council to see. • Section II: Salt Lake City Recruitment, Turnover and Labor Statistics: David shared with the committee the 2020 Turnover Statistics. Q: In the last CCAC meeting, Mike Terry inquired on the difference between the turnover rate and retention numbers as outlined in the report. A: David Salazar provided an update and explained to the Committee the metrics and methodology used. Q: Jana Bake inquired if the turnover rate for 911 is as high as it is, why people were leaving and if these figures were higher in 2019 and previous years. A: David Salazar explained this is due to the job being a hard to fill job for the city, in addition the job being an extremely high stress one has taken a toll on employee mental health contributed to the attrition. David also confirmed the turnover rate was 22% in 2019 and 21% in 2020. Brandon Dew commented if adding a 5- or 10-year average turnover and retention rate would make sense to help with seeing if there is a dramatic increase or decrease in the future David Salazar shared with the Committee the new CPI numbers were not available yet but could provide the figures in this section granted the Committee agrees. The Committee approves. • Section III: City Living Wage: The City will provide this data to The Committee once Salt Lake County has released the updated figures on its website. Mike Terry commented this is helpful information to look at, specifically the Salt Lake County data and that should be kept in the report. • Section IV: Local Market Pay Comparison: David Salazar updated The Committee on the status of the report. The Committee reached a consensus to update the benchmark pay guidelines to the following. New pay guidelines. Pay guidelines from last year. Brandon Dew commented and the Committee agreed to add a new table or column to showcase year over year shifts that are +/- 5% compared to market. Marlene Sloan commented on the Committee’s recommendation last year to report law enforcement jobs at 120% range compared to market as a response to city council. Marlene and the Committee agreed to continue including this in the report and in the appendix this year. • Section V: Local versus National Pay Markets: David Salazar provided the updated figures to the Committee. The Committee reached a consensus to combine this section with section II of the report. • Section VI: Pay Equity: David Salazar shared with the Committee again the final audit report. The full report and formal presentation were made and shared by Payfactors to the Committee on November 2020.
