TRANSPORTATION ADVISORY BOARD
Minutes of the March 1, 2021 Meeting
Electronically present from the Transportation Advisory Board were Benjamin
LaRiviere, Courtney Reeser, Daniel Mendoza, Dave Alderman, Ellen Reddick, Greg
Sanchez, Jennifer Diederich, Jim Espeland, Jon Larsen, Kerry Doane, Marjorie
Rasmussen, Myron Willson, Paul Schulte, and Suzanne Stensaas.
Absent from the Transportation Advisory Board were David Parrott and Reid Ewing.
Also present were Amy Lyons,Adan Carrillo, Daniel Fendler, Stewart Soleman, Zachary
Anderson, Rachel Manko, Russell Weeks, Jeff Gulden, and Lynn Jacobs.
The meeting was held electronically and was called to order at 4:02 p.m. by Courtney
Reeser.
Welcome and Introduction of Guests — Courtney read the anchor statement and
welcomed everyone.
Public Comment—There was no public comment.
Motion: Daniel Mendoza moved to approve the minutes of the February 1, 2021
meeting. Myron Willson seconded the motion. The motion passed unanimously.

TAB Members
Suzanne said the East Bench Planning group had a meeting with UDOT regarding the
Foothill area. They gave UDOT a little bit of the history and expressed their frustration
over the number of studies and the lack of action. Their impression is that UDOT is only
interested in pavement and no other changes. She said Lynn Jacobs explained what was
happening on Sunnyside, but the projection map and her recollection of the location is
that is isn't quite overlayed correctly. They are concerned that there is another study in
a different area of town when they are told there isn't enough money to make changes.
She feels the money going towards the study could easily do something in terms of a bus
stop or crosswalk. Paul said the SLC School Board has selected Timothy Gadson from
Minnesota as their new Superintendent. He will begin in July. Ellen said there was
another meeting regarding Foothill, and they are still trying to get something done.
Lynn Jacobs attended the meeting and she said he had a wonderful plan for different
intersections and is going to do some wonderful things at Sunnyside and Foothill. Kerry
said UTA is anxiously awaiting the end of the legislative session to see what happens
with infrastructure. Jim said Google Fiber has been installing in his neighborhood. He
said they are filling the streets with concrete material and aren't completely filling in
many areas, so he's concerned the cracks are going to freeze and break loose. He
contacted Google who referred him to their sub-contractor who hasn't answered his
calls. He's wondering who to contact to rectify this. Daniel said he agrees and that not
only is this a structural issue, it's a huge hazard for cycling. He's seen people get their

bike tires caught in these and fall over. Courtney said she will speak with Jon regarding
who within the City can help with this. Suzanne said this needs to be rectified now
because it will be difficult to have someone come back and fix it later. Courtney had
someone contact her about the intersection of 400 South and 900 East. The road is two
lanes going into the intersection and only one lane coming out of it. This has caused
people to race and some road rage incidents and they are wondering if there is a way to
change this. Myron pointed out there is also a bus stop at that location. She said they
also have the continuation of the 600/700 North corridor study which will be presented
at the Rose Park Community Council Meeting. There is also going to be a City Council
public hearing on March 16th regarding the proposed re-write of the City's off-street
parking ordinance. Suzanne asked if there was a link to view this information and
Russell said there will be once the agenda is posted for that meeting. Courtney found
out that the TAB chair is an Ad-Hoc member of the PEANUT Board and she will be
going to those meetings as well. There was also a TAB/BAC coordination meeting where
they talked about having a joint meeting in both January and June.
SLC 2021 Construction Preview
Jeff ff Gulden, SLC Transportation&Adan Carrillo, SLC Engineering
Adan explained that the Transportation Division oversees the planning of the needs on
city streets and Engineering oversees building those plans. He went over the funding
our future (FOF) website (http://fundingourfutureslc.com/)which shows city projects
and has a variety of tools including being able to see the progress on those projects.
Adan went over some of the projects being worked on this year. On the 900 South
project, the 1st phase will be from 300 West to West Temple and is heavily funded by the
RDA. They have dedicated funds to redevelop this area and make it more vibrant and
business friendly. He gave the Board a sneak peek of the design which will be a
complete transformation including things like center parking, buried power lines, new
ADA ramps,lane changes and trees. Adan also went over the 1st phase of the 300 West
project which goes from 900 South to 2100 South and will begin this year. He showed
the proposed cross sections which have a 2-way bikeway, midblock crosswalks,widened
sidewalks, and park strip upgrades. Kerry asked about long-range bus service planning
and Jeff said the current bus stops as well as additional stops have been planned for.
The 2nd phase of the 300 West project is slated to begin next year. Adan talked about
the goo East project which goes from Hollywood Avenue to 2700 South and will begin
this spring. He went over each individual section and explained the changes being made
to make this a bicycle friendly roadway. The last project Adan shared was the 100 South
project which goes from 900 East all the way to the U of U. There will be different types
of treatments in different segments. This project will begin in the spring and should be
done this year with the possible exception of some of the landscape work that may need
to be completed in 2022. He said there are many residential streets that will also be
reconstructed, and details can be found on the FOF website. Myron brought up parking
issues in a few areas and felt like there is a lot of storage space given to vehicles when
there is a need for more bike/ped facilities. Jeff said he doesn't know the specifics of the
areas Myron mentioned but it is something he can look at. Suzanne expressed her
concern that UDOT doesn't have more budget for things like beautification,
landscaping,bike lanes, and ped lanes. Marge explained how their funding works and
pointed out some of these types of projects that they have done. Suzanne thanked her
for the clarification and said she would like UDOT to work with the city to help beautify
the major streets, so the thoroughfares aren't ugly and only the neighborhoods are
pretty. Jeff also said that these projects are phased because they are large projects and

that there should be a continuous 9-Line Trail from Redwood Road to This Is The Place
State Park once finished.
UDOT Project Updates
Marjorie Rasmussen, UDOT
Marge went over a list of UDOT projects that she had sent to the Board prior to the
meeting. The SLC specific projects were the 30o North/Pedestrian Bicyclist Safety
Overpass, Kensington East/West Neighborhood Byway, 600/700 North Transit
Network Improvements and Active Transportation Improvements, the U of U
Intermodal Center, SLC Emigration Creek Trail, 300 West from 400 South to 2100
South Separated Bike Lanes, Beck Street Protected Bicycle Facility Design, and the
Pedestrian crossing at Stringham Avenue and Parley's Way. Many of the projects are
being done by SLC but since the funding is federal, they require UDOT oversight to
make sure they are meeting the federal standards. She also went over a list of interstate
or state road projects which include projects on I-8o, I-215, US89, SR186, SR292, SR71
and SR68. She said these projects are primarily for pavement preservation but also
included things like signals, pedestrian improvements and sometimes curb and gutter.
Suzanne asked about an extension of Connor Street to Wasatch Drive and Marge said
she would investigate that. Jim mentioned a section of I-8o where the signs don't seem
to match up with the lanes causing a lot of near miss accidents. Marge said they will be
redoing the overhead signage in that area and she will see if there are other options that
could be done in the meantime. Courtney would like to see the bridge preservation on
600 North being coordinated with the 600/700 North Study.
Local Link Transit Study Update
Lynn Jacobs, SLC Transportation
Lynn said SLC has been working on a Salt Lake County funded Local Link Study for
about 9 months now. It consists of two different components which are an update to the
Sugar House Circulation Plan and a Transit Alternatives Analysis looking at how to
better improve connectivity between Sugar House, Millcreek, and Holladay. He gave
them a preview of the plan which he is going to make public within a few weeks during a
Facebook Live event on March 24th from 11-noon. He showed the Board a map of the
study area and went over the project goals and timeline. They worked with SLC, SSL,
Holladay, and Millcreek to figure out regional priorities that have been agreed upon by
all cities. Those are reasonability, sustainability, choice movement, connectivity,
accessibility, adaptability, and safety. Lynn went over the 2 routes they are considering
which are on 1300 East and Highland Drive with 4 different potential modes including
enhanced bus service, streetcar,bus rapid transit and light rail. He showed them the
screening matrix they have developed so far which includes the 4 modes of each route,
the cost range, ridership, engineering feasibility, right of way and carbon emissions.
The next step is an implementation plan to figure out how to get this all built.
The next meeting of the Board was scheduled for April 5, 2021.
Motion: Kerry Doane motioned to adjourn the meeting; Jim Espeland seconded the
motion. The motion passed unanimously. The meeting was adjourned at 5:37 p.m.
