BICYCLE ADVISORY COMMITTEE
Minutes of the April 19, 2021 Meeting
BAC Members Present for this meeting were Daniel Houpt, David Parrott, Josalyn
Bates, Joshua Poppel, Martin Cuma, Rachel Manko, Stewart Soleman.
BAC Members Absent for this meeting were Gabriela Knudson, and Jacquelyn Thiel.
Also present were Amy Lyons, Lara Handwerker, Julianne Sabula, Greg Sanchez,
Patrick Casey, Benjamin Wood, and Dave Iltis.
The meeting was held electronically via WebEx and was called to order at 5:04 p.m.by
David Parrott. David welcomed everyone and everyone introduced themselves.
Approval of Minutes —Motion: Josalyn Bates moved to approve the minutes of the
April 19, 2021 meeting. Martin Cuma seconded the motion. The motion passed
unanimously.
Public Comment
Dave Iltis said the plan for 100 South is clearly violating the Complete Streets ordinance.
The plan is unsafe, doesn't do much in the way of reducing speeds and is such that it will
preclude ever having bike lanes in the future. In his view, the Committee needs to step
up and ask the City to revisit their plans. He has e-mailed and talked with Jon Larsen
who said he asked the engineers if it was possible to install bike lanes and they told him
it was not, but they are changing in terms of how they are approaching the project.
Several subsequent e-mails to Jon asking to see the plans, to put in substandard 41/2
foot lanes rather than 5-foot lanes and to install safety lanes so there would be two 10-
foot travel lanes in each direction were not responded to. The City is talking about
putting a 12-foot median strip between 1000 East and 1100 East by the SL Regional
Hospital which will preclude ever having more bike lanes on this stretch because the
median strip is too wide. The biggest problem with their design is that they are having a
io-foot inside lane, so closest to the center of the road followed by a 12-foot outside lane
which will do nothing to slow down the high speed of drivers on too South. They are
also talking about putting in pedestrian bulb outs and this median strip but with a 12-
foot travel lane you get people driving at 6omph on 10o South. The excuse is that the
Complete Streets ordinance doesn't need to be followed because of the cost to remove
parking. Their design did not consider the 2 1/2 foot gutter width which they've used for
bike lanes on 130o East,yet they are refusing to take that into account for the width of
the road on too South. It is a failed design and too South in that area is mostly a
residential street, there are a lot of apartments and houses and as far as I can tell, they
are not looking at reducing the speed limit. They could probably make bike lanes
substandard, make 41/2 foot bike lanes work by maybe removing 1-2 parking places
most likely between 110o and 1200 East and everywhere else there would be little
problem with that. If they refuse to do bike lanes, at the very least, they could stripe 10-
foot lanes with a safety lane which at least gives cyclists somewhere to go to not interact
with high-speed cars. They are refusing to do a road diet here because of the claim that

you need two lanes in each direction because of the University hospitals and while I
don't buy that, even granting that, there should be room for bike lanes. It makes me
extremely upset and I don't believe the residents of the street understand what is about
to happen which is essentially no change at all. What can BAC do about this is the
question? Lara said she doesn't know much about this project, but they can't act on
something that wasn't on the agenda. She said they are free to contact the City with
their individual comments and she is happy to put this on the next agenda if they would
like. David Parrott said it shows that this project has started or is going to begin on
June 14th so they can take Lara's advice and as individuals, follow Dave's lead if they so
choose and e-mail the City. He said they can't take official action until it's on an agenda,
but it might be too late by then. Martin rides that road and was unaware of this so he's
questioning the public process. In either case, he shares Dave Iltis' concern and feels it
is an ill-advised solution and while he doesn't think there is a need for a downhill bike
lane, he would like to see one going up and if not a bike lane, at least a parking lane on
the upside. He feels that would be a reasonable compromise. He would like to see if
they can have someone from Engineering next month. Lara suggested they reach out to
the project line as she doesn't know much about this project or the level of flexibility.
Martin said the design isn't very different than what it was in the past,but it isn't very
good. David Parrott said he feels like at this point they will have to be vigilantes and do
personal comments as if they wait until next month, it will be too late. He said they can,
as a Committee, express their disdain for not being involved in these types of projects
and when the City is investing in substantial infrastructure, that they should talk to
them first. They could say if the City is going to make these substantial changes,
especially on routes that lead to the U of U, BAC is taking a firmer approach as the
cycling arm of the TAB and insist the City talks to them before they do public comment.
Greg said through his involvement with TAB, he has a question about the 3Oo North
bridge. He wants to know the BAC view on an elevator as the bicycle way of getting over
the bridge. David P. said he's seen the design and appreciates that there is going to be
something there because in that part of town,you can't get over the bridge and you are
kind of stranded so it's a step in the right direction. Dave Iltis said it's similar to the
Legacy Bridge at the U of U,but you can't go both ways. Martin said he doesn't like the
Legacy Bridge so in his mind, it's a waste of time. He's not thrilled by the design but
maybe they chose it because of space. Lara will have someone present to BAC on this
project. David P. said he believes that design is final but maybe they can have someone
come in and justify their design on 1O0 South. Dave Iltis said it is his understanding
that the elevator is being done due to a lack of funding. Martin wonders why if funding
is an issue, they didn't do a concrete platform rather than an elevator.
Committee Announcements &Updates
Martin sent a list of comments to Lara but said they can address them in the future.
BAC Hybrid Meeting Discussion &Statement
BAC Members
David P. said TAB discussed this and determined it was more convenient for them to
meet electronically for now. He would like to see everyone in person again but still feels
it is slightly unsafe. After some discussion, BAC decided to continue meeting
electronically in the short term and assess their ability to do a hybrid or in person
meeting in the future.

Motion: Josalyn motioned to continue meeting online in the short term and then
assess their ability to do a hybrid meeting or in person meeting in the future based on
whether there is a surge in Covid. Martin seconded the motion. The motion passed
unanimously.
Various Construction Updates
Lara Handwerker, SLC Transportation
Lara said Highland Drive will be rebuilt in 2023 with some major changes but for now,
there will be some parking removed and some places where the road will go from four
lanes to three lanes with a bike lane on the southbound side of the street. There have
been some issues with people parking in the bike lane where there was previously
parking so the City will be putting up some signs. Later in the summer, flexible
delineators will be put up on the section of Parley's Trail between Sugarmont and
Wilmington on Highland. The striping will happen later this week. Josalyn asked why
they don't use the green paint since it is very effective, and Lara said she isn't sure but
will check into that and see if it is something BAC should push for. She said the 900
South construction from 30o West to West Temple will begin on July 6th. The second
phase of the project which is from 90o West to 30o West and West Temple to Lincoln
Street is ready for public review and the project team will begin public engagement this
week. Martin said it would be good to have someone come to BAC and show the designs
when they are ready. He said I-8o reconstruction is happening on the east side between
130o East and Parley's. He would like to keep an eye on when UDOT is replacing the
bridges at 1700 East and 2000 East regarding what the bicycle infrastructure is going to
be, and he would like to see a sound barrier between the freeway and Parley's Trail in
that area because it is very unpleasant to bicycle there with all the freeway noise. Dave
Iltis said that from what he knows of this project so far, he believes there will be bicycle
and pedestrian accommodations. He would also encourage Lynn Jacobs to come to BAC
and present on the entire Highland Drive project. Martin agreed and would like a
presentation on the Sugar House active transportation projects. Dave Iltis said 900
South by the zoo is going to be reconstructed soon and Tom Millar has been working on
that. There is a plan to expand the bike lane to make it wider both ways and a potential
trail going through to the west end of This is the Place Monument. This would connect
Sunnyside and 90o South just below the zoo and just to the west of Research Park and is
something the Research Park commuter's group has wanted for a while. He said there is
also going to be a redesign of the intersection of Foothill and Sunnyside and possibly
some signage that might go into the canyon.
Livable Streets Update &Discussion

Lara said the City is revisiting traffic calming throughout the city and that the City
Council has given Transportation funding to develop a plan for future implementation
and to try to figure out how to approach it from a citywide perspective rather than a
street-by-street approach. They are calling it Livable Streets rather than Traffic Calming
because they're taking a broad view of all the various factors that can contribute to
livability, what can increase quality of life beyond just slowing traffic. There is currently
a live survey with 4 questions, and she encourages everyone to participate. She is
particularly interested to know if the BAC members would rather see lower cost
interventions around as much of the city as possible or, more permanent, more durable
infrastructure throughout the city in fewer areas. Martin said he would like to wait and
see what the City comes up with as far as different designs and then get involved. Lara

said they have communicated to City Council that lowering the speed limit is the best
thing to do but changing the design of the streets will be the most effective. She
encouraged everyone to take the online survey and reach out to her with any questions
or comments.
BAC Chair Election

David Parrott said this isn't a typical point where BAC would have elections; however,
since their former Chair is no longer on the Committee, they need to do it now. The
Chair elected today will serve until March 2022 at which time the BAC will have their
regular elections for both Chair and Vice-Chair. Each member present was asked if they
were willing to serve and Lara let the members know that they can nominate
themselves. David encouraged everyone to cycle through the Chair and Vice-Chair
positions for the experience.
Motion: Joshua motioned for Martin to serve as the new Chair. Josalyn seconded the
motion. The motion passed unanimously.

Look at NYC - they have put in a ton of parking protected bike lanes for low cost that
work great.

Seems to be working well on 500E between 1700 and 2100... Living on 400E, we have
