I,Darin Piccoli,Chairperson of the Business Advisory Board,hereby determine that conducting the
Business Advisory Board meeting at an anchor location presents a substantial risk to the health and safety
of those who may be present at the anchor location. The World Health Organization,the President of the
United States,the Governor of Utah,the Salt Lake County Health Department, Salt Lake County Mayor,
and the Mayor of Salt Lake City have all recognized a global pandemic exists related to the new strain of
the coronavirus, SARS-CoV-2.
Due to the state of emergency caused by the global pandemic, I find that conducting a meeting at an
anchor location under the current state of public health emergency constitutes a substantial risk to the
health and safety of those who may be present at the location.

Dear Officials,
We,as the Business Advisory Board have heard from numerous local businesses expressing their concern
with the recent spike in crime. We have had numerous advisory board meetings and forums with various
community members about the topic and have experienced this challenge in many of our own businesses
On behalf of the business community,we request the City, along with the private sector,create a
coordinated proposal and task force that addresses the following items as it relates to recent increased
criminal activity in the City:
• Booking of a small target number of repeat offenders and ability to get them services and keep them
off the streets. The SLCPD has expressed more than once that there are '14' perpetrators in the
Central Business District, as an example.
• Retention of inmates with mental health or violent offenses
• Encampments and movement of them
• Availability of beds,requirements for beds
• Mental health services availability
We understand that many of these items are outside of the scope of city functions. We would request that
the Administration and the Council use this advisory board to support the voices and needs of our local
businesses and to provide any support that will bring together the necessary stakeholders at multiple levels
of government to solve these challenging issues facing our community.
