8/16/2021 - Meeting Minutes SALT LAKE CITY BICYCLE ADVISORY COMMITTEE Minutes of the August 16, 2021 Meeting BAC Members Present for this meeting were Daniel Houpt, David Parrott, Gabriela Knudson, Josalyn Bates, Pat Casey, Rachel Manko, Sam Janse, and Stewart Soleman. BAC Members Absent for this meeting were Jacquelyn Thiel, Joshua Poppel, and Martin Cuma. Also present were Amy Lyons, Dave Iltis, Courtney Reeser, Julianne Sabula, Will Becker, Kayla Kinkhead, Jenn Diederich, and Joe Taylor. The meeting was held electronically via WebEx and was called to order at 5:03 p.m. by David Parrott. David welcomed everyone and everyone introduced themselves. Approval of Minutes —Motion: Daniel Houpt moved to approve the minutes of the June 21, 2021 meeting. David Parrott seconded the motion. The motion passed unanimously. Public Comment Dave Iltis said it's disappointing that BAC is not going to address the CIP funding that is on their agenda, mainly for the fact that this is one of the primary duties of the Committee. He said it's in the statute as to what the Committee is supposed to be doing to review those and give their input and recommendations. He said it will probably be too late if they wait until the next meeting. He said 100 South is still proceeding without any bike facilities whatsoever and unless changes are made, it will be constructed with bulb outs for pedestrians and 11-13-foot travel lanes which will do nothing to slow the traffic. The street construction is a complete violation of the Complete Streets ordinance. He has received an e-mail from Matt Cassell in Engineering that they will be holding a Complete Streets Committee meeting to discuss 100 South and other streets. Dave feels the only reason to have a Complete Streets Committee meeting is to come up with a reason to not make it a complete street, so they are having an ad hoc meeting to justify what is in his opinion, an illegal decision not to include bike lanes on 100 South. The BAC in his view, should be raising their voices about this because one of the main ways to have bike lanes put in is through the Complete Streets ordinance. If the City is going to disregard that ordinance and not follow what they are supposed to be doing and claim it is nothing more than a reminder that they could do this if it happens to work out and ignore it, then we are not really moving forward very quickly. With 100 South, there are ways to either have bike lanes or a safety lane that isn't marked. The City could do io-foot lanes which is in the original engineering diagrams. The public survey showed people were complaining about the high speed of traffic and it is an utter failure by Transportation to let this go through and it's mystifying why they aren't trying to do something to make it better. They could do a road diet,like they did on 1300 East which is also an emergency access route. They could do bike lanes where they use the gutter as part of the two feet like they also did on 1300 East or a shared parking/bike lane or at bare minimum, a parking lane where there are two io-foot traffic lanes in each direction Page 1 of 4 TAB/BAC 08-16-2021 Minutes and stripe them at io-feet which at least gives cyclists a place to have refuge. He feels no one seems to care about this and from the e-mails he's received from Transportation, they seem to be making the ridiculous argument that everyone can travel on 200 South or South Temple but they aren't addressing the fact that they are breaking the law. Amy posted in the chat that the Complete Streets meeting is scheduled for August 3oth. He said TAB is discussing this next month and he hopes they push back on what Transportation is doing and he hopes that BAC takes a stand because if they don't, they are losing an opportunity to have a safe bike street. David thanked Dave and said they will discuss this as an agenda item as quickly as they can. Committee Announcements &Updates Josalyn received and e-mail from the Salt Lake County Bicycle Advisory Committee about a bike film festival screening in Sugar House Park on Saturday,August list 130o W Neighborhood Byway Update &Survey Will Becker, SLC Transportation Will is working on the Fairpark and Rose Park Neighborhood Byway on 130o West. This was originally identified in the Pedestrian/Bicycle Master Plan adopted by the City in 2o15. In 2017, the Rose Park Community Council applied for funding to get this project kicked off. The City did quite a bit of engagement work in the community to figure out a specific route which will start at 30o North and connect to the Jordan River Trail at Sunset Avenue. They began a design for the moo North and i3oo West intersection which they are wrapping up now and have begun their planning for the 600 North and i3oo West intersection. Engagement for that intersection began in early spring and included a survey for public input on the design. The goal of the Byway project is to improve safety for all roadway users, prioritize the safety of people walking and bicycling to neighborhood destinations and to implement the Pedestrian/Bicycle Master Plan. They are creating a specific route for people to use on low stress streets where a lot of changes don't have to be made for people of all ages and abilities to use comfortably. He showed what the 600 North intersection looks like now as well as the draft concept design which includes a median refuge island and traffic signals for pedestrians and cyclists. The design is currently out for public input with a survey on the website and Will would like to gather as much feedback as possible. The final design is scheduled to be completed this winter with construction anticipated in spring/summer of 2022. David and Courtney will take this information to the Sugar House Community Council and David said i3oo West from 600 North to moo North is currently a problematic speeding area with no stop signs the full length. Will said if there is an opportunity once the Committee has reviewed this information, the City would love to have a letter of support from them. David said he will bring a letter of support up as an agenda item for their next meeting. He also encouraged the members to participate in the survey and provide individual feedback. Transportation Master Plan Update Joe Taylor, SLC Transportation Joe said the City kicked off the update to the 1996 Transportation Master Plan (TMP) and he gave a brief background and recap of that plan. It is a community driven, policy focused plan that starts with people, not their vehicles and is not a projects list. The Steering Committee includes multiple City Departments/Divisions as well as WFRC, UTA, and UDOT and the consultant for this plan is Nelson Nygaard with the local engagement team being Avenue Consultants. There will be a paid Community Advisory Page 2 of 4 TAB/BAC 08-16-2021 Minutes Committee (CAC) for which 94 applications were received representing a huge amount of demographic, geographic and ability diversity. The CAC will shape all future public engagement for the project and connect the City to networks they might otherwise miss. The Steering Committee picked 9 amazing people with incredible connections and perspectives. Joe showed the different policy areas of the TMP with special attention being paid to East West connections. He went over the timeline with the hope of the plan being adopted towards the end of 2022. He said the Steering Committee values any input BAC has and they can send it to connectslc@slcgov.com. UDOT Public Comment Period&Map Lara Handwerker, SLC Transportation This item will be rescheduled on a future agenda. FY 2022 Recommended CIP Budget Discussion Lara Handwerker, SLC Transportation David encouraged everyone to look through the CIP projects list Lara had sent them and share any feedback they may have. Joe went through all the FY 2022 recommended CIP projects and pointed out those that might be of special interest to the BAC. Josalyn had an unrelated question about why the S-Line doesn't have signal priority as an east west connection. Julianne explained that State Street and 700 East are State owned roads, and the City has not been able to successfully negotiate that but there are numerous other options they will be looking into. Josalyn asked about a couple of the CIP projects and if they included specific streets and Joe said they were citywide requests. Julianne said Engineering has a six-year plan which might give her more information. David said there are many CIP projects that are very bike/ped important and again encouraged everyone to go to the website and give their input.
