Meeting Open & Welcome: Ray Schelble called the meeting to order and established a quorum. The following statement was made by the Chair: To help reduce the transmission of COVID-19, this meeting is being held virtually. As chair of the Citizens’ Compensation Advisory Committee, I do hereby determine that with the ongoing COVID-19 pandemic conditions existing in Salt Lake City including, but not limited to the elevated number of cases, that meeting at an anchor location presents a substantial risk to the health and safety of those who would be present. The decision to meet online follows a local increase in COVID-19 cases in the city and elsewhere. The change in meeting attendance is a precautionary measure for the safety of the public and City employees and is based on the latest reports from the Centers for Disease Control and Prevention and the Salt Lake County Health Department. The Committee will return with hybrid or in-person meetings when appropriate. Recognition and a thank you to the previous chair, Jeff Worthington. Review & adopt: The committee members reviewed and approved the minutes from the October 5, 2021 meeting. The motion was set by Jeff Worthington, then followed by Brandon Dew. Minor updates were recommended by Mike Terry (names and spelling corrections). Public Comment: Jerry Philpot introduced himself as President of AFSCME Local 1004 shared his desire to know more about the CCAC and how they function, as well as how he may be of support for compensation at the city. 2022 Compensation Team activity update: David Salazar led the discussion regarding compensation initiatives and work undertaken by the city since we last met in October 2021. • SLC Compensation team met with city department leadership to discuss challenges and compensation issues/pain points. o An example of what took place during these meetings - Department of Public Services  Discussed how we market price jobs and talked through the details.  Discussed internal alignment and how internal employees are paid comparative to the market as well as internal alignment with the city’s pay grade. • Education on where budget requests may need to be made for the coming year. • Adjustment and realignment of the City’s compensation philosophy o Recent negotiations with Police and Fire Unions  Resulted a different focus on how we compare against direct competitors for talent. • Establish SLC as a “pay leader” o Not just actual pay, but the top rates  Top Rate + 1% o Need to determine what adjustments to compensation are necessary for all City employees to be a pay leader. (Represented and Non-Represented) • Third-party survey for non-represented employees to address our competitiveness given the desired new philosophy of being a pay leader o Contracted with NFP to work on conducting this analysis. o NFP will be issuing a report and presenting the results/analysis of this study to the CCAC.  Tentative presentation in the February meeting scheduled • Approach to how the CCAC committee is engaged o Report is highlighted by items that are most-valuable to the administration and city council – Scaled back and streamlined compared to previous years.  NFP Survey  Market Pricing – Competitiveness Discussion of Topics, statistical data, and recommendations which may be included in the Committee’s 2022 annual report: David Salazar led the discussion regarding topics and initial findings on data/recommendations to be included in the 2022 annual report. • Local area benchmark market data analysis • 2021 – 2022 Salary Budget Forecast Information o Guidepost on what other employers are providing to employees (Compensation)  WorldatWork’s Salary Budget Quick Poll (4% - 5%) • Employee Turnover and recruitment data statistics (as desired) • Employee benefits information (as desired) Reviewed compensation information for the Fire union negotiated contract • Outside negotiator helped set up a 3-year agreement o Wage adjustments included  Fire is slated to receive a 3% increase both in this coming year as well as in the 3rd year NFP data sources planned to be used? • Meeting between NFP and SLC HR will be held tomorrow 1/12/22 • Do not plan to do a custom survey, instead plan to utilize published data sources already available to NFP o Data will be normalized to our labor market. Unfinished business: None.
