BICYCLE ADVISORY COMMITTEE
Minutes of the March 21, 2022 Meeting
BAC Members Present for this meeting were Ashley Lodmell, Daniel Houpt, David
Parrott, Martin Cuma, Patrick Casey, and Rachel Manko.
BAC Members Absent for this meeting Gabriela Knudson, Josalyn Bates, Joshua Poppel,
Sam Janse, and Stewart Soleman.
Also present were Amy Lyons, Lara Handwerker, Ellen Reddick, Clint Campbell, Tyler
Schmidt, Julianne Sabula, Sarah Johnson, Dave Iltis,Alex Beim, Dallin, Hugh Van
Wagenen, and Alex Beim.
The meeting was held electronically via WebEx and was called to order at 5:17 p.m. by
Martin Cuma. Martin welcomed everyone.
Approval of Minutes
Motion: Martin Cuma moved to approve the minutes of the November 15, 2021
meeting. David Parrott seconded the motion. The motion passed unanimously.
Motion: Martin Cuma moved to approve the minutes of the January 10, 2022 joint
TAB/BAC meeting. David Parrott seconded the motion. The motion passed
unanimously.
Public Comment— Clint Campbell introduced himself as the new Active
Transportation Liaison for UTA and said he will be attending BAC meetings from time
to time. He said the Committee should feel free to reach out to him if they have any
active transportation questions and he looks forward to working with them. Dave Iltis
with Cycling Utah had a few comments on things he feels the Committee should be
paying attention to. He said 200 South is scheduled to get a bus lane and a redo of the
bike lane with some floating bus stops and the plan is not very good. It's lacking in that
the bus lanes won't be painted red. It is a dedicated bus lane and being painted red
would really help. He knows the group Sweet Streets is asking for that,but they haven't
been talking much about the bike lane itself. There's a great opportunity to make the
bike lane a parking protected bike lane rather than it being a weaving mess that goes
back and forth between the curve where cyclists are going by the floating bus stops to
around the parking or behind the parking and the bike lane really needs to be curbside
parking protected. There are some issues with the curve and the slope of the street but
at least on most blocks, that's not an issue. He would hope the Committee would take a
hard look at this as SLC seems to be allergic to protected bike lanes. They haven't had a
decent protected bike lane since the 30o South and 200 West bike lanes were put in.
His next comment is that Tyler Schmidt spoke to TAB the other day regarding some new
UDOT repaving projects on 30o West on the top of Victory Road and some other roads,
but 30o West is one of the biggest concerns. They aren't planning on changing anything
on 30o West. They're planning on striping everything the same way it is, and this is

unacceptable from a biking and active transportation point of view. 30o West,
especially between North Temple and 60o North, really need bike lanes. The traffic
lanes are 14 feet wide, there are three of them and there's easily room to create bike
lanes there and probably even buffered bike lanes doing little or nothing other than just
putting the striping in different places. He said on the top of Victory Road, they're not
really planning on making that better. Around Columbus Street, other than to put in a
median to prevent wrong way car traffic, it would be nice to see a better exit out of
Victory Road onto the Capital area. He continues to see on UDOT streets within SLC,
almost nothing ever happens for bike safety or bike facilities. There are some bike lanes
on 70o East and that's about it. UDOT streets are dangerous and heavily traveled and
it's ridiculous UDOT isn't doing a better job. Martin asked if it was too late to comment
on 200 South and Lara said it will be done in phases. Martin proposed the Committee
members looked at the link for that project and send in their comments. Sarah Johnson
introduced herself as a prospective Committee member and told them about her
bicycling experience. She is scheduled for confirmation by the City Council tomorrow.
Meeting Format Discussion

Lara detailed the Committee's future meeting options. After some discussion, they
chose a hybrid meeting option, not requiring a specific number of Committee members
to be present in person while allowing the public to attend and comment electronically.
They will vote on this at their next meeting after verifying some details of their choice.
BAC Goal Setting for 2022

Lara asked the Committee members how they want to make the most impact and be
sure the time they're spending in meetings is productive and helpful to them and their
presenters. She asked while they're on the Committee, what purpose they thought they
should be fulfilling and then what methods they think are the best to achieve those
specific goals. There are powers and duties of the BAC and a basic purpose statement
listed but she asked if there a need to adopt a mission statement. She asked if they want
to create a list of action items, or outcomes, or a checklist that is gone through every
time someone brings a project or presentation to make sure they have an actionable
items list rather than just taking the information. Dave Iltis said the committee does
have a mission statement that used to be online. It was based on the mission statement
from the Mayor's BAC, and it is an excellent mission statement which he will find and
share. Martin thought looking at that mission statement was a good starting point and
wanted to discuss a document entitled BAC Goals 2022 which was sent out with the
agenda. They discussed this document as well as the mission statement and Lara asked
what procedures they would like to lay out for each meeting to ensure that the mission
statement is being furthered. Martin said he would like to talk about this at the next
meeting so they can agree on a final version. He asked everyone to write down their
thoughts and ideas and he will compile a more concise document. The Committee can
then vote on the model, the mission statement, the goals, and how they can achieve
those at the next meeting. They also decided to form a sub-committee to read through
and help with formatting or rephrasing of this document prior to the next meeting.
Motion: Martin Cuma moved to create a sub-committee including himself, Danny
Houpt, Patrick Casey, and Dave Iltis to review the BAC model, mission statement, and

goals prior to the next meeting. Danny Houpt seconded the motion. The motion passed
unanimously.
Bike Month Brainstorm

Bike Month is only 6 weeks away and Transportation hasn't done a lot over the last
couple of years due to gatherings being discouraged. Lara thinks it would be great to
have a few in person events this year including bike to work events or back from home
events that include local businesses as well as members of the public. She thinks it's a
great opportunity for the BAC members to engage outside of this meeting circle and use
their positions as representatives of their communities to try and engage more folks in
biking. She did attend a meeting discussing having a Mayor's Bike to work day and feels
it would be great, if that happens to have as many BAC members as possible. She asked
if they have any ideas for their own neighborhoods as community representatives that
they think can get people out who maybe don't bike all the time? There were many great
ideas discussed including pit stops and connecting small businesses with bike paths.
The members will continue thinking about additional ideas and Lara said Ginger at the
U of U has also reached out to see how the city and the U can build off each other for
bike month. Martin asked if the city is going to do Open Streets again. Lara said those
have been led by the Economic Development Department and she's not sure it could be
done in time for bike month but she's sure it will be discussed again for summer.
Martin asked if Economic Development could come and talk to BAC about the event in
the future. He asked about the Bike Bonanza at the Gallivan Center and Lara said it
would be late for this year. Martin said he really enjoyed those events and would like
them to start again. Danny mentioned a city concert cruise where people would bike
around and listen to bands throughout the city. The timing could work out well
especially if they are already going to do it, he will reach out to the past organizers. Lara
asked how they feel about spreading smaller events throughout the month vs doing a
couple big events closer together. Martin likes things like the Bike Bonanza which was a
big event but now with his family, it is easier to have smaller events closer to
neighborhoods, there are pros and cons for both.
Motion: Martin Cuma moved to create a sub-committee for the May Bike Month
organization which will include himself, Danny Houpt,Ashley Lodmell, and Dave Iltis.
Danny Houpt seconded the motion. The motion passed unanimously.

3. 30o W between 600 N and N. Temple absolutely needs bike lanes. The street is very
wide here, it's residential and/or next to a high school. The current lanes appear to be
14'to 18'wide. Buffered bike lanes would be appropriate here. This would extend the
bike lanes from Davis County to N. Temple. 200 W does have bike lanes, but
preemptively, this is not a reason to prevent bike lanes from being installed on 300 W.

The mission of the BAC is to promote, enhance, preserve and,where necessary, restore
physical, social, political and economic environments in which bicycling is recognized as
an essential element of a clean, healthy, and vital community.

• reviewing and advising the City on various bicycling projects and issues;
• acting as the eyes and ears of the City on the street to inform the City of problem
areas for bicyclists;
• contributing vision and direction to the City on bicycling matters;
• fostering initiatives that have won Salt Lake City a Bicycle Friendly Community
designation;
• helping to guide development and implementation of the Bicycle and Pedestrian
Master Plan;
• acting as a forum for the community to interact with the City;

In regard to David's point, the City could bring projects to the committee to get

May 16-22, 2022
Established in 1956, National Bike Month is a chance to showcase the many benefits of
bicycling — and encourage more folks to giving biking a try. Bike to Work Week 2022
will take place May 16-22, 2022, and Bike to Work Day is on Friday, May 20!
