BICYCLE ADVISORY COMMITTEE
Minutes of the April 18, 2022 Meeting
BAC Members Present for this meeting were Ashley Lodmell, Daniel Houpt, David
Parrott, Gabriela Knudson,Josalyn Bates, Martin Cuma, Patrick Casey, and Sarah
Johnson.
BAC Members Absent for this meeting Joshua Poppel, Rachel Manko, and Sam Janse.
Also present were Amy Lyons, Jenn Diederich, Cindy Lou Trishman, Dave Iltis, Tom
Millar, Lara Handwerker, Robert Stewart, Dan Adams, Shane Marshall, and Julianne
Sabula.
The meeting was held electronically via WebEx and was called to order at 5:04 p.m.by
Martin Cuma. Martin welcomed everyone and read the anchor statement.
Approval of Minutes
Motion: Martin Cuma moved to approve the minutes of the March 21, 2022 meeting.
David Parrott seconded the motion. The motion passed unanimously.
Public Comment— Dave Iltis said 30o West is getting repaved and between North
Temple and 600 North there is plenty of room for bike lanes. He said it's an utter
failure by SLC Transportation and by UDOT not to be planning for buffered bike lanes
or any bike lanes for that matter given that it's right next to a high school. It's overbuilt
right now, the lanes are 14 feet wide,the speed is high and bike lanes do start at 600
North and go all the way to North Salt Lake. This would be a good thing to do, and he
honestly doesn't understand why SLC Transportation lets UDOT push them around and
bully them into not having bike lanes on roads. There are bike lanes on Redwood Road,
and on boo East for a stretch and over a bridge over I-15 but unless he's missing
something,he thinks all the other UDOT roads in SLC have no bike lanes whatsoever.
Perhaps someone from BAC could bring someone in from UDOT to discuss that. UDOT
did come into the TAB meeting to discuss this and the person that came was grossly
misinformed on how UDOT works and said they don't have bike lanes because they take
their marching orders from the legislature and the legislature hasn't said they want bike
lanes on 30o West or a bus lane on 30o West which is false in how government works in
the separation of executive and legislative branches. He was also talking about UDOT
doing a repave on some of State Street soon and there really needs to be better bike
facilities on UDOT roads. Secondly, if anyone has any bike month events to share, if
they could email those to him at dave@cyclingutah.com, he can add them to the state
bicycle calendar for the month since Cycling Utah maintains that calendar. Martin said
300 West is an arterial road that should have bike lanes. He is quickly trying to find the
bike master plan and see if that road has bike lanes in the master plan and he doesn't
see them there. Dave said it's not on the master plan to have bike lanes but that
shouldn't preclude having them there because there is plenty of room and the master
plans are guidance not absolutes. Martin personally agrees that roads like this should

have bike lanes, every arterial should have bike lanes to separate bicyclists from cars so
he will follow up with Lara to get someone from UDOT to BAC in one of the next few
meetings.
Committee Announcements &Updates
Sarah asked as a new member of the Committee, how to best participate in the meeting.
Today she is observing and would appreciate any advice. Martin said observing is great
but feel free to comment if she would like.
Avenues Street Resurfacings
Tom Millar, SLC Transportation
Tom showed a map of a couple of different projects he's working on in the Avenues
neighborhood. There are some streets that will be slurry sealed this summer which
usually takes about a day. Major striping changes aren't typically made with a slurry
seal,but minor changes can be done. This will happen on B Street between 1st Avenue
and 11th Avenue, on 11th Avenue from B Street to Terrace Hills, on Terrace Hills from 11th
Avenue all the way to the top, and on 3rd Avenue between E Street and Virginia Street.
All of them except for B Street currently have bike lanes and parking on both sides and
all of them have bus routes except for Terrace Hills. On Virginia Street, there will be a
full reconstruction in 2 years from South Temple to 11th Avenue by Popperton Park.
With that reconstruct, there is the opportunity to significantly change the design if
desired. Even though these projects are happening at different times, he is collecting
feedback for both right now and wanted to be sure to give BAC the opportunity to
provide comments on any of those streets. Tom would also appreciate if they would
spread the word with their networks. Martin feels strongly that there needs to be an
uphill bike lane on Virginia Street,he thinks it is imperative and is the least that should
be done. Tom said there is officially one Avenues block worth of bike lane going uphill
on E street but none of the others have that so it would be a significant contribution to
the cycling network. Martin said speaking of B Street, he doesn't think it is too busy and
it is one of the streets that is more natural to take up and asked if it could be a
neighborhood byway. Tom said it has too many cars and busses to qualify as a
neighborhood byway and it has a lot of parking on both sides of the street which
constrains their options as well. Tom will email the link to comment to the Committee
along with some additional information that can be shared with their networks.
UDOT I-15 Environmental Impact Statement
Dan Adams and Shane Marshall, Horrocks Engineers
Shane introduced himself and Dan and went over the purpose of the study,what they
have gathered to date as far as data, stakeholder engagement and their public
involvement phase where there are opportunities to give them feedback. UDOT would
like to improve quality of life through transportation. Their quality-of-life framework
has four outcomes which are better mobility, good health, connected communities, and
a strong economy. UDOT wants to deliver on that mission through this environmental
impact statement. They went over some details of the study process and the different
phases. It is anticipated that this study will be completed in the beginning of 2024.
They really want to get feedback on how people experience the corridor and thoughts
and ideas on how it could be improved. The formal comment period is from April 11th to
May 13th and comments can be submitted online at www.il5eis.udot.utah.gov or by
email at i15eis@utah.gov and anyone needing special accommodations to make a
comment can call 385-220-5797. Although there is a formal comment period, they

would like to hear feedback anytime regardless of whether it is within that formal
comment period and encouraged the members to share this information with anyone
they feel would be interested. The Committee members were very interested in this
project and had many questions and comments.
Hybrid Meeting Discussion and Decision
Cindy Lou Trishman, SLC Recorder's Office
Cindy Lou introduced herself and answered a question from Martin regarding rules on
sub-committees. She then explained what options the Committee has regarding in-
person, electronic or hybrid meetings. The Committee decided they would like to
prepare and review a new meeting policy allowing electronic meetings. This will be on
the May agenda for review, discussion, and possible adoption.
Subcommittee Report Outs, Mayor's Bike to Work Day Update
Committee Members
A document was sent to the Committee members regarding Bike Month. Dave Iltis said
he put a ton of events on the document that have happened in the past. If anyone wants
to try and sponsor one of those events, he can add it to the online Bike Month calendar
to make sure the public is updated. He asked about the Mayor's Bike to Work day and
Lara said it is being planned for May 17th,but she doesn't have many more details at
this time. They are planning to encourage everyone to visit their favorite local
businesses during the national bike to work week. Once the Mayor's Office has set a
starting location, a bike route will be created and information regarding the event will be
pushed out to the public. Dave asked about bicycle pitstops and whether other Mayors
within SL County will be encouraged to participate in the Mayor's Bike to Work Day.
Lara said there aren't going to be any bicycle pitstops this year due to a lack of staffing
and that the SLC Mayor's office may take the lead in inviting other Mayors to participate
in the Bike to Workday once a route has been determined. Martin asked the Committee
members to review the BAC goals that were sent out and they will take time to vote on
them in a future meeting so they can have more oversight over what they are doing and
whether they are following the goals they have set.
Vice-Chair Election

Lara explained the duties and time commitment of the BAC Vice-Chair. Danny
volunteered to take on this duty with the understanding that he is not always available
to attend the TAB meetings. Martin said they would work with the TAB Chair so
someone would attend the meeting if Danny were not available to keep continued
communication between the two groups.
Motion: Martin Cuma moved to appoint Daniel Houpt as the Vice-Chair. David
Parrott seconded the motion. The motion passed unanimously.
Motion: Martin Cuma motioned to adjourn the meeting; Josalyn Bates seconded the
motion. The motion passed unanimously. The meeting was adjourned at 6:37 p.m.
