BICYCLE ADVISORY COMMITTEE
Minutes of the May 16, 2022 Meeting
BAC Members Present for this meeting were Ashley Lodmell, Daniel Houpt, Gabriela
Knudson, Joshua Poppel, Martin Cuma, and Rachel Manko.
BAC Members Absent for this meeting were Patrick Casey and Sarah Johnson.
Also present were Jenn Diederich,Amy Lyons, Clint Campbell, Lara Handwerker, Zack,
Susan Lundmark, Julianne Sabula, and Joe Taylor.
The meeting was held electronically via WebEx and was called to order at 5:03 p.m. by
Martin Cuma. Martin welcomed everyone and read the anchor statement. The
Committee members introduced themselves.
Approval of Minutes
Motion: Martin Cuma moved to approve the minutes of the April 18, 2022 meeting.
Danny Houpt seconded the motion. The motion passed unanimously.
Public Comment—There were no public comments.
Committee Announcements &Updates
Martin said BAC created a couple of sub-committees in the last few months. One of
them was for dealing with Bike Month which is going on right now, so it has more or less
stopped. The next sub-committee was geared towards thinking about their vision
statement and goals. A Google doc was created which he will distribute to the
Committee. There hasn't been anything done or voted on with this document,but he
doesn't really think that's necessary because it is a vision statement Dave Iltis sent them
from an old BAC website. He would like the members to be more aware of what they are
and kind of steer towards them at meetings. He would also like everyone to review them
and make comments so perhaps in the future, they can be on the website. Joshua said
Dave Iltis is looking for someone to lead the Ride of Silence this Wednesday at 7. If
anyone in the Committee is interested or knows someone who is, please reach out
directly to Dave or to Joshua and he'll put you in contact with him.
SLC Transportation Updates/Reminders
Lara Handwerker, SLC Transportation
Lara said the Mayor's Bike to Work Day is this Wednesday morning beginning at Allen
Park. Gathering will begin at 7:3o a.m. and will include refreshments and a short
speech from both the Mayor and the Transportation Director. The ride will commence
at 8:15 a.m. going to the City&County building with a police escort to avoid conflict
with vehicles. She said she has also received a handful of applications for new members
and is hoping within the next few months there will be more members and a higher level
of participation in meetings. There was an official announcement from the Mayor's
office today that SLC is officially celebrating Juneteenth which means the next BAC

meeting falls on a holiday. After some discussion, the Committee decided to change the
June meeting to the second week in June and begin having joint TAB/BAC meetings
every June beginning in 2023.
Motion: Martin moved to move the June 2022 meeting to the second Monday of the
month,which is the 13th. Danny Houpt seconded. The motion passed unanimously.
West Temple Reconstruction
Susan Lundmark, SLC Transportation
Susan introduced herself and talked through some of the evaluation they are doing on
the West Temple Reconstruction including how this corridor currently gets used and
might get used in the future. She showed an aerial of the project area which is from
North Temple to 40o South. This will be a partial reconstruction since there isn't
funding to move curb and gutter. The Pedestrian/Bicycle Master plan does call for
protected or buffered bike lanes along this stretch of road so they are looking at that and
getting traffic counts to understand what their options are. There may also be
pedestrian improvements such as crosswalks and signals. Martin asked about the
timeline and Susan said they are intending to come up with a conceptual design by the
end of this year. She said they would like it to be fully designed and out to bid in 2023
with construction happening in 2024. Martin said he was concerned with putting bike
infrastructure there without any lane reduction because of the crossing at South Temple.
He asked if it would allow for some lane reduction in lieu of protected bike lanes. Susan
said that is something they are looking at and are awaiting the traffic count data but that
on some blocks, there isn't enough width due to the curb extension. There was further
discussion regarding the use of this section of the road, wayfinding signs, and
landscaping. Susan took notes on all the ideas presented and would like to come back to
BAC this fall for additional input when there are some concepts to share.
Transportation Master Plan Update
Joe Taylor, SLC Transportation
Joe gave a brief explanation of the Transportation Master Plan which is a general
guideline policy not of specific projects but of how all projects should be done and the
goals of projects. Transportation really wants this to be guided by resident input and
the Community Advisory Committee which is doing a great job and connecting them to
networks that they would otherwise not have access to. One of the biggest things they
are dealing with are east/west connections and he believes it's the biggest transportation
problem in the city. Transportation is trying to work with Planning and Public Utilities
to integrate policies, so this isn't just a division policy but something that is useful for
the entire city staff and its residents. They are hoping to get it adopted in November.
On the last public outreach, residents said they want the system to be sustainable,
reliable, focus on safety and health, be affordable, and address historic equities.
Transportation is trying to translate those items into policy that can help them realize
those values in the infrastructure they are delivering. There is an online story map
addressing all five of those things and a map where you can draw points and lines and
show the city what specifically you believe is working and also complain about stuff you

minutes and is a great tool which also has an open-ended comment box on each policy.
Martin said this will be shaping the way transportation happens in SLC in the future, so
they need to keep an eye on this. Martin asked about future types of transportation and

Joe said they can't predict the future,but they can certainly take their best effort at
getting all the benefits and curb the drawbacks before new things come out.
Hybrid Meeting Determination
Committee Members
As suggested by the City Recorder, the BAC decided to make a meeting policy change,
independent of their decision on how to proceed holding future meetings.
Motion: Martin motioned to adopt a policy allowing electronic meetings pursuant to
the State Code requirement for the Open and Public Meetings Act, allowing Board
members or city participants to either attend in person or electronically with a
minimum notice of 3 days. Danny Houpt seconded the motion. The motion passed
unanimously.
After some discussion, the Committee made a determination of how they would like to
proceed holding future meetings.
Motion: Martin motioned to continue meeting electronically, including the public
being able to attend and comment electronically while also having a physical anchor
location for those who want to attend in person. Danny Houpt seconded the motion.
The motion passed unanimously.
Motion: Martin Cuma motioned to adjourn the meeting; Joshua Poppel seconded the
motion. The motion passed unanimously. The meeting was adjourned at 6:15 p.m.
