8/1/2022 - Meeting Minutes SALT LAKE CITY TRANSPORTATION ADVISORY BOARD Minutes of the August 1, 2022 Meeting Present from the Transportation Advisory Board were Courtney Reeser, Jim Espeland, Jon Larsen, and Myron Willson. Electronically present from the Transportation Advisory Board were Daniel Mendoza, Danny Houpt, Dave Alderman, Ellen Reddick, Jenn Diederich, Johnnae Nardone, Leo Masic, Reid Ewing, and Tyler Schmidt. Absent from the Transportation Advisory Board were Greg Sanchez, Paul Schulte, and Suzanne Stensaas. Also present Vili Lolohea,Amy Lyons, Becka Roolf, and Hannah Barton. The meeting was held both electronically and in person and was called to order at 4:01 p.m.by Courtney Reeser. Welcome and Introduction of Guests — Courtney welcomed everyone and introduced new members, Johnnae Nardone and Leo Masic. Public Comment — There was no public comment. Motion: Ellen Reddick moved to approve the minutes of the June 6, 2022 meeting with the change suggested by Jim Espeland. Jim Espeland seconded the motion. The motion passed unanimously. Report Out Transportation Advisory Board Members The Board members introduced themselves. Leo reminded everyone about the UTA change day this coming Sunday and said almost all the new bus stops are installed and the new TRAX station at 60o South opened on July 26th. Courtney thanked Tyler and Jon for their help getting a water leak at 40o North and Redwood Road fixed. She asked if the pedestrian bridge at 30o North would be open in time for school and Jon said unfortunately it will not. He said it's moving ahead now but it probably won't be complete until early next year. Johnnae said she also works at UTA but is representing District 5 on the Board. Project Prioritization Becka Roolf, SLC Transportation Becka presented the list of FY2024 CIP applications she had previously shared with TAB. She gave them links to a series of Google forms she created to get project ranking input from the Board and is hoping to get that feedback by August loth. Johnnae asked for clarification on the list being presented so Becka explained the CIP applications, process, and timeline. Dave asked if she could briefly address the scoring system for the new members. She said there are essentially four different lenses through which they Page 1 of 2 TAB 08-01-2022 Minutes look at and score these projects. Those are equity, sustainability, good governance, and safety. Becka went over each project on the list and Tyler asked for a definition of the Livable Streets Program. Jon said it is a rebranding of the Traffic Calming Program since the point of traffic calming is to be able to live in your neighborhood without fear of being near the street with your children, pets, or just walking around. Johnnae asked if the City ever worked with the UTA grant people and was told they are a strategic partner and also write letters of support for each other. Myron asked about bike lane maintenance funding. Jon explained how the City is structured in that regard and said they are applying for grants to help with the maintenance of current and new multi- modal installations as well as helping figure out more in house staff for some of these specialty things. He said if TAB would like to write a letter of support for that sort of activity, he's sure it would be appreciated. In the meantime, Becka said the public can reach out to the Streets Division at www.slc.gov/request-report/ or 801-535-2345 to report any bike lane issues. Reid asked if the CIP safety and livability ranking includes Livable Streets and Becka said it does. WFRC Project Funding Recap/Review WFRC Applications (letter of intent) Jon Larsen, SLC Transportation The Wasatch Front Regional Council (WFRC) is a metropolitan planning organization for Salt Lake, Davis,Weber, Southern Box Elder, Tooele, and Morgan Counties. Jon explained the WFRC annual grant programs, how they get their funding and how they parcel out these funds through applications from municipalities. One of the programs WFRC currently administers is the Congestion Mitigation and Air Quality Improvement Program (CMAQ) which are funds that must have a specific tie to improving congestion and/or air quality. There is also the Surface Transportation Program (STP)which is flexible but basically for anything surface transportation related such as widening roads and street reconstruction. There is a Transportation Alternatives Program (TAP)which is focused on walking and bicycling infrastructure and a Transportation Land Use Connection (TLC) program that provides funding for planning grants to do studies looking at connections between transportation and land use. These applications are due every fall at the same time as CIP applications and he gave a summary of the projects the City is expecting to get funding for this year. Jon went over a list of the projects they are planning to apply for this year and the members thought it was a great list. Jon also said the Vt 2omph speed limit signs had been put up and Courtney thanked the Board for their help getting that accomplished. Motion: Myron Willson motioned to adjourn the meeting; Jim Espeland seconded the motion. The motion passed unanimously. The meeting was adjourned at 5:34 p.m. and the next meeting of the Board was scheduled for September 12, 2022 due to the Labor Day holiday.
