Regular Meeting Minutes
25 August 2022
3:00 PM
This meeting is hybrid. The Commission Meeting has a physical location at the City and
County Building in the Cannon Room 335 and members of the public may observe the
meeting and/or provide public comment in-person at this location or through electronic
means. Commissioners and presenters may attend and participate either in-person or
through electronic means.

Commission Members in Attendance (in person): Everette Bacon, Amy Carmen
Commission Members Absent: Leah Lobato, Pamela Mower

This meeting was called to order at 3:15.
Welcome
• Commissioner Bacon welcomed all commissioners, City staff and members of the
public.
Open Dialogue (— 5 minutes):
• Commissioner Bacon: Lt Governor's office representative has released the
accessible mail ballot system for those who have print disabilities.
• Commissioner Thurman: SLC Court Room has removed the overhead ceiling
blinking light so citizens sitting under the lights are not exposed to blinking lights that
could trigger an epileptic seizure.
Public Comment (limited to 15 minutes):
• Mike Christensen: Complaints about access in the public right of way.
• Stephanie Burdick: Has a brain injury and relocated to Salt Lake City for the
accessible walking distance but has faced many challenges due to many street
closures in part of the construction all around the city.
• Alec Barton: There is still work the city needs to do to make the streets more
accessible for residents with disabilities.
• Taylor Anderson: Complaints have been received about builders closing public
right of way, this causes residents to have difficulty traveling on the sidewalks due to
closures.
• Rich Foster: Attending the meetings to learn more about the Commission.
Approval of Minutes:
• The Accessibility and Disability Commission reviewed and approved minutes from
May 26, June 14, June 23, and July 28.
Requests for Service: MySLC Mobile App (— 15 Minutes): Chris Norlem,
Construction Program Manager
• Use the SLC Mobile App to make requests & report items including potholes,
homelessness camps, etc. The user can include pictures and drop a location.
• Commissioner Bacon will work with the City to test the app and website for screen
reader usage.
Construction Permitting (— 15 minutes): Scott Weiler, Development Engineer and
Scott Vaterlaus, Traffic Engineer
• The process of getting a permit to occupy the public right of way during construction
was discussed.
o Contractors are required to have 2 City issued permits to close the sidewalks,
Public Way Permit and Traffic Control Permit.
• Engineering has four full time public way inspectors who are charged with monitoring
traffic control as part of their inspection responsibilities at hundreds of permitted
construction sites in the city. Their inspection responsibilities are divided
geographically.
• Commissioner Carmen: if one street is permitted and under construction then the
other side needs to be available and accessible.
Commission Priorities (— 30 minutes): Ashley Lichtle, Board Manager
• Commission Claflin: add access through construction zones throughout the City as a
priority for the Commission.
Current Events in Accessibility and Disability (— 15 minutes): Everette Bacon,
Commission Chair
• This is a new standing agenda item to allow for discussion of accessibility and
disability events happening on a broad scale locally and nationally.
City Updates (— 15 minutes): Ashley Lichtle, Board Manager
• September's Commission meeting will be a Hybrid 2 meeting where Commissioners
and members of the public can join either in person or electronically.
• October's Commission meeting will be held in person only at the City & County
Building.
• November's Commission meeting will be held November 17th as a Hybrid 2
meeting.
• There will not be a meeting in December.
TENTATIVE Closed Session—item not held.
The Commission will consider a motion to enter into a Closed Session. A closed
meeting described under Section 52-4-205 may be held for specific purposes including,
but not limited to:
a. discussion of the character, professional competence, or physical or
mental health of an individual.
b. strategy sessions to discuss pending or reasonably imminent litigation.
c. discussion regarding deployment of security personnel, devices, or
systems; and
d. investigative proceedings regarding allegations of criminal misconduct.
A closed meeting may also be held for lawful purposes that satisfy the pertinent
requirements of the Utah Open and Public Meetings Act.
